Abstract From the 1880s scientists developed methods to measure (dishonest) tax payment behaviour. The first part of this article provides an overview of these methods and their development. The second part enquires into the function of measuring methods in the societal discourse about (honest) tax payments. The tax morale research of Günter Schmölders, carried out in the 1950s and 1960s, is then examined as a case study. The focus of interest is on the political advice that Schmölders gave, as based on his empirical results, and on the ideal image of the citizen and society which underlay the scientific method.

Do e-government services meet citizens’ needs? This chapter examines the performance of e-government services from a citizen-centric perspective. This chapter, taking the Kaohsiung Citizen Electronic Complaint System (KCECS) in Taiwan as a case study, identifies satisfaction and service quality as evaluation indicators when assessing e-government services. The empirical results show that citizens perceive moderately positive satisfaction toward the e-complaint service, and that a citizen-centric approach for evaluating e-government service is desirable. Complaint resolving ability makes the most contribution to the overall satisfaction of e-complaint service, but remains the top priority for improvement of the KCECS. Some solutions are proposed to help public officials to meet citizens’ needs and thus better serve citizens.

Abstract. To date, in Austria no empirical assessment of absolute damage curves has been realized on the basis of detailed information on flooded buildings due to a dam breach, presumably because of the lack of data. This paper tries to fill this gap by estimating an absolute flood-damage curve, based on data of a recent flood event in Austria in 2006. First, a concise analysis of the case study area is conducted, i.e., the maximum damage potential is identified by using raster-based GIS. Thereafter, previous literature findings on existing flood-damage functions are considered in order to determine a volume-water damage function that can be used for further flood damage assessment. Finally, the flood damage function is cross validated and applied in prediction of damage potential in the study area. For future development of the estimated flood damage curve, and to aid more general use, we propose verification against field data on damage caused by natural waves in rivers.

In the mid-1980s, at the same time as the Common Agricultural Policy (CAP) reforms resulted in a decrease in agricultural employment, the Single European Act transformed the reduction of regional differences into an objective of European regional policy. The LEADER Initiative and the PRODER Program were two of the instruments chosen by the European Commission to deal with the effects that these new challenges would have for the rural environment. This research studies the scope and limitations of these programs. For this, we analyzed their implementation, resorting to the case study of the region of La Vera, Extremadura (Spain). The results show that although the structure of these programs is consistent with the purpose of developing and diversifying rural economies, their application must overcome a number of risks, including an excessive concentration of investments in the tourism sector, which stands out from the rest. In addition to highlighting the limitations of tourism as an axis of development, this research detects some aspects that should be taken into account when implementing these programs.
