The accessibility of transit stops (ATS) is a critical index for the evaluation of transit service, focusing on the first/last mile portions of transit trips. It is significantly affected by feeder modes, such as walking and cycling. Comparison of the application of different modes has been addressed in previous research, thus there is mostly only one feeder mode considered in this case study. This study has proposed a model for ATS with multiple feeder modes (ATSMFM), capable of integrating multiple feeder modes and considering the heterogeneity of travellers from the perspective of city managers. It is a bi-level model, combining cumulative and utility-based approaches. The final form of ATSMFM is developed referring to the cumulative approach, while the determination of the catchment area is utility-based. A numerical experiment has been conducted to demonstrate the necessity and applicability of ATSMFM. The results show that the ATS with a single feeder mode, such as cycling or walking, underestimates the catchment area of nearly one-third or two-thirds of travellers. As for ATSMFM, this proposed approach can automatically select the feeder mode from alternatives according to traveller attributes, thus removing the limitation of a single feeder mode, and is suitable for calculating ATS in the complex environment with multiple feeder modes. Besides, the ATSMFM model can support city managers with different emphases in transit planning via flexibly setting the threshold.

It is common that many roads in disaster areas are damaged and obstructed after sudden-onset disasters. The phenomenon often comes with escalated traffic deterioration that raises the time and cost of emergency supply scheduling. Fortunately, repairing road network will shorten the time of in-transit distribution. In this paper, according to the characteristics of emergency supplies distribution, an emergency supply scheduling model based on multiple warehouses and stricken locations is constructed to deal with the failure of part of road networks in the early postdisaster phase. The detailed process is as follows. When part of the road networks fail, we firstly determine whether to repair the damaged road networks, and then a model of reliable emergency supply scheduling based on bi-level programming is proposed. Subsequently, an improved artificial bee colony algorithm is presented to solve the problem mentioned above. Finally, through a case study, the effectiveness and efficiency of the proposed model and algorithm are verified.

The aim of this article is to discuss urban climate policies, with a special focus on Helsinki, the fast growing capital of Finland. The preconditionfor the study is that metropolitan areas in Finland hold a central place fornational climate policies due to their population and economic impact. Thecase study proves that the city, which had disadvantageous conditions for climatesolutions in the early 90’s, has successfully remodelled its approach andpresently joins the group of world cities declaring carbon neutrality in comingyears. The change was possible due to a favourable political climate, a multistakeholderand inclusive approach, public involvement, and the correlationbetween public and private initiatives. The study is based on statistical data,institutional analysis, and a comparison of the strategic documents of the cityof Helsinki in the area of climate planning.

The notion of patient and public involvement and engagement (PPIE) in research has been around for some time, and it is considered essential to ensure high-quality relevant research that is shared and that will make a difference. This case study of practice aims to share the PPIE practice from Dorset County Hospital NHS Foundation Trust, a small rural district general hospital. It describes the process of recruiting patients and members of the public as research volunteers, as well as the plethora of engagement and involvement activities with which they have been involved to date. This is followed by a reflection on the process and an overview of plans for the future, highlighting key challenges as well as learnings. A dedicated role to support/oversee PPIE activities is recommended to coordinate large groups of research volunteers, as well as to monitor the important impact of their input, which is considerable. Increasing diversity and access to under-served groups, and embedding the research volunteer role within the wider clinical research team, are also highlighted as fundamental challenges, as well as opportunities to make the most from this valuable resource. The case study of practice puts forward a recommendation to all research departments to embed PPIE in all of the work that they do.

Public involvement in transportation infrastructure decision making is frequently mandated and is regarded as increasingly essential by a wide variety of stakeholders. The integration of advanced technologies, such as visualization, into this process is increasingly desired. However, public involvement processes often are regarded as problematic by many stakeholders and the state highway agencies charged with implementing them. Structured public involvement (SPI) is posited. SPI takes a systems approach toward the integration of advanced technologies into public involvement forums. Because the goal of public involvement is to increase user satisfaction with both the process and the outcomes, the characteristics of advanced technologies and their capacities for gathering useful feedback in public forums must be evaluated. Visualization is put forth as an enabling technology within an SPI framework. The properties, capacities, and transportation-related uses of three visualization modes are evaluated, and their operational features are discussed. A case study dealing with highway improvement in central Kentucky reveals that three-dimensional renderings are significantly preferred to twodimensional and virtual reality modes; the case study also shows that visualization should complement, not replace, other performance information. The role of electronic scoring as an integral component of this SPI protocol is emphasized, resulting in fast assessment and free expression of views. Factors affecting the efficiency of visualization are analyzed, and recommendations are presented for implementing SPI protocols that rely on visualization. These include investigating participants' previous experience with visualization, incorporating iterative public involvement in finalizing design options, and ensuring that the technologies are compatible with the chosen public involvement process.

Purpose Public involvement is essential in the creation of effective local strategies for the development of a sustainable built environment, yet there has been little research on stakeholder motivation and engagement in the creation of infrastructure-project value, in the entire life cycle of a given project, while different markets show that overlooking stakeholders can negatively affect the success of an infrastructure project. The purpose of this paper is to fill the theory-practice gap that has been discerned, and thus study how early public involvement determines the success of an infrastructure project, which is identified with its value creation (effectiveness, sustainability and utility). Design/methodology/approach This research entails a combination of methods. A case study analysis allowed observation of the role the stakeholders play and of how the relationships, perspectives, expectations and risks, along with other soft issues, continue to affect projects. The case study required comprehensive examination of project documentation and conduction of interviews. To collect data, focused group interviews and semi-structured interviews were used, supported with direct questionnaire surveys. Findings The study provides evidence that early public engagement can contribute to infrastructure-project value (effectiveness, sustainability and utility). Practically speaking, the stakeholder analysis performed allowed proposal of a general stakeholder analysis framework for infrastructure projects. It can be implemented at each investment phase of the project life cycle, since stakeholders and their motivation may develop and/or change over time, which necessitates development of proper managerial strategies. The findings highlight the opportunities and the challenges faced by stakeholder management. Research limitations/implications The limitation of this study derives from the fact that the sample size was small, which was necessary for an in-depth qualitative research and application of the case study method. The observations were made on a selected case study, within a limited period of time, thus the context of the analysis as well as the stakeholder perception was subject to possible change. The research limitations concern the provisional nature of the information obtained, the cross-sectional nature of the analysis itself, and, finally, the inability to predict all future events. Ultimately, stakeholder mapping was performed for the operational phase of the investment exclusively, while the analysis was limited to identification and classification of the stakeholders, including their relationship with the project. Practical implications The research conclusions provide useful input for future research on development of effective strategies for management of the shareholders that are related to a given infrastructure project, in order to achieve project success. Simultaneously, from a property perspective, the research has contributed to a better understanding of the importance of infrastructure, on the part of real estate stakeholders. Social implications Application of the approach proposed in the study may contribute to early development and implementation of appropriate trust-building processes. The building of relationships between stakeholders enables checks and balances, promotes short- and long-term project benefits, and increases the value of a project. Originality/value The novelty of the research consists in the connection, as part of infrastructure projects, of the theory of consumption values and the concept of an investment cycle with the framework of stakeholder analysis.
