The problems of structuring of indicators in multidimensional data cubes with their subsequent processing with the help of end-user tools providing multidimensional visualization and data management are analyzed; the possibilities of multidimensional data processing technologies for managing and supporting decision making at a design and technological enterprise are shown; practical recommendations on the use of domestic computer environments for the structuring and visualization of multidimensional data cubes are given.

ABSTRACT Introduction Recent reports have demonstrated behavioral health (BH) system and individual provider challenges to BH readiness success. These pose a risk to winning on the battlefield and present a significant safety issue for the Army. One of the most promising areas for achieving better BH readiness results lies in improving readiness decision-making support for BH providers. The Walter Reed Army Institute of Research (WRAIR) has taken the lead in addressing this challenge by developing and empirically testing such tools. The results of the Behavioral Health Readiness Evaluation and Decision-Making Instrument (B-REDI) field study are herein described. Methods The B-REDI study received WRAIR Institutional Review Board approval, and BH providers across five U.S. Army Forces Command installations completed surveys from September 2018 to March 2019. The B-REDI tools/training were disseminated to 307 providers through random clinic assignments. Of these, 250 (81%) providers consented to participate and 149 (60%) completed both initial and 3-month follow-up surveys. Survey items included a wide range of satisfaction, utilization, and proficiency-level outcome measures. Analyses included examinations of descriptive statistics, McNemar’s tests pre-/post-B-REDI exposure, Z-tests with subgroup populations, and chi-square tests with demographic comparisons. Results The B-REDI resulted in broad, statistically significant improvements across the measured range of provider proficiency-level outcomes. Net gains in each domain ranged from 16.5% to 22.9% for knowledge/awareness (P = .000), from 11.1% to 15.8% for personal confidence (P = .001-.000), and from 6.2% to 15.1% for decision-making/documentation (P = .035-.002) 3 months following B-REDI initiation, and only one (knowledge) failed to maintain a statistically significant improvement in all of its subcategories. The B-REDI also received high favorability ratings (79%-97% positive) across a wide array of end-user satisfaction measures. Conclusions The B-REDI directly addresses several critical Army BH readiness challenges by providing tangible decision-making support solutions for BH providers. Providers reported high degrees of end-user B-REDI satisfaction and significant improvements in all measured provider proficiency-level domains. By effectively addressing the readiness decision-making challenges Army BH providers encounter, B-REDI provides the Army BH health care system with a successful blueprint to set the conditions necessary for providers to make more accurate and timely readiness determinations. This may ultimately reduce safety and mission failure risks enterprise-wide, and policymakers should consider formalizing and integrating the B-REDI model into current Army BH practice.

AbstractModel-driven development platforms shift the focus of software development activity from coding to modeling for enterprises. A significant number of such platforms are available in the market. Selecting the best fitting platform is challenging, as domain experts are not typically model-driven deployment platform experts and have limited time for acquiring the needed knowledge. We model the problem as a multi-criteria decision-making problem and capture knowledge systematically about the features and qualities of 30 alternative platforms. Through four industry case studies, we confirm that the model supports decision-makers with the selection problem by reducing the time and cost of the decision-making process and by providing a richer list of options than the enterprises considered initially. We show that having decision knowledge readily available supports decision-makers in making more rational, efficient, and effective decisions. The study’s theoretical contribution is the observation that the decision framework provides a reliable approach for creating decision models in software production.

EULAs (End-User License Agreements) present specific translation challenges, ones contingent on how the EULAs will be used. In a recent study, the decisions made by forty-seven translation students while translating a EULA were observed and analyzed. The aim of the study was threefold: (1) to observe the criteria used for decision-making when translating a EULA; (2) to observe how decision-making criteria changed after using specific resources designed for translating EULAs (lawcalisation.com); and (3) to evaluate the overall usefulness of the lawcalisation.com resource. Results suggest that by providing translators with a single website portal of specific resources, they were able not only to find the equivalents they needed but also to consult the relevant legal and translation information that ultimately helped them develop more solid criteria for translation decision-making. Decisions were guided by principles of law applicability, terminology, legislation, and translation studies Skopos theories.

Abstract This case study explores how to add value to regional ocean condition forecast information by bringing awareness to the processes that govern decision-making and outcomes within the system. A modified mental models research approach is applied to examine differences and similarities in perceptions of risk and comfort with uncertainty between two interdependent communities, the ocean “data provider” and “end user,” and how these perceptions impact accessibility and usefulness of data products. In this study, data providers are academic and agency scientists from institutions that provide ocean condition forecasts to public end users (n = 17). End users are members of the Oregon commercial-fishing community (n = 16). Comparisons reveal key differences and similarities related to the nature of each profession that impact perceptions of scale in time and space and reveal the ways that cumulative and intersecting risks and uncertainties act as key drivers in decision-making. Implications for expanding the current understanding of how ocean forecasts are produced and used include 1) highlighting the value of optimizing ocean forecast delivery tools based on end-user needs and information-seeking processes already in place, 2) identifying structural and cultural barriers within the data-provider network that prevent them from doing so, and 3) demonstrating the value of learning about both producers and users of scientific information and suggesting potential ways to structure cooperation and strengthen relationships between them by working toward a common desired outcome.

Following the introduction of the first successful automated DNA synthesizer by Applied Biosystems Inc. (ABI) in 1983, the company was in a position to consider the commercialization of additional chemistries to enable the automated synthesis of RNA oligonucleotides or other analogs. This retrospective account provides a personal view of how ABI collaborated with Professor Kelvin K. Ogilvie in 1986 to commercialize automated RNA synthesis, using the 2′-O-alkylsilyl-protected monomers that he pioneered. The influence of end-user scientific applications on this decision-making process is highlighted, together with the influence of such applications on subsequent commoditization of RNA. Hopefully, these perspectives will provide chemists with further appreciation of the sometime complex and unpredictable interplay between academically interesting chemistry and evolving scientific applications that influence commercialization, and vice versa.Key words: RNA, synthesis, automated, 2′-O-alkylsilyl phosphoramidite, siRNA.

Introduction: Shared decision making is as an essential principle for cardiovascular disease (CVD) prevention, where asymptomatic people are considering lifelong medication and lifestyle changes. This project aimed to develop and evaluate the first literacy-sensitive CVD prevention decision aid (DA) developed for people with low health literacy, and investigate the impact of literacy-sensitive design and heart age. Methods: We developed the standard DA based on international standards. The literacy-sensitive version included simple language, supporting images, white space and a lifestyle action plan. A randomised trial included 859 people aged 45-74 using a 3 (DA: standard, literacy-sensitive, control) x 2 (heart age: heart age + percentage risk, percentage risk only) factorial design, with outcomes including prevention intentions/behaviours, gist/verbatim knowledge of risk, credibility, emotional response and decisional conflict. We iteratively improved the literacy-sensitive version based on end user testing interviews with 20 people with varying health literacy levels. Results: Immediately post-intervention (n=859), there were no differences between the DA groups on any outcome. The heart age group was less likely to have a positive emotional response, perceived the message as less credible, and had higher gist/verbatim knowledge of heart age risk but not percentage risk. After 4 weeks (n=596), the DA groups had better gist knowledge of percentage risk than control. The literacy-sensitive decision aid group had higher fruit consumption, and the standard decision aid group had better verbatim knowledge of percentage risk. Verbatim knowledge was higher for heart age than percentage risk amongst those who received both. Discussion: The literacy-sensitive DA resulted in increased knowledge and lifestyle change for participants with varying health literacy levels and CVD risk results. Adding heart age did not increase lifestyle change intentions or behaviour but did affect psychological outcomes, consistent with previous findings. The pace of innovation continues to accelerate. Students expect campuses to keep pace with the technology they use in their daily lives, and the technology they will likely need to use when they enter the workforce as graduates. Students and their families now pay more of the costs associated with earning a degree, and they want to have a voice in campus planning and decision making. Higher education technology leaders will need to help their campuses shift from incremental adoption of disparate technologies to digital transformation. Digital transformation includes adopting innovative technologies to transform mission critical activities and optimizing related processes and data with the objective of increasing customer satisfaction and providing an excellent end user experience. To guide digital transformation, technology leaders in higher education need a toolkit to build buy-in and facilitate cultural transformation on their campuses.
