The regional water environment carrying capacity (WECC) is defined as the bearing capacity of water environment for human activity in a certain state, a region and a time, reflecting the coordination between regional water environment and socio-economic development. Using the fuzzy comprehensive assessment principle, on the based of determining the weight of each index and the classification standard of index, the paper evaluated the water environment carrying capacity of Jining City form 2007~2009. The results show that the water environment carrying capacity of Jining City is still at a relatively low level, and remains to be improved further, which should provide scientific basis for the regional water management and sustainable development strategies.

The tradable discharge permit is an efficient marketing twist to deal with negative externality of water pollution, and initial allocation discharge permits (IADP) is a tough prerequisite for a health tradable discharge permit system. However, the allocation rules focusing on both water environment quality attainment and economic-technical feasibility have not been achieved. Therefore, a three-tier analytical framework including control units, industries, and enterprises has been established for satisfying the requirements of water environment quality attainment and technical feasibility. The framework includes three calculation modules and one justification module. A case study of the framework is carried out in the Changzhou City of Taihu Lake, China. Through comparison of the results of industry IADP, the technology-based initial allocation discharge permits scheme in control unit 7 is adopted as the final initial allocation discharge permits scheme, and the reduction plan chemical industry is carried out in control unit 8; finally, the initial allocation discharge permits results after reduction are employed as the final initial allocation discharge permits scheme. This three-tier analytical framework could ensure environmental protection, equality, efficiency, and make the scheme be more acceptable for enterprise stakeholders. In addition, it could support for optimization of industrial layouts and industrial structure upgrading to some degree.

The performance of the regional water environment integrated governance is affected by many factors. This study took place in Henan Province, China, as the research area, and constructed an index system through the comprehensive consideration of three target layers based on the Ecological-Social-Economic (ESE) framework. Due to advantages such as strong objectivity and operability, the improved entropy-weight technique for the order of preference by similarity to the ideal solution (TOPSIS) model can greatly overcome subjective human interference and render the evaluation results more reliable. Therefore, it was introduced to evaluate the water environment integrated governance in Henan from 2007 to 2016. By applying the obstacle degree model, the obstacle factors were then diagnosed. The results of this study show that the overall performance of the integrated governance was generally improved in Henan from 2007 to 2016. Performance levels of the three target layers exhibited different trends, of which the social and economic benefits presented a linear increase year by year, but the ecological benefits presented a fluctuating downward trend. The obstacle on the Henan water environment integrated governance mainly comes from the ecological and economic benefits index. Therefore, a series of countermeasures have been proposed as a means of improving the governance performance in Henan.

The middle and lower reaches of the Yangtze River is an important base for producing grain, cotton and oil plants, one of the most rapidly developing areas economically in China. Along with the rapid development of the economy, its environmental quality related to water, soil and atmosphere decline rifely and obviously compared with that in twenty years ago. In the meantime, flood menace still exists, drought and waterlogging coexists, and water environment and water ecology have been deteriorating. This paper emphasized more important issues related to the regional water environment and water ecology, and put forward corresponding countermeasures based on domestic and foreign experiences, so as to drive social-economy sustainable development of the region.

Water shortage due to deterioration of water quality is quite serious near Hangzhou Bay, that is connected with regional water sustainability in water's five aspects, namely drainage water, flood water, sewage, water supplies, water-saving. Jiaxing city is near the Shanghai and Hangzhou city, located at Zhejiang province in the South China, mainly with totally three river systems. The research focuses on water pollution of Jiaxing city, and summary to improve regional water environment social economic system in the near future are given.
