We live in a time which is determined by rapid technological development, increasing automation, creating electronic services and implementing robots. The current Fourth Industrial Revolution is not just about technology or business, it is also about society, the quality of life and the integration of new technologies where humans and robots interact. New technologies create space for job opportunities that will require specific kinds of skills. Today, computers and machines can do a high level of work involving routine and manual work, but they cannot replace some analytical, creative and, most importantly, social skills. An education and employment policy is needed to transform the trends and challenges of the digital economy. The aim of the contribution is point to the theoretical background of the digital transformation of society and define the level of robot skills acquisition. Moreover, it identifies the life situations and sectors where respondents from Slovakia would accept the presence of robots and the article compares data with a survey conducted by 168 students of Zilina university. The contribution also focuses attention on the approach to the relationship between human and the robot and the perceived benefits of using robots from the point of view of citizens.

Abstract The article explores whether sociotechnical imaginaries of digitalization as inevitable accelerating development can be traced in Denmark’s official policy papers concerning digitalization 2015–2020. It identifies imperatives of speed, acceleration and agility equal to what has been described as a corporate data imaginary as well as tropes of an imaginary of the fourth industrial revolution and inevitable exponential technological development and disruption. The empirical analysis discovers a shift in the studied period mid-2018, before which inevitabilism is prominent and after which the focus on non-economic values increases and the aim of influencing the development, instead of adapting to it, emerges. The article then addresses how imperatives of acceleration and narratives of inevitabilism may be considered problematic from a democratic point of view employing Hartmut Rosa’s critical diagnosis of the acceleration society and the notion of discursive closure. Finally, it discusses the empirical findings in light of technological determinism and constructivism inherent in the notion of sociotechnical imaginaries and introduces a sociotechnical selectionist theory allowing both for human agency in technological development while also providing a mechanism for explaining the emergence of law-like technological trends, as Moore’s Law, at macro level.

This article addresses the impact of the digital era and it specifically refers to information and communication technologies (ICT) in Public Administration. It is based on the international approach and underscores the importance of incorporating new technologies established by the United Nations and the Organization of American States. Thereon, it highlights the Argentine Republic national approach towards ICT, and how it has moved towards a digital paradigm. It then emphasizes on the challenges and opportunities that emerge from the impact that artificial intelligence has in transforming Public Administration. Finally, it concludes that the key challenge of the Fourth Industrial Revolution is to achieve a boost towards a Digital and Intelligent Administration and government, which promotes the effectiveness of rights and an inclusive technological development that assures the digital dignity of people.

The presented study examines the comparative characteristics of industrial revolution targets, national goals, and strategic objectives for the development of the Russian economy; proposes methods for measuring and evaluating technological development; describes its impact on economic growth and shows the performance of enterprises.Aim. The study aims to determine the specific features of formation of economic and social development targets and the potential of new technologies, including breakthrough technologies, for shaping the technological development of the Russian economy; to propose methods for measuring and evaluating technological development and its impact on the growth and development of the national economy that would improve the quality of economic and managerial decision-making.Tasks. The authors clarify the interpretation of the concept of breakthrough technologies; identify distinctive features in the formation of industrial revolution targets and priority targets for the development of the Russian economy; substantiate methodological approaches to identifying parameters and indicators, methods for measuring and evaluating the level of technological development, its impact on the results of changes in economic growth and development of the national economy and its economic entities.Methods. The authors use the methods of scientific research, theoretical and comparative analysis, synthesis, generalization, general theory of economic growth, and elements of the economic efficiency theory.Results. The interpretation of breakthrough technologies as dominant new technologies that can ensure accelerated progressive development of the economy and minimize damage to the natural environment is clarified. The distinctive features of formation of industrial revolution targets and their relationship with the targets for the development of the Russian economy are identified. Evaluative features are substantiated; indicators for measuring and evaluating the transformation of the technological development of enterprises engaged in different activities and indicators for measuring and evaluating the impact of new technologies, including breakthrough technologies, on economic growth and development are proposed. The influence of the recommended measurement and evaluation methods on improving the quality of management decisions is shown.Conclusions. The study substantiates the need to improve methods for assessing the actual achieved (projected, planned) level of technological development as a necessary prerequisite for its qualitative analysis, evaluation, control, and monitoring required to make sound economic and managerial decisions. The proposed methods for measuring and evaluating technological development, measuring and evaluating the impact of new technologies, including breakthrough technologies, on the quality of economic growth, efficiency and competitiveness of the national economy (region, industry, activity, enterprises) improve the quality of managerial decision-making in achieving national goals for the development of the national economy.

The fourth industrial revolution is characterized by a high level of digitalization of systems and processes. This revolution has reached the Spanish ports. They have been investing for years in the implementation of new technologies, aimed at promoting sustainability and environmental quality, as well as seeking a more efficient and orderly logistics. Ports are moving towards their digital transformation, which is materialized in the well-known Ports 4.0. These intelligent ports, or Smart Ports, cover a multitude of aspects and variables. Automation, digitalization, technologies that allow interoperability, transparency, decentralization, and customer experience define the context of the application of the concept 'Ports 4.0' to the Spanish logistics-port sector. How to achieve a satisfactory digitization process that allows progress towards Port 4.0 in the Spanish port system is one of the questions being raised recently. The Spanish port world could be represented by a red ocean, since in a very generalist way it can be said that it is a marked described by a fierce competition lacking in differentiation. Therefore, with this proposal, the aim is to take the Spanish port system to a blue ocean, where a suitable strategy and innovation generate leaps in value that make competitors irrelevant because customers compare different products and services. To be able to respond to this, the Blue Ocean Strategy is planted, leaving aside the competition between ports and generating new demand. From the study carried out, it is concluded that Spanish ports still have a long way to go in terms of sustainability. It also concludes that a new management model would mean the innovation in value that is necessary for the process towards ports 4.0.

A solid industrial base positively influences society as a whole. Business development is favored by the degree to which companies are active in the market. The article presents an analysis of employment in companies active in the Member States of the European Union. The evolution of the establishment of active enterprises according to their branches of activity is also addressed. Openness to local markets can lead to successful business activities. Cooperation between different companies can also be facilitated by new technologies. From the point of view of mobility, employment in foreign affiliates of domestic enterprises is another subdomain analyzed in the article. The way in which companies approach the field of expenditure can influence their activity. Thus, by increasing technological capacities and promoting innovation, technological development measures lead to the development of enterprises. The article presents an analysis of the way in which expenditure is shared at the level of enterprises in the Member States of the European Union.

Digitalization affects all spheres and processes including socialization of personality, which were out of influence of digital technologies decades ago. At the same time, the science community analyses primarily the impact of digitalization on economy and IT sphere. There are less investigations of the new technologies’ influence on social and cultural sphere. Moreover, the scientists that research the spiritual life of our society leave it by the wayside. The prevailing opinion is that the digital technologies will be an impulse to the cultural Renaissance of Humankind.The article reports that the development of the social and cultural sphere is a critical part of the further technological development of the society. The wave development of the economy including the digital economy, depends on not only technologies, but on the cultural values. The success of the forth industrial revolution and its impact on the development of humankind are totally determined by the development of the culture, science and education.

This research is titled transformation of the role of accountants in the era of the industrial revolution 4.0 and the challenges of the era of society 5.0. This study aims to determine the transformation of the role of accountants in the era of the industrial revolution 4.0 and the challenges that accountants will face in the era of society 5.0. This research is descriptive research. The conclusion is drawn based on a collection of opinions of experts, both experts in accounting and experts in the field of information technology. Based on the results of research and discussion that has been done it can be concluded that accountants must have a strategy to face the challenges of the accounting revolution. strategies that can be done, such as making sure you have certification, making goal orientation, making time management, always up to date, and using software to maximize performance. To face the challenges of the era of Society 5.0, accountants need to do the following five things: invest in developing digital skills, apply prototypes of new technologies, while learning by doing, education based on international certifycation, responsive to changes in industry, business and technological development, and curriculum and human-digital skills based learning (for educational institutions).

The Fourth Industrial Revolution has stimulated the development of new technologies and techniques that are changing the global production system. The objective of this paper is to analyze the stream of innovation of Agriculture 4.0, such as its origin, features and consequences. Agriculture 4.0 is a digital model of agricultural production guided by high-performance manufacturing and is a result of a long historical process of technological development. The innovation in the agricultural sector in Brazil is essential to the maintenance of its competitiveness. However, the 4.0 concept of production is still a challenge the country needs to overcome. Agtech startups are working as a solution for technology diffusion. The Piracicaba Valley Agtech, in the state of São Paulo, is a successful case of Agriculture 4.0 concept development.

The assessment of technological competitiveness can be carried out at the level of a stage of transformation on a warship. With the dynamics of defence and security threats to the Indonesian state, both symmetrical and asymmetrical, warship technology must continue to improve combat capability and professionalism of human resources in accordance with technological developments towards the industrial revolution 4.0, in order to have a high level of competitiveness. The purpose of this study is to determine the strengths and weaknesses of warship performance through the assessment of technological capabilities. The research result, at the level of technological capability and the existing gap of fourth components, where the current level of capability on warships W has a gap of the technological development that is farthest away with countries Y and Z is the development of the level of technological capability on technical devices and followed by developments the level of technological capability in human resources (soldiers). RESUMENEl actual contexto socioeconómico obliga a realizar una revisión profunda del sentido del trabajo en la población. En momentos de escasez de oportunidades laborales y de redefinición del sentido y el significado del trabajo muchas personas consideran la opción del autoempleo como alternativa al desempleo y la precariedad laboral. Sin embargo, informes oficiales muestran altas tasas de abandono de los proyectos empresariales en sus primeros años. Con la intención de conocer las razones de esta situación, se centra la atención en analizar el papel que juega la orientación profesional en las fases iniciales del emprendimiento para favorecer una reflexión profunda sobre los motivos y las motivaciones que llevan a emprender. Para ello, mediante el análisis bibliométrico se analiza el tratamiento que la comunidad científica ha realizado de la orientación profesional como impulsora del emprendimiento. El método Delphi completa la investigación, que permite una aproximación a la esfera profesional, a través de las opiniones de emprendedores noveles. La triangulación de estas dos metodologías permite generar un espacio de análisis que permite redefinir el modo de actuación de la orientación profesional frente al emprendimiento. Los resultados ponen de relieve la necesidad de avanzar en el diseño de propuestas orientadoras y formativas que motiven al emprendimiento desde una visión integral.ABSTRACTThe current socioeconomic definition requires a deep revision of the meaning of work in the population. When job opportunities are limited and the meaning of work is redefining itself, many people consider the option of self-employment as an alternative to unemployment and job insecurity. However, official reports show high rates of abandonment of business projects in their early years. To understand the reasons for this high level of business failure, we focus our attention on analysing the role that professional guidance plays in the initial phases of entrepreneurship to encourage a deep reflection on the reasons and motivations that lead to undertake a business project. We apply bibliometric analysis to analyse the scientific community’s treatment of professional orientation as a promoter of entrepreneurship. We further complete our investigation with the Delphi method, which allows us to approach the real sphere: the opinion of novice entrepreneurs. Using these two methodologies allows generating a space of analysis that permits to redefine the way of acting of the career guidance in front of the entrepreneurship. The results highlight the need to advance the design of guiding and training proposals that motivate entrepreneurship from a holistic point of view.
