The purpose of the study is to assess changes of toll fares used on toll collection points. When toll road is operating in an urban environment, the operator is inevitably faced with the need to adapt intelligent transport system to the conditions of an ever-increasing volume and changing composition of the traffic. Such changes have a direct impact on the capacity of the toll road, in particular at toll collection points. The conducted research is aimed at analyzing the method of reducing the traffic load at the toll collection points during peak hours by making changes to the toll fares aimed at uniform distribution of traffic flow throughout the day. As an example, a toll collection point on the main road direction of the Western High-Speed Diameter toll road was chosen.Materials and methods. A discrete-event simulation model developed in the AnyLogic software was used to assess the quality of operation and throughput of the toll collection point. The software has a sufficient level of detail to reproduce the operation of the toll collection system, and allows managing all the necessary parameters of the system and traffic flow. Analysis of the data obtained from the simulated model experiments was carried out using the statistical package R. Results. As part of the study, the operational characteristics of the toll collection point, in particular its threshold capacity, were determined, and, if it was exceeded, the length of the emerging queue was determined. Taking into account the operator’s risks arising from the formation of a traffic congestion, an approach was proposed to change the toll fare policy of the toll road by using a more flexible fares based on dividing the day time fare into several time intervals and using increasing coefficients for toll fare when paying for travel during peak hours. Using the example of toll booth of the Western High-Speed Diameter, the increasing coefficients of the cost of travel at a rush hour were considered, and the risks of reducing the operator’s income from toll collection were assessed.Conclusion. Based on the results obtained, an assessment of the effectiveness of the application of measures to change the existing toll fare policy, aimed at optimizing the traffic flow of a toll road, can be carried out. In addition, such an analysis can be used to assess the investment attractiveness of a project, develop a toll fare policy, increase income and other similar tasks. Further research can be aimed at increasing the economic indicators of toll road projects, and developing additional mathematical tools used in the formation of toll fare policy.

The RFID-based vehicle collection program is intended to better handle toll operations through technology that aims to streamline the flow of vehicles. The purpose of this work is to plan, introduce and promote the automated operation of the car selection system (VTS). The Vehicle Toll Collection Device in this paper automatically detects vehicles and gathers machine-readable details on tolls for automobiles driving in the toll road. This knowledge is instigated by the modification and installation of at least one vehicle with a moving vehicle detection device. The computerized control device located along the toll line will transmit the registration signal as the car is reaching the registration point and will determine the toll to be debited and transfer the toll electronically to the account of the individual vehicle. This device helps a car to proceed beyond the scan point with no halting, thereby providing commuters with optimum comfort, speeding up traffic movement and reducing the need for human capital on highways

The purpose of the article is to assess the risks of a toll road operator arising in the event of traffic congestion at toll collection points. In the Russian Federation, in infrastructure projects, including toll road projects, the organizational and legal form of public-private partnership is often used. State authorities have the right to control the quality of the road management by the operator; the state can charge penalty points for low operational efficiency, leading to traffic congestion. The return on investment in infrastructure projects is of a long-term nature, therefore, the task of assessing the risks of possible losses by the toll road operator is quite relevant.Materials and methods. The main research tool is simulation modeling in the AnyLogic software environment, the analysis of the data obtained as a result of simulation was carried out in the environment of the statistical package R. The choice of tools is determined by a large number of subjective (sometimes technical) factors that significantly affect the road capacity at toll collection points, but do not lend themselves to strict formalization. Such factors include refusals to read electronic tolls, drivers changing lanes in the toll collection points, lack of money at the time of travel through the automatic toll lane, and others. All such factors are modeled in the AnyLogic environment as random variables with a rich choice of distribution functions and their parameters.Results. A simulation model of a toll collection point at an exit from a toll road has been created to analyze the throughput of a toll booth with various configurations of toll lanes, various levels of user behavior errors and the provision of drivers with electronic means of travel registration. Using the example of a toll collection point for the “Western High-Speed Diameter” motorway, the parameters of traffic congestion that occur when the number of operating toll lanes on the toll collection point decreases are estimated. In the event of congestion, for each configuration, estimates of the number of vehicles in the congestion, the length of the congestion, the waiting time in the queue at the entrance to the toll collection point at different times of the day, and the time of congestion are determined.Conclusion. Based on the results obtained, an assessment of the risks of non-compliance by the road operator with the standard for ensuring throughput can be carried out. To assess the risks of a toll road as a whole, it is advisable to use an individual simulation model for each toll collection point, taking into account the peculiarities of its geographical location, the composition of traffic at the facility, the regularity of user correspondence, as well as the impact of the surrounding transport, logistics and social infrastructure. In pronounced industrial and logistics areas of the city, in the border zones between the city and the region, an additional assessment of traffic intensity may be required to analyze the throughput of toll collection points, taking into account the daily, weekly and seasonal unevenness of the traffic flow.

ABSTRAK            Penelitian ini bertujuan untuk mengetahui bagaimana strategi komunikasi bisnis  PT. Jasa Marga (Persero) Tbk Cabang Palikanci Kota Cirebon Dalam Penggunaan E-Toll Card di Kota Cirebon. Penelitian ini menggunakan metode kualitatif  deskriptif  tujuan dari metode desktiptif membuat deskripsi, gambaran, atau lukisan secara sistematis, faktual, dan akurat mengenai fakta-fakta, sifat-sifat serta hubungan antara fenomena yang diselidiki. Objek penelitian adalah PT. Jasa Marga (Persero) Tbk Cabang Palikanci Kota Cirebon dengan layanan penggunaan E-Toll Card, subjek penelitian adalah orang-orang yang memberikan informasi mengenai PT. Jasa Marga (Persero) Tbk Cabang Palikanci Kota Cirebon  yaitu Toll Collection Management, sentral komunikasi PT. Jasa Marga (Persero) Tbk Cabang Palikanci Kota Cirebon  dan beberapa penggunan jalan tol.            Hasil penelitian menunjukan bahwa Strategi Komunikasi Bisnis PT. Jasa Marga (Persero) Tbk Cabang Palikanci Kota Cirebon  Dalam Penggunaan E-Toll Card di Kota Cirebon sudah sesuai dengan tujuh pilar strategi komunikasi bisnis. Dengan strategi komunikasi bisnis yang dilakukan sekarang, PT. Jasa Marga (Persero) Tbk Cabang Palikanci Kota Cirebon, mampu memberikan pelayanan dan tanggapan nya atas kualitas pelayanan yang telah di berikan untuk para penggunan jalan. Penyedia jalan tol dan memberikan pelayanan terbaik mampu memberikan peningkatan pelyananan penggunaan E-Toll Card.             Dari hasil wawancara dengan Konsumen penggunan jasa E-Toll Card di Kota Cirebon. Dari hasil wawancara dengan Konsumen  pengguna jasa E-Toll Card di kota Cirebon terlihat beberapa informan merasakan puas dengan adanya penggunaan E-Toll Card yang diberikan oleh pihak PT.Jasa Marga (Persero) Tbk Cabang Palikanci Kota Cirebon. The object of research is PT. Jasa Marga (Persero) Tbk Palikanci Branch Cirebon City with service use of E-Toll Card, the subject of research is the people who provide information about PT. Jasa Marga (Persero) Tbk Palikanci Branch Cirebon City is Toll Collection Management, central communications PT. Jasa Marga (Persero) Tbk Palikanci Branch Cirebon City and some toll road users.             The results showed that Business Communication Strategy PT. Jasa Marga (Persero) Tbk Palikanci Branch Cirebon City The use of E-Toll Card in Cirebon City is in line with seven pillars of business communication strategy. With the current business communication strategy, PT. Jasa Marga (Persero) Tbk Palikanci Branch Cirebon City, able to provide service and its response to the quality of service that has been given to the users of the road. The provider of toll roads and provide the best service is able to provide increased use of E-Toll Card.             From the results of interviews with consumers using E-Toll Card services in Cirebon City. From the results of interviews with consumers E-Toll Card users in the city of Cirebon seen some informants feel satisfied with the use of E-Toll Card provided by the PT.Jasa Marga (Persero) Tbk Palikanci Branch Cirebon City. A large number of toll road projects with a barrier toll collection system are currently being implemented in Russia. Therefore, it seems relevant to study the toll plaza as an element of the transport infrastructure. Insuffi cient attention to the issues of assessing current and predicted intensity on TPscan cause regular traffi c congestions on toll roads. The goal of this study is to build a simulation model that allows to evaluate the capacity of the toll collection point during the operation of the toll road at different traffi c fl ow rates, taking into account the ratio of different types of vehicles and user behavior errors. Visual observation materials are used, the research method is discrete-event simulation of PVP using AnyLogic software, processing of the results is performed in the statistical package R. The toll point (TP) the Western High-Speed Diameter toll road in St. Petersburg, Russia was considered as a case for the study.As a result was build simulation model of TP was developed, taking into account the traffi c specifi cs and user behavior errors. Conducted experiments established the peak traffi c intensities, when traffi c congestion begins to form at the TP, with different ratios of electronic toll collection usage. During the analysis, few cases of service time distribution were considered — from low to high traffi c intensities. Main conclusions of the study: -for the low intensity case, the results of the analysis showed the splitting of the total distribution of the service time into two distributions for different operating modes of toll lanes, — for high intensity, the infl uence of user behavior on service time distribution was revealed, — for each case, the parameters of the gamma laws of service time distribution were determined, — in case of insuffi cient throughput capacity, the TP stops working effi ciently, and service time distribution increases, regardless of the type of payment. Estimated peak hours of TP operation, when there is a potential for congestion at the TP were defi ned. Possible ways of further increase thetoll collection system throughput capacity for the TP were indicated.

Electronic payment is increasing inexorably as a means of paying for the use of toll roads worldwide. However, it is necessary to increase the effectiveness and expediency of this mechanism, as well as improve policy issues such as privacy or data management. The state of the art in this field typically analyzes users’ perceptions and willingness to pay to use toll roads. However, research addressing drivers’ attitudes toward the use of electronic toll collection (ETC) systems is not sufficiently developed. The aim of this paper is to identify the explanatory variables influencing toll road users’ use of ETC technologies. For that purpose, based on a nationwide survey directed toward road users of interurban toll roads in Spain, a binomial logit model was developed to explore users’ attitudes toward the use of ETC systems. The research concludes that drivers’ tag ownership is related mainly to trip-related attributes, while personal socioeconomic characteristics play a minor role. In addition, free tags would be an effective policy measure to increase toll road use, given that a majority of respondents show a positive response.

In the article the principles of the use of electronic fare collection systems on highways. The introduction of contactless automated electronic systems based on vehicle identification, provides a non-stop passage of cars through the toll booths, which leads to increasing the capacity of the highway.
