Abstract Export trade is a driving force of economic development, but it is also an important source of increasing carbon dioxide emissions. Against the background of suggestions of conflicts between economic development and environmental health, the proportion of high-tech products in the export trade of various countries has been rising, leading governments and scholars to focus on identifying the appropriate export structure for countries. While there is some knowledge on how high-tech product exports affect carbon dioxide emissions, the mechanisms involved in that link have not been adequately addressed in previous studies. This study is based on China’s inter-provincial panel data from 2006 to 2017, and uses the fixed effects model stepwise regression method and the bootstrap method to systematically investigate the mediating effects of industrial structure supererogation, low-carbon technological innovation and human capital accumulation, operating in the impact of high-tech product export trade on regional carbon performance. The research results show that high-tech product exports can help improve regional carbon performance. The mediating variables, industrial structure supererogation, low-carbon technological innovation and human capital accumulation, separately have positive and partially mediating effects on the link between high-tech products export trade and regional carbon performance. After considering the alternative indicator of regional carbon performance and the replacement of test method, the results of this study are still robust. The research results are instructive for an understanding of the relationship between high-tech product export trade and regional carbon performance. They highlight the important role of high-tech product exports in improving regional carbon performance, and have significance in promoting China’s green and low-carbon transition.

As a comprehensive environmental regulation, the low-carbon city pilot policy (LCCP) may have an impact on haze pollution. The evaluation of the effectiveness of LCCP on haze pollution is greatly significant for air pollution prevention and control. Taking LCCP as the starting point, in this study we constructed DID, PSM-DID, and intermediary effect models to empirically test the impact and mechanism of LCCP on haze pollution, based on the panel data of 271 cities in China from 2005 to 2018. The findings show that (1) LCCP has significantly reduced the urban haze pollution, and the average annual concentration of PM2.5 in pilot cities decreased by 14.29%. (2) LCCP can inhibit haze pollution by promoting technological innovation, upgrading the industrial structure, and reducing energy consumption. Among these impacts, the effect of technological innovation is the strongest, followed by industrial structure, and energy consumption. (3) LCCP has significantly curbed the haze pollution of non-resource dependent cities, Eastern cities, and large cities, but exerted little impact on resource-dependent cities, Central and Western regions, and small and medium-sized cities. (4) LCCP has a spatial spillover effect. It can inhibit the haze pollution of adjacent cities through demonstration and warning effects. This study enriches the relevant research on LCCP and provides empirical support and policy enlightenment for pollution reduction.

In the construction plan of China (Hubei) pilot free trade zone issued by China (Hubei) pilot free trade zone in 2018, it is pointed out that industrial transfer should be orderly undertaken, which undoubtedly provides a strong institutional guarantee for Hubei to undertake industrial transfer. This paper analyzes the mechanism of industrial transfer on industrial structure upgrading: capital accumulation mechanism, technology progress mechanism, industry aggregation mechanism. At the same time through empirical analysis it is concluded that: build the double logarithm model of Hubei province to undertake industry shift after the provincial labor resources, science and technology innovation ability, industrial concentration degree of ascension for the upgrading of industrial structure in Hubei province has a certain role in promoting, especially the size of the capital and the increase of the number of high-tech talent to upgrade the industrial structure to promote the most significant effect. Therefore, the government should intensify efforts to introduce domestic and foreign capital, cultivate and attract more high-tech talents, focus on improving the quality of workers, expand the scale of industrial agglomeration within the province, and enhance the ability of scientific and technological innovation.

To cope with climate change and achieve sustainable development, low-carbon city pilot policies have been implemented. An objective assessment of the performance of these policies facilitates not only the implementation of relevant work in pilot areas, but also the further promotion of these policies. This study uses A-share listed enterprises from 2005 to 2019 and creates a multi-period difference-in-differences model to explore the impact of low-carbon city pilot policies on corporate green technology innovation from multiple dimensions. Results show that (1) low-carbon city pilot policies stimulates the green technological innovation of enterprises as manifested in their application of green invention patents; (2) the introduction of pilot policies is highly conducive to green technological innovation in eastern cities and enterprises in high-carbon emission industries; and (3) tax incentives and government subsidies are important fiscal and taxation tools that play the role of pilot policies in low-carbon cities. By alleviating corporate financing constraints, these policies effectively promote the green technological innovation of enterprises. This study expands the research on the performance of low-carbon city pilot policies and provides data support for a follow-up implementation and promotion of policies from the micro perspective at the enterprise level.

This paper incorporates human capital accumulation through provision of universal public education by a balanced-budget government to a demand-driven analytical framework of functional distribution and growth of income. Human capital accumulation positively impacts on workers’ productivity in production and their bargaining power in wage negotiations. In the long-run equilibrium, a rise in the tax rate (which also denotes the share of output spent in human capital formation) lowers the pre- and after-tax wage share and physical capital utilization, and thus raises (lowers) the output growth rate when the latter is profit-led (wage-led). The impact of a higher tax rate on the employment rate (which also measures human capital utilization) in the long-run equilibrium is negative (ambiguous) when output growth is wage-led (profit-led). In any case, the supply of higher-skilled workers does not automatically create its own demand.

This paper uses the relevant data from 2008 to 2017 to construct a multiple linear regression equation, and uses the generalized moment estimation model to explore the impact of financial development on industrial structure adjustment from the perspective of financial scale and efficiency. The results show that financial efficiency can promote the rationalization and upgrading of industrial structure, but the impact of financial scale on industrial structure is two-sided. Increasing financial scale can increase the amount of industrial financing and accelerate the process of industrial structure upgrading. However, blindly increasing the supply of loans will lead to the birth of bad investment, thus failing to promote the rationalization of industrial structure. Based on this, this paper puts forward some policy suggestions, such as promoting the diversified development of the financial industry, improving the imbalance of financial development in various provinces, promoting the reasonable investment structure and the development of high-tech industry, and giving full play to the role of the government.

Technological innovation represented by artificial intelligence and 5G networks has developed rapidly, since the reform and opening up, especially in recent years. Technological innovation promotes the upgrading of industrial structure, promotes the increase of employment in emerging industries, at the same time, eliminate the workers in backward industries, which will have an impact on overall employment. Therefore, this paper studies the impact of technological innovation on the total employment of China from an empirical perspective. Total Factor Productivity (TFP) and TFP growth rate calculated by the Solow residual method are used as indicators of the level of technological innovation, and the long-term cointegration regression model and short-term impulse response function are established with the number of employees and employment growth rate as the dependent variables, respectively. The study found that, the impact of technological innovation on employment levels has a stable promotion effect in the long run; in the short run, there is a destructive effect at first, but as time goes by, this destructive mechanism gradually occupies the peak, and the creative mechanism begins to take effect. The leading role, technological innovation has a steady promotion effect on employment.

Based on the panel data of 278 prefecture-level cities in China from 2008 to 2018, this paper adopts DID method to verify the impact of “the Belt and Road initiative” on pollution level of these cities, the results are still robust through the placebo test and PSM-DID, the mechanism is also analyzed. The study found that “the Belt and Road initiative” has a significant effect on the emission of wastewater, waste gas and dust of cities in China; the mechanism test shows that “the Belt and Road initiative” has significantly reduced urban environmental pollution by promoting foreign investment, upgrading industrial structure and technological innovation.

Objectives: As the world’s largest tobacco producer and seller, China’s rapid development of the tobacco industry is inextricably linked to the promotion and support of the manufacturing industry. The optimization and adjustment of the manufacturing structure (MS) is critical in determining the competitiveness of the manufacturing industry. This study examines the impact of technological innovation and market size on MS optimization in China using provincial data from 2001 to 2016. We obtain the following main results. First, market size and technological innovation are important drivers in optimizing MS. Technological innovation increases productivity and results in the redistribution of production factors across industrial sectors, altering the industrial structure. The market size facilitates labor division, which boosts productivity. Second, institutional innovation is critical for optimizing MS. It strengthens the impact of technological innovation and market size on MS rationalization. Furthermore, the study’s findings are robust to a variety of estimation techniques, several alternative proxies for core explanatory variables, and a long list of control variables. An important implication of the study’s findings is that the Chinese government should implement effective institutional reforms to accelerate China’s manufacturing industry’s development. China’s tobacco industry, in particular, will achieve higher quality development based on the transformation and upgrading of the overall manufacturing industry.
