There is a growing global interest in Arctic natural resources that have a strong influence on the local economies. The Arctic economy is a rather unique phenomenon encompassing Indigenous practices, local economic activities, and industrial development. Indigenous economies vary across the Arctic states and exhibit divergent economic mixtures. In globalizing societies and full market economies, traditional Indigenous economies are changing and perceived especially by the non-Indigenous to be a tribute to old customs rather than a way of life that is being followed by the young generation. However, certain groups of the contemporary Indigenous populations in the Arctic continue to preserve their culture and ensure the continuation of Indigenous ways of life. The development of Indigenous communities is closely linked to their economic well-being, on the one hand, and to their culture and traditions, on the other. Our article contributes to the discussion on the significance of Indigenous economies in providing sustainability in terms of Indigenous communities, their culture, and traditions. The research objective is to identify strategies and tools that sustain Indigenous economies as well as the goals of various stakeholders in encouraging and supporting the traditional economic activities of Indigenous peoples. We contrast three countries—Russia, Finland, and the United States (Alaska)—and discuss some governmental strategies that can be employed for preserving unique Indigenous economies. The research methods consist of a content analysis of state and regional legislation and strategies, social studies of stakeholders’ opinions, case studies describing market infrastructure, and economic activities as well as features of traditional lifestyles and Indigenous knowledge typical of these regions.

<p>Climate change in the Arctic is noticeable and affecting the well-being of the population. The health and emotional state, food and water availability, livelihoods are on the threat. The towns are particularly sensitive to climate change. Their population and infrastructure density is exceptionally high, and temperature fluctuations, as well as extreme weather events, have an exceptionally strong impact on air and water quality, health and other components of human well-being. At the same time, urban communities in the Arctic, especially in industrial development zones, represent a little-studied area in this case.</p><p>The report presents the interdisciplinary study results concerning the climate change consequences for the population of Russian Arctic industrial developed areas. The study carried out in Murmansk Region which is a highly industrial and highly urbanized region that is completely included in the Arctic zone of the Russian Federation. Qualitative methods were used; in-depth (more than 50 questions) interviews were conducted with residents of several towns in the region. The study showed corresponds between the subjective perceptions of climate change by urban residents of the Murmansk Region with objective data on meteorological parameters changes. The surveyed urban residents feel changes in health and environmental management practices, and many respondents associate these changes with climate fluctuations. Such a phenomenon as the destruction of infrastructure (residential, public and industrial buildings, roads, energy infrastructure) due to climate change has not been identified. Concerns have been raised about the potential impact of climate warming on the ability to have a decent job due to reduced employment in some industries (such as energy).</p><p>The results obtained contribute to a better understanding of the social consequences of climate change in the Russian Arctic. This is important for adaptation actions development.</p><p> </p>

Physical health and psycho-social impacts are very much related. There are indications that not only the psychological and social well-being of native peoples but also the physical health and nutritional status has deteriorated in the face of resource development activities in the Arctic. Examples are provided of nutritional anemia, infection of the gastro-intestinal and respiratory tracts in children, obesity, arteriosclerosis and metabolic problems in adults, as well as family break-down, alcohol abuse, venereal disease, and deaths due to violence.

In the field of Arctic health, “resilience” is a term and concept used to describe capacity to recover from difficulties. While the term is widely used in Arctic policy contexts, there is debate at the community level on whether “resilience” is an appropriate term to describe the human dimensions of health and wellness in the Arctic. Further, research methods used to investigate resilience have largely been limited to Western science research methodologies, which emphasize empirical quantitative studies and may not mirror the perspective of the Arctic communities under study. To explore conceptions of resilience in Arctic communities, a Sharing Circle was facilitated at the International Congress on Circumpolar Health in 2018. With participants engaging from seven of the eight Arctic countries, participants shared critiques of the term “resilience,” and their perspectives on key components of thriving communities. Upon reflection, this use of a Sharing Circle suggests that it may be a useful tool for deeper investigations into health-related issues affecting Arctic Peoples. The Sharing Circle may serve as a meaningful methodology for engaging communities using resonant research strategies to decolonize concepts of resilience and highlight new dimensions for promoting thriving communities in Arctic populations.

This article analyses the dynamics of trust in institutions, which underpin the legitimacy of social order, on the basis of a study of the developed Arctic region during the period 2006–2018. The authors considered the principal theoretical concepts on which the study of trust, the well-being of citizens, the assessment of security and compliance with the fundamental rights and freedoms of citizens is to be based. It is assumed that the legitimacy of the social order consists in a state where people not only trust specific institutions, but also enjoy a sense of security from threats and the ability to exercise basic rights and freedoms in the presence of a competent authority to protect them in case of violations. The dynamics of the security of the inhabitants of the region, associated with an increase in the level of their well-being, are considered. The structure for retaining the legitimacy of the social order is demonstrated on the basis of a number of indices and model calculations. Configuration analysis was carried out to support the construction of multidimensional models. It was concluded that there has been a dramatic collapse in the social activity of the inhabitants of the Arctic region bordering on social apathy. It is shown that, during the period under study, trust in local authorities significantly declined, while the importance attributed to respecting private property rights increased. Trust in social institutions is shown to be significantly lower than trust in government institutions, contradicting the situation in developed countries. It is recommended that more attention be paid to the functioning of local and municipal authorities governing the Arctic region, who are much more aware of the needs of the inhabitants since they are connected by much denser social ties. The authors substantiate the need to introduce social innovation that allows to diversify communication channels between the government and the public, meet unsatisfied social needs that are not solved by existing institutions and contribute to building trust between different participants.

Purpose The purpose of this paper is to shed light on co-creative approaches for place innovation in an Arctic town, based on the relocation of Kiruna’s city center in northern Sweden. Three cases of co-creative innovation processes in Kiruna are investigated and compared: an R&D project about local perceptions and visions of attractive urban environments; an R&D project about norm-creative design principles for inclusive and attractive urban design; and an R&D project about cross-industrial synergies for city center attractiveness. Design/methodology/approach The study’s research design encompasses a comparative and participatory approach. The comparative approach implies investigation and comparison of three cases of co-creative innovation processes in Kiruna. The participatory approach implies joint development of new knowledge by researchers and local actors. The data consists of participatory observations of workshops and qualitative interviews with local actors. Findings The study reveals that the studied processes have harnessed the city center relocation as an opportunity to make Kiruna more attractive to residents and visitors, by using the co-creative approaches of Living Lab, Now-Wow-How and Norm-creative design. These approaches have enabled experts and local actors to jointly identify excluding patterns and norms in the relocation process and to envision inclusive and attractive (re-)configurations and (re-)conceptualizations of the future Kiruna. Research limitations/implications The results add to the academic strand of inclusive urban transformation, by providing insights into co-creative approaches for re-imagining an Arctic town in times of industrial and social change. New insights are provided regarding how the geographical, industrial and cultural identity of an Arctic town can be harnessed to envision new configuration, content and communication that is attractive and accessible for a diversity of residents and visitors. Practical implications The results highlight the potential to harness Arctic and rural characteristics in the promotion of urban attractiveness and public well-being, especially when combined with co-creative identification and transformation of excluding norms and patterns. Originality/value The results provide new insights into how co-creative approaches may facilitate innovative and inclusive renewal of towns and cities in the Arctic and beyond.

The development of the Russian Northern territories is not only a domestic problem of this country, but also a global one. The Polar region, which is also called the Arctic area, attracts many and requires concentration of all forces on the solution of the problem of its development in the economic, social, military and strategic dimensions. In proportion to these circumstances, the role of legal aspects in the developing and emerging social relations also increases. Legal regulation for these parts of the Russian Northern territories and adjacent waters of the Arctic Ocean, constituting the Arctic zone of the Russian Federation, requires certain uniformity. This can be achieved by improving public administration over the Arctic zone of the Russian Federation, legislative recognition of its special status and the establishment of special regimes for natural resources, environmental protection, regulation of navigation along the seaways of the Northern sea route. It involves the formation of a special management procedure, i.e. the formation of a special administrative-legal regime. This is a complex task that requires scientific understanding of the problems that have a significant impact on the formation of the administrative legal regime in the Arctic zone of the Russian Federation.

AbstractActive remote sensing instruments such as lidar and radar allow one to accurately detect the presence of clouds and give information on their vertical structure and phase. To better address cloud radiative impact over the Arctic area, a combined analysis based on lidar and radar ground-based and A-Train satellite measurements was carried out to evaluate the efficiency of cloud detection, as well as cloud type and vertical distribution, over the Eureka station (80°N, 86°W) between June 2006 and May 2010. Cloud–Aerosol Lidar and Infrared Pathfinder Satellite Observations (CALIPSO) and CloudSat data were first compared with independent ground-based cloud measurements. Seasonal and monthly trends from independent observations were found to be similar among all datasets except when compared with the weather station observations because of the large reported fraction of ice crystals suspended in the lower troposphere in winter. Further investigations focused on satellite observations that are collocated in space and time with ground-based data. Cloud fraction occurrences from ground-based instruments correlated well with both CALIPSO operational products and combined CALIPSO–CloudSat retrievals, with a hit rate of 85%. The hit rate was only 77% for CloudSat products. The misdetections were mainly attributed to 1) undetected low-level clouds as a result of sensitivity loss and 2) missed clouds because of the distance between the satellite track and the station. The spaceborne lidar–radar synergy was found to be essential to have a complete picture of the cloud vertical profile down to 2 km. Errors are quantified and discussed.
