Abstract The Polish energy market gained its competitive character in late 1990s. At that time in majority of European countries a new law was enacted (in Poland – in 1987), which enabled the creation of internal energy markets. The Polish Power Exchange has been functioning since the end of 1999. However, from the very onset it has constituted a vital component of under grounding liberalization of electricity market. Since it was created the Polish Power Exchange has served as a market mechanism for setting objective energy market price. Support and control of the Polish Financial Supervision Authority guarantee the security of concluded transactions. The spot energy market was created as the first one and has functioned according to the rule of the double auction. The model of Sadrieh will be used for the description of the auction rules applied to the spot energy trade on the Polish Power Exchange. Furthermore, an algorithm on the basis of which it is possible to forecast transaction prices is presented. The effectiveness of this algorithm will be compared with other traditional methods of forecasting transaction prices.

The article discusses methods of regulating the power consumption regime of the schedule of the unified energy system of Ukraine, which can reduce the irregularity load schedule by using stimulating tariffs for electricity charges. A scheme of the equipment operation principle is shown, which can operate in a mode of consumer-power regulator according to the criterion of reducing electricity charges for industrial enterprises. The result of the energy reform in Ukraine led to the rejection of differentiated electricity tariffs, and the transition to market relations between enterprises that are consumers of electric energy and energy service companies that are responsible for working in the electric energy market. The objective of the article is to demonstrate the practical formation of prices for enterprises and the work of electricity suppliers, which boils down to the ongoing planning of hourly volumes for consumers of electricity and the timely purchase of the said volumes in different segments of the electricity market The aim of the article is to demonstrate the formation of prices for enterprises. The work of energy service companies, which consists in the constant planning of hourly volumes of consumers of electric energy and the timely purchase of these volumes in different segments of the electric energy market. The problem of this formation is that enterprises do not have an incentive to regulating the schedule of the unified energy system of Ukraine, as the new tariffs do not differ in terms of electricity consumption in intraday and а reducе in electricity consumption by the enterprise during peak hours. The authors propose measures that are aimed at solving this problem. The proposed measures are mainly aimed at changes in the day-ahead electricity market, which will entail changes in its other segments.

In recent years, in order to promote the consumption of new energy, many regions in China have carried out new energy market-oriented trading exploration, including direct trading of new energy and large users, new energy and thermal power generation rights trading, new energy cross-provincial medium and long-term trading, new energy cross-regional spot trading, and the establishment of a peak shaving auxiliary service market. This research takes typical new energy-rich provinces as an example to quantitatively analyze the effectiveness of the typical trading mechanism of new energy consumption in promoting new energy consumption. It is an inevitable trend to promote the consumption of new energy through market-oriented transactions. Combined with the construction process of China’s power market, the market will fully play the role of optimizing the allocation of resources, accelerate the construction of a power market-oriented trading mechanism that adapts to the consumption of new energy, and further utilize the market mechanism to promote new energy the role of energy consumption.

Transactive energy is a novel approach for energy management and trading, which can be used in microgrids to facilitate the integration of distributed energy resources (DERs) in existing networks. The key feature in transactive energy is using market-based solutions for energy management. Hence, an appropriate transactive energy market (TEM) framework should be designed to enable and incentivize DER owners to participate in different markets. The efficient implementation of TEM for microgrid energy management encompasses the application of a variety of design principles. In this rapidly developing area, this paper presents a complete proposal of the TEM as a framework for the design, implementation, and deployment of transactive energy solutions for energy management in microgrids. In particular, we outline the requirements to design an effective market mechanism for the TEM. The applicability of this perspective is demonstrated through the introduction of the Monash Microgrid as a real-world implementation of a TEM solution, where a complete hardware and software foundation is presented as a platform to deploy a market-based solution for microgrid energy management. This is further illustrated through an example scenario, where the application of TEM is discussed to demonstrate the impact of considered design choices on achieving desired objectives.

The authors of the article consider the formation of the economy energetic sector with regard to the system of law provisions, governing the state activity in relation to the formation and development of market mechanism in the fuel and energy complex (FEC), and also the activity of business entities in the energy market and its infrastructure. They analyze the set of law provisions, forming the existing energy legislation in Russia, and some practical matters regarding statutory requirements for applying effective and safe lighting equipment. The article draws the conclusion about the necessity of the energy law stabilization and the provision of legal control in the developing sphere of public relations in the area of energy. Authors point out the need of improving legislation in the area of producing energy effective lighting equipment, with the purpose of stimulating the development of scientific research and legal support for manufacturing new goods, which are necessary for customers.

This paper considers the factors influencing the innovative development of energy service enterprises. The study aims to establish the relationship between the regulatory policy in the field of energy, the willingness of the population to use energy efficiency measures and the innovative potential of energy service companies. The generalization of scientific work on energy and environmental security has shown the relevance of developing mechanisms to reform the energy service market, taking into account the level of innovative development and management at the level of the energy service company. Accordingly, five energy companies from the western region of Ukraine (OJSC Ternopiloblenergo, PJSC Lvivoblenergo, JSC Chernivtsioblenergo, PJSC Rivneoblenergo, PJSC Volynoblenergo) were selected as objects for the study. Methodological research tools were the methods of focus group, personal interview, variations, statistical observation, induction, deduction, and generalization. The study presents external and internal factors influencing the innovative development of energy service enterprises. It is noted that the level of innovative development of personnel in the energy sector is low. The importance of strengthening cooperation of energy service enterprises with united territorial communities to implement the approved legal norms of energy market reform in Ukraine is taken into account. Among the measures to strengthen the motivation of the population to use energy-saving technologies, the intensification of media and information activities was noted. The results of the study can be useful for managers of energy service companies, heads of joint territorial communities and joint co-owners of apartment buildings, researchers working on energy efficiency projects.
