Abstract Toll road ramps that connect toll roads and arterial roads are often crowded until they are jammed by the activities of workers and school deliverers. And the rush hour that occurs in the morning and evening causes congestion on toll access roads both on and off ramps. The purpose of this research to find out how the performance condition of the toll access road with the distance that is currently available.. The method used in this paper is descriptive quantitative. By using the results of the Average Daily Traffic (ADT) survey at the intersection of West Bekasi, Cibitung and West Kerawang during the morning and evening rush hours. The results of the survey and analysis using the 1997 Indonesian Road Capacity Manual (IRCM) standard obtained a ratio of volume to capacity (v/c ratio), speed and traffic density, these characteristics were then used to find the Level Of Service (LOS) obtained by LOS F (VCR >1). The conclusion from the analysis is that the performance of the connecting road/ramp often occurs during rush hour with the lowest LOS F values in the morning and evening, so it is necessary to evaluate the minimum ramp distance.

 Forecasting is done at PT. Cipta Persada Infrastructure (CPI) using the Monte Carlo method. The forecasting process refers to the use of employee recruitment data for the last 3 years (2018, 2019 and 2020). Currently the company is concentrating on toll road projects in Riau province including the Permai Toll Road, Pekanbaru – Bangkinang Toll Road and other toll roads in Riau. The simulation will be implemented using PHP programming. The results of this study are the level of prediction accuracy of employee acceptance at PT. Citra Persada Infrastructure using the Monte Carlo method is 80%. The Monte Carlo method is suitable to be used to accurately predict the level of employee acceptance for the following year, so that the results of the research can be used by PT. Citra Persada Infrastruktur (CPI) and other parties in need.

The imbalance population and number of vehicles increasing from year to year with number of roads causing traffic jam. Build toll road is the government's effort to solve traffic jam. The construction of toll roads that carried out by Government is expected to be able reduce traffic jam on arterial roads but in reality, does not reduce traffic jam even though traffic jam still exist on toll roads. Traffic jam causes stress and fatigue and can lead to traffic accidents. Indonesia has a much higher mortality rate compared to other countries. Traffic accidents are influenced by three main factors: human factors, vehicle factors, and road factors. To improve road safety and high number of deaths each year, it will be carried out research by direct observation using the Road Safety Audit (RSA) form of the Kunciran-Serpong Toll Road. The result of this research by direct observation on Kunciran-Serpong Toll Road in general there are still many shortcomings, such as various types of road damage and pavement, there are no signs to bend to the left or right, the drainage system is not good on several roads, and the median is not good because not all segments get fenced. Keywords: Traffic Jam; Accident, Toll; Road Safety AuditAbstrakSeiring dengan pertambahan jumlah penduduk maka jumlah kendaraanpun terus berkembang dari tahun ke tahun, sedangkan panjang ruas jalan tidak dapat menyusul secara signifikan, hal ini mengakibatkan terjadinya kemacetan lalu lintas. Upaya pemerintah mengurangi kemacetan dengan membangun jalan Tol yang diharapkan untuk mampu mengurangi kemacetan yang ada di jalan arteri. namun pada kenyataannya tidak mengurangi kemacetan bahkan jalan tol saat ini juga mengalami kemacetan. Beberapa jalan tol dibangun untuk mengurangi kemacetan yang ada di ruas jalan tol yang lama, karena apabila tidak dikurangi maka kemacetan menyebabkan stres dan lelah fisik, mengurangi produktifitas yang akhirnya mengakibatkan kecelakaan lalu lintas. Indonesia memiliki tingkat kematian yang jauh lebih tinggi dibandingkan dengan negara lainnya di ASEAN. Kecelakaan lalu lintas dipengaruhi tiga faktor utama yaitu faktor manusia, faktor kendaraan, dan faktor jalan. Dalam rangka upaya meningkatkan keselamatan jalan dan mengurangi angka kematian setiap tahunnya maka dilaksanakan observasi langung dengan mengunakan formulir Audit Keselamatan Jalan (AKJ) atau Road Safety Audit (RSA) pada ruas jalan tol operasional. Hasil dari observasi langung pada ruas jalan tol operasional di bawah 1 tahun secara umum masih terdapat banyak kekurangannya, seperti berbagai jenis kerusakan jalan terutama pada perkerasan, tidak adanya rambu peringatan tikungan ke kiri maupun ke kanan dan beberapa rambu lainnya, kecepatan eksisting yang lebih besar dari kecepatan rencana, dan median yang kurang baik karena tidak semua ruas terdapat pembatas

The most important thing in the construction of toll roads, especially elevated toll roads, is the erection girder. The implementation of this erection girder certainly requires a long time and a large cost, so it requires the right work method in its implementation. The construction of the X Section A Toll Road Project is the construction of an elevated toll road where its implementation is limited by time and cost so that it requires the right work method to achieve timely and cost-efficient project completion. The girder used in this project is a box girder with the implementation method using the crane and launcher method. This study aims to analyze the time and cost of comparing the implementation method of erection box girder using cranes and launchers to obtain a more efficient and effective implementation method. This research was conducted through field observations to observe the erection box girder time and collect secondary data regarding the method of implementing erection box girder. The analysis carried out in this study includes time calculation analysis by calculating the average time value of the erection box girder implementation using statistical formulas and cost analysis carried out by referring to the PUPR Ministerial Regulation Number 28/PRT/M/2016 concerning Analysis of Unit Prices for Public Work. Based on the outcomes of the calculation of time and cost analysis, the duration of the erection box girder with the crane method is 70.65 minutes and requires a cost of Rp 23,769,579 and the launcher method takes 48.12 minutes and costs Rp 11,834,500. Thus, it can be seen that the more efficient and effective erection box girder method is the launcher method with a cost difference of Rp 11935,079 and 32% efficiency. when compared to the crane method.

В статье рассмотрено развитие платных автомобильных дорог в России. Целью статьи является освещение особенностей, возникающих при создании платных автомобильных дорог. Особое внимание уделяется рискам реализации автодорожных инвестиционных проектов, в том числе строительным, экологическим рискам и рискам финансирования. Научная новизна состоит в оценке целесообразности строительства платных автомобильных дорог в Российской Федерации. В качестве объекта исследования рассматривается планируемое строительство новой крупной автомобильной дороги М-12 «Москва - Нижний Новгород - Казань». The article considers the development of toll roads in Russia. The purpose of the article is to highlight the features that arise when creating toll roads. Special attention is paid to the risks of implementing road investment projects, including construction, environmental risks and financing risks. The scientific novelty consists in the analysis of the feasibility of the construction of toll roads in the Russian Federation. The planned construction of a new major highway M-12 «Moscow - Nizhny Novgorod - Kazan» is considered as an object of research.

Currently, transportation agencies have implemented different wrong-way driving (WWD) detection systems based on loop detectors, radar detectors, or thermal cameras. Such systems are often deployed at fixed locations in urban areas or on toll roads. The majority of rural interchange terminals does not have real-time detection systems for WWD incidents. Portable traffic cameras are used to temporarily monitor WWD activities at rural interchange terminals. However, it has always been a time-consuming task to manually review those videos to identify WWD incidents. The objective of this study was to develop an unsupervised trajectory-based method to automatically detect WWD incidents from regular traffic videos (not limited by mounting height and angle). The principle of the method includes three primary steps: vehicle recognition and trajectory generation, trajectory clustering, and outlier detection. This study also developed a new subtrajectory-based metric that makes the algorithm more adaptable for vehicle trajectory classification in different road scenarios. Finally, the algorithm was tested by analyzing 357 h of traffic videos from 14 partial cloverleaf interchange terminals in seven U.S. states. The results suggested that the method could identify all the WWD incidents in the testing videos with an average precision of 80%. The method significantly reduced person-hours for reviewing the traffic videos. Furthermore, the new method could also be applied in detecting and extracting other kinds of abnormal traffic activities, such as illegal U-turns.

AbstractThe construction of the toll road itself must be based on the Toll Road Concession Agreement which is handled by the Toll Road Regulatory Agency (BPJT) and the Toll Road Business Entity (BUJT). BPJT gives the authority to BUJT to work on toll roads and the section of toll roads. In every toll road construction it is required for BUJT to build a toll road rest area in accordance with what is mandated in Government Regulation No. 15/2005 concerning Toll Roads. BUJT in managing the Rest Area can be done by self-management or by collaborating with partners or investors. In collaborating with partners there are alternative methods of collaboration, namely with Build Operate Transfer and Build Operate Own. This method of cooperation will later be outlined in the Toll Road Rest Management Cooperation Agreement which must refer to Government Regulation Number 15 of 2005 concerning toll roads and Minister of Public Works and Public Housing Regulation No.1 / PRT / M / 2017 Regarding Procedures for Implementing Agency Procurement Business for concession of toll roads and refers to the legal requirements of the agreement.Keywords: Toll Road Concession; Build Operate Transfer; Toll Road Rest Management Agreement.AbstrakPembangunan jalan tol sendiri harus berdasar pada Perjanjian Pengusahaan Jalan Tol yang ditantangani oleh Badan Pengatur Jalan Tol (BPJT) dan Badan Usaha Jalan Tol (BUJT). BPJT memberi kewenangan kepada BUJT untuk mengusahaakan jalan tol dan ruas jalan tol. Dalam setiap pembangunan Jalan Tol di haruskan bagi BUJT untuk membangun Rest Area jalan tol sesuai dengan apa yang diamanatkan dalam Peraturan Pemerintah Nomor 15 Tahun 2005 Tentang Jalan Tol. BUJT dalam melakukan Pengelolaan Rest Area tersebut dapat dilakukan dengan swakelola maupun dengan cara melakukan kerjasama dengan mitra atau investor. Dalam melakukan kerjasama dengan mitra terdapat alternatif metode kerjasama yaitu dengan Build Operate Transfer dan Build Operate Own. Metode kerjasama ini nantinya akan dituangkan dalam Perjanjian Kerjasama Pengelolaan Rest Area Jalan Tol yang harus berpedoman pada Peraturan Pemerintah Nomor 15 Tahun 2005 tentang jalan tol dan Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat No.1/PRT/M/2017 Tentang Tata Cara Pelaksanaan Pengadaan Badan Usaha Untuk Pengusahaan Jalan Tol serta mengacu pada syarat sah perjanjian. The number of urban residents continues to increase each year due to the mobility of the population from villages to cities (urbanization). Aims this article  to describe the development of urbanization in North Sumatra. Method of research is library research, data collection is carried out by taking from various sources such as BPS data, journals, documentation, and coupled with observational data then analyzed descriptively. This research found  that the population development of North Sumatra (North Sumatra) is still concentrated in Medan City. Although its geographical area is only 0.36% of North Sumatra's area, Medan is inhabited by 2,279,894 million people. The concentration of the population of North Sumatra in Medan is due to the ongoing urbanization or migration of people from villages to cities. The high number of urban residents can be a problem for the government, one of which is the emergence of the phenomenon of poverty, homelessness, and congestion. Often people who move to urban areas have big reasons and expectations such as wanting to get a job, high wages, prestige, and wanting to enjoy urban facilities. The conclusion is the development of the urban population in North Sumatra is in line with the rapid development of infrastructure, such as toll roads, and industries built by the government or the private sector continue to grow. The increasing level of urbanization shows the increasing number of people living in urban areas (cities) which causes the population to become denser in urban areas. The large number of people who urbanize in North Sumatra is due to economic and social factors.Keywords: Urbanization, Mapping, Development, Nort Sumatra
