Regional Growth Theories and Local Economic Development: Some Case Studies

This chapter investigates several aspects of how local economic development and growth are shaped by regional differences in industrial structure on the one hand and interregional linkages on the other hand. The author begins by proposing an alternative regional classification of regions for U.S. Metropolitan Statistical Areas (MSAs) on the basis of clusters that were formed by principal component analysis from economic variables that are relevant for regional growth. These variables include labor productivity growth, measures of local industry mix, human capital, entrepreneurship, and innovation. He then uses these growth-based regional clusters to control the presence of cluster-specific fixed-effects when explaining the spatial characteristics of urban specialization and concentration in the United States. The empirical validity of these new economic regions are evaluated against alternative established classifications such as the BEA Regions, Crone’s (2005) Economic Regions, the Census Regions, and the Federal Reserve Districts. Looking specifically at the empirics of regional growth both in a traditional ß-convergence setting as well as a dynamic panel setting, the author examines the explanatory power of regional differences in economic structure such as industry concentration, employment specialization, and sectoral diversity.

This paper examines the initiatives that local authorities in New Zealand have taken since the late 1970s to facilitate the economic development and employment creation in their districts. The paper examines why local authorities have become involved in both issues, the variation across them in both level and range of initiatives, and levels of effectiveness. Several case studies will highlight a number of the opportunities as well as the difficulties involved. The paper concludes that whilst local authorities have attempted to play a constructive and responsible role, there are still a number of unresolved issues concerning their role in local economic development. This paper argues that local authorities should be involved and have the ability to develop and implement programmes to address local employment issues.

Cluster approaches to local economic development. Theoretical considerations and case studies from Wolfsburg and Hannover. Since the 1990s. cluster approaches have become highly fashionable among scholars in economic geography and regional economics, and policy-makers alike. This paper explores the theoretical foundations of the cluster concept, which eclectically draws on various schools of thought. Clusters can be either conducive or harmful to local economic development. depending on a set of framework conditions and the cluster life cycle. A number of preconditions can be derived that will eventually determine the success or failure of a cluster- based strategy of local economic development. Theoretical propositions are then tested against case studies situated in German city regions where McKinsey & Co. have devised such clusterbased concepts, launched between 1998 and 2002. Despite a uniform approach, local starting conditions and specific constellations of actors have led to distinct interpretations of the cluster approach. Preliminary conclusions suggest that policy can foster the development of local industry clusters if certain building blocks are already in place, but independent in-depth evaluations have yet to be made.

ABSTRAKPelabuhan berperan sebagai fasilitas penunjang pusat pertumbuhan regional dalam proses pembangunan ekonomi wilayah. Pelabuhan Bebas Sabang diarahkan sebagai pusat pertumbuhan ekonomi regional dan diharapkan dapat meningkatkan perekonomian Kawasan Sabang. Permasalahan yang dihadapi Pelabuhan Bebas Sabang adalah belum optimalnya peran dan fungsi Pelabuhan Bebas Sabang dalam menunjang perekonomian wilayah. Penelitian ini bertujuan untuk mengetahui peran Pelabuhan Bebas Sabang dalam mendorong perkembangan perekonomian Kawasan Sabang. Lingkup materi yang dibahas mencakup peran-peran Pelabuhan Bebas Sabang, menentukan potensi dan masalah serta upaya-upaya peningkatan peran Pelabuhan Bebas Sabang. Metode analisis yang dilakukan adalah analisis deskriptif dengan pendekatan analisis data kualitatif dan kuantitatif. Alat analisis yang digunakan adalah analisis SWOT IFAS-EFAS. Hasil analisis menunjukkan dalam kurun waktu 4 (empat) tahun terakhir dari tahun 2010-2013, Pelabuhan Bebas Sabang belum optimal dalam menjalankan perannya, sehingga membutuhkan strategi pengembangan dengan pendekatan Agressive Maintenance Strategy (strategi perbaikan agresif), yaitu strategi konsolidasi internal dengan memperbaiki faktor-faktor kelemahan untuk memaksimalkan pemanfaatan peluang.Kata kunci: Pengelolaan, SWOT IFAS-EFAS, WilayahABSTRACTPort was supporting facility of regional growth center in the process of regional economic development. Sabang free port was directed as the center of regional economic growth and expected to raise the economy of sabang. Problems faced by sabang free port was yet optimal role and function in supporting the economy of the region. This study aimed to determine the role of sabang free port in supporting the economic development of sabang. The covered material scope included roles of sabang free port, determining the potentials and problems and efforts of increasing the role of sabang free port. The method of analysis was descriptive analysis with qualitative and quantitative approach. The analytical tool used was the swot ifas-efas analysis. The analysis results showed in the period of 4 (four) years from 2010 until 2013, sabang free port was not optimal in carrying out its role yet, so it requires development strategies with agressive maintenance strategy approach, which is internal consolidation strategy by improving vulnerability factors to maximize the utilization of opportunities.Keywords:, Management, Regional, SWOT IFAS-EFAS
