A Situational Analysis of Persons with Disabilities in Jamaica and Trinidad and Tobago: Education and Employment Policy Imperatives

The equal opportunities approach of the second half of the 20th century emphasizes the social inclusion of disadvantaged groups, including persons with disabilities. Education and employment play a key role in achieving integration. Nevertheless, other fields such as leisure time and sporting activities also contribute positively to the social involvement of persons with disabilities. At present nearly 7,000 persons with disabilities are registered in Hungary who pursue sports competitively, of whom approximately 5,000 persons with intellectual disabilities (Regényi et.al, 2017). The study discloses the partial results of a research aimed at revealing the awareness of the Hungarian population regarding the sport of people with disabilities. As such research has never been carried out in Hungary before, it can fill in a niche. The results of our exploratory research may be the starting point for further investigations. The importance of the topic is given by the fact that thanks to the sport the focus is on the outstanding performance of the social group concerned rather than on their limitations and deficiencies, which therefore reinforces the positive and accepting attitude of citizens. Previous research findings have highlighted that the nature of disability-related knowledge influences the way the members of society think about persons with disabilities, i.e. when it is possible to provide information and gain experience focusing on the existing abilities and strengths of the above -mentioned group, attitudes become more positive as well.  The findings of the research reveal that respondents consider it important to pursue sport within an integrated framework, at the same time they feel it is justified to do segregated sports with a view to persons with disabilities. Based on the results we can state that the media coverage of achievements in sports competitions of persons with disabilities is perceived as low level, but apparently it is not considered to be a key area in the lives of persons with disabilities.

We live in a time which is determined by rapid technological development, increasing automation, creating electronic services and implementing robots. The current Fourth Industrial Revolution is not just about technology or business, it is also about society, the quality of life and the integration of new technologies where humans and robots interact. New technologies create space for job opportunities that will require specific kinds of skills. Today, computers and machines can do a high level of work involving routine and manual work, but they cannot replace some analytical, creative and, most importantly, social skills. An education and employment policy is needed to transform the trends and challenges of the digital economy. The aim of the contribution is point to the theoretical background of the digital transformation of society and define the level of robot skills acquisition. Moreover, it identifies the life situations and sectors where respondents from Slovakia would accept the presence of robots and the article compares data with a survey conducted by 168 students of Zilina university. The contribution also focuses attention on the approach to the relationship between human and the robot and the perceived benefits of using robots from the point of view of citizens.

The case portrays a macro-view of human resource management (HRM) at the national policy level. The case is imbued with concepts to promote responsible HRM, social and workplace inclusion of marginal groups. Set against a canvas of general rights and challenges of persons with disabilities (PWDs), the case showcases the Malaysian government’s initiatives spearheaded by the Social Welfare Department (JKM) to boost PWD employment in its public service. The case revolves around the case protagonist, Aleeya Tan, the head of assistant director of the division of PWD career development in JKM. Relatively inexperienced in PWD employment, Aleeya was tasked to oversee the progress of an affirmative policy on PWD employment that required every public department to employ at least 1 per cent PWDs in their workforce. The catch—the policy remained rhetoric even three decades after it was passed. Following Malaysia’s recent economic blueprint, the policy was once again resurrected and put under public scrutiny. The case describes personal, institutional, structural, legal and social problems faced by the protagonist to outline strategies to meet the policy overdue target. The case is suitable for postgraduate courses in HRM and/or Employment Policy in Masters in Business Administration. Case learners will acquire conceptual knowledge on the subject, problem-solving skills and develop positive values towards the PWD community.

Background: The importance of using evidence to inform the policymaking process has been well established in the literature and practice. In Western countries evidence-based policy (EBP) is already accepted and implemented in many policy areas, including disability policy. In Central and Eastern Europe (CEE) the interest in EBP (evidence-based policy) is new and limited, hampered in many aspects by the regional specificity of the public administration and welfare services reform.Aims and objectives: The present article aims to explore the development of evidence-based disability employment policy in Romania, in a specific area of work integration: sheltered workshops.Methods: The article draws on the findings of extensive research on sheltered workshops that included multiple research methods, such as public policy analysis, social documents analysis, and secondary data analysis of quantitative and qualitative data.Findings: A number of issues concerning the implementation of evidence-based disability policy in Romania have been identified. Some of these issues are related to the administrative and policy capacity of the government. Others are linked to the limitation of the advocacy capacity of Civil Society Organisations (CSOs) active in the disability area, or to the weak presence of the academic/research community in the disability policy forum.Discussion and conclusions: There is a limited knowledge of how evidence-based disability policy is developed in CEE countries. This article will emphasise the role of the sheltered workshops in shaping the policy solutions in the area of work integration for persons with disabilities. The article will contribute to better understanding of the disability policy reform, looking closely at how the evidence is built and used within the disability policy process.<br />Key messages<br /><ul><li>The paper explores pathways of evidence use to support decisions on disability policy in Romania.</li><br /><li>The disability reform in Romania is influenced by Welfare State and Public Administration reform, EU integration process, EU Disability Action Plans (DAPs) and the signing of the UN Convention of Persons with Disabilities.</li><br /><li>The social economy framework has influenced the employment opportunities for persons with disabilities. The sheltered workshops have become an important actor in promoting work integration for people with disability. Also the sheltered workshops have an important role in modernising evidence-based disability employment policy</li><br /><li>The lack of statistical data and relevant knowledge about what works, and the impact on the integration of people with disabilities, is impeding the development of both disability rights and disability services, and has determined the adoption of policy decisions that have profoundly affected work integration in this area.</li></ul>

Abstract This study examines the incidence of vertical mismatch among formal and informal workers in Thailand. Using the 2011, 2013, and 2015 Thailand Household Socio-economic Surveys, the study analyzes the relationship between vertical mismatch and wage penalties and premiums across four types of workers: formal government, formal private firm, informal private firm, and informal own-account workers. The incidence of overeducation is modest among the oldest cohort (8.7%) but prevalent among the youngest cohort (29.3%). Government employees face the highest overeducation wage penalties (28.2%) compared to matched workers, while in private firms, informal workers have consistently higher overeducation wage penalties than formal workers. Educated young workers are increasingly absorbed into low-skill informal work in private firms and face large overeducation wage penalties. The inability of many young workers to capitalize on their educational investments in Thailand's formal labor market is a concern for future education and employment policy development in Thailand.

In this first issue of Nordic Journal of Working Life Studies in 2021, we have compiled six articles and one book review. The first article, Leading the Way? State Empoyers’ Engagement with a Disability Employment Policy, by Kaja Larsen Østerud, investigates governmental labor market attempts to integrate persons with disabilities in Norway. Specifically, the study addresses policy documents and analyzes interviews with state employers to investigate their engagement with the policy. Østerud concludes that even though the employers recognize the importance of the policy, their engagement to enact it is passive and forged with obstacles. Mainly, the New Public Management discourse of productivity standards and cost-cutting, combined with an apparent lack of disabled applicants, makes state employers reluctant to actively promote the implementation of the policy (...)
