Geographic Information System for Sustainable Energy Development (SIGDES). It is the system which contains geo-referenced data that leads to the knowledge about several potentials of renewable energy sources in the province of Manabí. The objective of providing this information is proposed in a system that promotes the educational research and projects for business development with a territorial vision of sustainability that can make possible the change of energy matrix. The system allows the user to use the information contained in the database, focusing on the solution of energy problems in the community and leads to local sustainable development.

One of the barriers that are recognized based on the sustainable development of the territories is related to the lack of information. This research aims to design a Geographic Information System for information management of Renewable Energy Sources (FRE), which improve its quality, energy efficiency and enhance the diversification of generation sources in the province of Manabí, Ecuador. Following a documentary and applied research, the proposed system will be shown through a GeoWeb where it is intended to replace the manual way of updating information regarding FRE, conventional energy sources and renewable potentials by an automated system, with greater consistency and facilitating the handling and access to information quickly and safely; In addition to making viable the decision-making and the conception of strategies, with an integrating vision that allows to move from the current energy model that is based on fossil fuels to an energy-sustainable one.

The aim of the work was the development of the original architecture of an integrated information system for analysis of the potential of renewable energy sources. The required functionality of system has led to the solution of a number of problems in the development of appropriate software modules that implement methods, models and algorithms for assessing the energy potential and economic efficiency of the use of renewable energy sources (RES). This required the solution of the following problems: adaptation of existing and development of new methods for analyzing the potential of RES at various territorial levels using modern technologies of geographic information systems and computer technologies were accomplished; models for the assessment and calculation of the potential of renewable energy resources were developed; techniques for assessing of the economic effectiveness of decisions made for using of RES were adapted; architecture of the information system was developed and the choice of technologies and means for its implementation was made; algorithms of software modules and their interaction as a parts of the information system were developed. A distinctive feature of the architecture were flexibility and openness for the expansion and implementation of additional functionality, in particular the development of special algorithms and software modules for interacting with the database and a graphical Web-based user interface that provides the ability to work with cartographic information. The development and implementation of this system is a modern up-to-date scientific and practical task, the solution of which will create conditions for increased use of RES in RB and improving the country’s energy security. The results of conducted researches and completed developments can be used in the system of the Ministry of Natural Resources and Environmental Protection of RB, in particular for maintaining of the state cadastre of RES and making of management decisions.

The object of research is the process of expert evaluation in planning the energy supply of buildings using renewable energy sources. The conducted research is based on the application of system analysis methods to formalize the process of expert evaluation in the planning of an energy system with renewable energy sources. Here were used methods of expert evaluation of characteristics of qualitative criteria, methods of the theory of fuzzy sets and fuzzy logic for the formation of the value of criteria, and methods of estimating the reliability of the expert evaluation. Methods of structural analysis and functional modelling of information systems are used to build structural and functional models of the expert evaluation process. The issue of creating an appropriate information system for planning a power system with renewable energy sources is considered. One of the components of the information system is the unit for evaluating candidate experts. A six-level algorithm of the hierarchical structure of expert selection is proposed. As a result of the algorithm, an expert group is formed. This paper shows the process of narrowing the circle of experts from twenty to three candidates. The list of criteria influencing the choice of experts is formed: length of service, availability of the certificate, the efficiency of decision-making, education. The process of assessing the stability of experts' opinions is shown. It is proposed to use the method of processing the opinions of experts to find the value of the membership functions of qualitative criteria. As a result of the study, a group of three experts was formed, whose opinions are taken into account when choosing alternatives to the energy system. In accordance with the proposed information technology of energy supply planning of buildings using renewable energy sources, an information system in the form of a web-oriented application is proposed. A separate part of the information system is a subsystem for working with experts. The diagram of sequence of actions of the expert and the interface of work with system is developed. The use of the information system allowed to increase the efficiency of questionnaires of experts and decision-making on the choice of the optimal structure of the power system as a whole.

The scientific novelty of the results presented in this article is to substantiate and expand the possibilities of using global and local geographic information systems (GIS) to assess the potential of renewable energy sources in Ukraine. GIS analysis focused on key resource parameters can help identify territories for development of renewable energy sources and assess of their possible technical potential, as well as the possibility of effective integration of technologies for the use of renewable energy sources in the energy sector of Ukraine. In this paper the possibilities for using geographic information systems to assess the potential of renewable energy sources in Ukraine are analyzed. The possibility of using the Global Atlas of the International Renewable Energy Agency (IRENA) to support planning of technologies for the use of energy from biomass is analyzed. The data can point to large-scale programs and applications in relation to key parameters (quality resources, transmission distance, population density, terrain and site protection), helping identify additional areas for development of renewable energy sources and give an approximate assessment of technical potential. It is determined that the software products of IRENA are able to support national and regional planning of renewable energy technologies, help establish the viability of future renewable energy facilities and help project developers identify and analyze promising facilities for the implementation of technologies using renewable energy. The application of geographic information systems of Ukrainian web resources (“UA MAP”) for assessing the potential of renewable energy sources and energy efficiency in Ukraine is been analyzed. The scientific novelty of the results lies in applying global and local GIS for comprehensive assessment of the potential and effectiveness of the use of regional non-traditional and renewable energy resources on the territory of Ukraine. This makes it possible to assess the possibilities of generating additional electric and thermal power for the needs of the regions of Ukraine using non-traditional and renewable energy sources. A comprehensive methodology for the use of GIS is proposed for assessing the potential of non-traditional and renewable energy sources at the regional level in Ukraine, taking into account energy, environmental and socio-economic factors affecting the placement of non-traditional and renewable energy facilities.
