Abstract We have collected data from a world-wide survey among COP delegates to empirically investigate preferences for certain burden sharing rules among key groups in a setting that reflects the possibility of observing concessions from negotiating partners. In our survey, the participants had the opportunity to select and combine up to eight (pre-defined) burden sharing rules and to assign relative weights to the selected rules in their preferred bundle. We examine whether such a mechanism helps to overcome the currently strictly (self-interested) strategic claims on equity in the negotiation process. We observe that delegates from different groups of countries show a general willingness for concessions. However, the degree to which different burden sharing rules are taken into consideration partly differs between countries. As a key insight we report that the individual assessment of the polluter-pays rule based on current emissions does not only stress the persistence of the traditional Annex-B/Non-Annex-B division but also suggests tendencies for a more fragmented grouping with different positions between, for example, delegates from developing countries (i.e. G77 members) and emerging countries (i.e. BASIC). At the same time, we observe tendencies for a more harmonized view among key groups towards the ability-to-pay rule in a setting of weighted burden sharing rules.

AbstractThe paper argues that negotiation costs can prevent the international community from finding a new international climate agreement. To define a feasible way of facilitating the negotiation process, I analyze basic equity principles and their relationship to climate policy and economic development. Based on the most relevant principles, I propose a general synthetic rule for burden sharing in international climate policy. The rule avoids complexity and comprises both egalitarian and cost-sharing aspects, which appears to be crucial for achieving a climate agreement. Carbon budgets for the different countries are calculated under different parameter assumptions.

This chapter reviews India’s foreign policy on climate change, arguing that while it is marked by tactical virtuosity, it increasingly exhibits strategic vacuity. The chapter traces the evolution of India’s role in international climate negotiations, noting particularly India’s key role in highlighting equity and enshrining the concept of ‘common but differentiated responsibilities and respective capabilities’ as a cornerstone of the negotiation process. The chapter then examines the turbulent phase from 2007 onwards, when India, along with other large developing country allies, experimented with new articulations of climate policy. This discussion explores the emergent drivers of Indian climate policy, including international pressures, shifting domestic political context, the emergence of ‘co-benefits’ as a framing concept, and the role of key personalities. The chapter concludes by suggesting that an exclusive emphasis on an equitable climate deal should transition to an approach that provides equal attention to equity and effectiveness in international climate outcomes.

The article analyses the strategies of Latin American countries in international climate negotiations, their main determinants and modifications in the last twenty years. It aims at understanding why at the beginning of the negotiation process in the 1990s Latin American countries were reluctant to make GHG mitigation commitments but at present they have all signed the Paris Agreement and are working on implementing their Nationally Determined Contributions (NDCs). Content analysis was performed on Latin American delegates’ declarations in UNFCCC Climate Change Conferences (COPs) between 1995 and 2014. The article identifies the economic and governance incentives that have been introduced in the international climate regime to induce behavioural change among developing countries’ decision makers, including economic instruments (carbon markets), higher recognition of equity issues within the UNFCCC participation mechanisms, availability of new information, climate finance provision and growing trade restrictions for market access based on the carbon content of exported products.

International climate negotiations occur against the backdrop of increasing collective risk: the likelihood of catastrophic economic loss due to climate change will continue to increase unless and until global mitigation efforts are sufficient to prevent it. We introduce a novel alternating-offers bargaining model that incorporates this characteristic feature of climate change. We test the model using an incentivized experiment. We manipulate two important distributional equity principles: capacity to pay for mitigation of climate change and vulnerability to its potentially catastrophic effects. Our results show that less vulnerable parties do not exploit the greater vulnerability of their bargaining partners. They are, rather, more generous. Conversely, parties with greater capacity are less generous in their offers. Both collective risk itself and its importance in light of the recent Intergovernmental Panel on Climate Change report make it all the more urgent to better understand this crucial strategic feature of climate change bargaining.

Abstract Emails have become the institutionalised communication medium for many discourse activities in work contexts. Sociolinguistic research in this area has mainly focused on the textual and communicative conventions of emails, as defined by disciplinary cultures and practices. This study is the first to analyse the intertextual nature of email communication for commercial contract negotiation purposes, with a particular focus on the communicative function of embedded emails. This concept relates to a genre of email discourse, which embeds the meaning of a series of messages generated by different participants in response to the original email, hence the name ‘embedded emails’. This study uses discourse and genre analysis to examine how a geographically dispersed team of legal and business professionals in Europe exploited the dialogic nature of embedded emails to negotiate amendments to contracts pertaining to an international Merger & Acquisition (M&A) transaction in English. The findings of this study show that embedded emails facilitate transparent collaboration between the individual professionals, by enabling them to monitor the exchange of proposals and counter-proposals during the negotiation process. This documented ability to trace and participate in contract negotiation activities through intertextual chains of embedded email communication is a key feature of professional communicative competence.

IntroductionThe actual prevalence of a SARS-CoV-2 infection and the individual assessment of being or having been infected may differ. Facing the great uncertainty—especially at the beginning of the pandemic—and the possibility of asymptomatic or mildly symptomatic, subclinical infections, we evaluate the experience of SARS-CoV-2 antibody screening at a tertiary clinical setting.Methods and analysisAll employees of a tertiary eye centre and a research institute of ophthalmology were offered antibody testing in May 2020, using a sequential combination of different validated assays/antigens and point-of-care (POC) testing for a subset (NCT04446338). Before taking blood, a systematic inquiry into past symptoms, known contacts and a subjective self-assessment was documented. The correlations between serostatus, patient contacts and demographic characteristics were analysed. Different tests were compared by Kappa statistics.ResultsAmong 318 participants, SARS-CoV-2 antibodies were detected in 9 employees. Chemiluminescence assays (chemiluminescence immunoassay and electrochemiluminescence) showed superior specificity and high reproducibility, compared with ELISA and POC results.In contrast to the low seropositivity (2.8%) of healthcare workers, higher than that of the other departments of the hospital, a large proportion mistakenly assumed that they might have already been infected. Antiviral antibody titres increased and remained on a plateau for at least 3 months.ConclusionsThe great demand and acceptance confirmed the benefit of highly sensitive testing methods in the early phase of the pandemic. The coincidence of low seroprevalence and anxious employees may have contributed to internalising the need of hygiene measures.

Abstract Background To assess physical activity (PA), a comparative measurement – evaluating one’s own PA compared to others – may be an appropriate method. In previous studies, the use of comparative measurements led to an effect known as unrealistic comparative optimism (UCO) – people being unrealistically optimistic about their behavior. Our aim was to use this comparative measurement in university students to quantify the prevalence of UCO at the group level and to draw conclusions on its validity. Methods We used data from the Nutrition and Physical Activity in Adolescence Study (NuPhA), a cross-sectional online survey that included only self-reports (n = 689). To assess PA among students, they were asked to rate their PA level compared to that of their same-aged fellow students. In addition, we used the Godin-Shephard leisure-time PA questionnaire and other questions on PA for comparisons. We used bivariate and cluster-based analyses to identify potential UCO. Results We found that UCO at the group level led to an uneven distribution, with a higher proportion of students who rated themselves as being more physically active than average. However, the individual assessment of PA with a single and simple comparative question seemed to be valid. Discussion A global single comparative question seems useful for studies where PA is measured as a covariate in university students.
