A framework – NuTERA (Nuclear Techno-Economic and Risk Assessment) has been developed to set out the requirements for evaluating Generation IV (Gen IV) Nuclear Power Plants (NPPs) at the design conceptual stage. The purpose of the framework is to provide guidelines for future tools that are required to support the decision-making process on the choice of Gen IV concepts and cycle configurations. In this paper, the underpinning of the framework has been demonstrated to enable the creation of an analyses tool, which evaluates the design of an NPP that utilises helium closed Brayton gas turbine cycles. The tool at the broad spectrum focuses on the component and cycle design, Design Point (DP) and Off-Design Point (ODP) performance, part power and load following operations. Specifically, the design model has been created to provide functionalities that look at the in-depth sensitivities of the design factors and operation that affect the efficiency of an NPP such as temperature and pressure ratios, inlet cycle temperatures, component efficiencies, pressure losses. The ODP performance capabilities include newly derived component maps for the reactor, intercooler and recuperator for long term Off-Design (OD) operation. With regard to short term OD, which is typically driven by changes in ambient conditions, the ability to analyse the cycle load following capabilities are possible. An economic model has also been created, which calculates the component costs and the baseline economic evaluation. An incorporated risk model quantifies the performance, operational, financial and design impact risks. However, the tool is able to optimise the NPP cycle configuration based on the best economics using the Levelised Unit Electricity Cost (LUEC) as a measure. The tool has been used to demonstrate a typical decision-making process on 2 Gen IV helium closed gas turbine cycles, which apply to the Gas-cooled Fast Reactors (GFRs) and Very-High Temperature Reactors (VHTRs). The cycles are the Simple Cycle Recuperator (SCR) and Intercooled Cycle Recuperator (ICR). The tool was able to derive the most efficient cycle configurations for the ICR (53% cycle efficiency) and SCR (50% cycle efficiency). Based on these efficiency figures, the baseline LUEC ($/MWh) for the year 2020 is $62.13 for the ICR and $61.84 for the SCR. However, the inclusion of the cost of contingencies due to risks and the subsequent economic optimisation resulted in a cost of $69.70 and $69.80 for the ICR and SCR respectively.

We explore the linkages between naturalistic decision making, which examines decisions in context, and team and organizational learning, which examines how feedback from decisions affects context. We study 27 problem investigation teams in three nuclear power plants, a setting that combines complex team decisions with organizational learning. Further, managers who commission the teams and receive team reports are a key aspect of context for the teams and a critical conduit for organizational learning and change. Questionnaires were given to both team members and manager recipients of written team reports, and team reports were coded for qualities of their analyses and recommendations. We find that team members value reports in which the team discovered causes or lessons that could be used in other contexts, whereas managers appreciate reports with logical corrective actions from teams with investigation experience. Teams with managers or supervisors as team members are better able to reach shared understanding with their manager customers. Teams with more diverse departmental backgrounds produce deeper and more creative analyses. Teams need access to information and analytical skills in order to learn effectively, but they also need management support and boundary-spanning skills in order to diffuse their learning.

For pressurized water reactor nuclear power plants, in order to prevent the release of radioactive substances into environment, fission product barriers (FPBs) are constructed based on the concept of defense-in-depth, including fuel clad, reactor coolant system (RCS), and containment; the status of these FPBs is then acting as an important dimension to decision-making of emergency action levels (EALs). For CPR1000 nuclear power plants, state functions defined in state-oriented emergency operating procedure (SOP) are used to characterize postaccident physical conditions; their degradation substantially represents the challenges on fundamental safety functions and then on the integrity of FPBs in like manner, so degradation of these state functions is referred to as determining initial conditions of each FPB, by which the link between SOP and EALs is established. Then, an intelligent FPB monitoring system (FPBMS) aiming to automatically monitor states of FPBs is developed, verified, and validated. The pioneering work, by building bridges between state functions and initial conditions of FPBs and then computerizing them innovatively, proves that dynamical monitoring of states of FPBs during accident evolvement and real-time indication of loss or potential loss of FPBs can be achieved, which is most helpful in decision-making of EALs.

The author estimates the impact of PR technologies on the development of nuclear power in Russia and in a number of foreign countries (USA, China, Japan, France). It is determined that as soon as at the stage of development of nuclear generation projects and other nuclear industry facilities, the use of public relations (PR), with a targeted impact on public opinion and interaction with target audiences (TA) at its core, has a significant impact on decision-making in favor of the construction of nuclear power plants, minimizes the protest behavior of the population. It is shown that the advantages of nuclear power among alternative energy sources for strengthening the socio-economic potential of states and increasing their environmental well-being are most clearly, quickly and effectively disclosed through using public relations tools. PR enables to form an adequate and correct understanding of the physical and chemical foundations of nuclear power engineering, the main threats and systems for their minimization or complete elimination at the conceptual, socio-psychological and socio-logical levels, as well as to form, in terms of specific objects and tools, the technological and organizational facilities for the development of nuclear energy projects both in Russia and in foreign countries. The activities of foreign and Russian companies aimed at ensuring loyal public opinion in relation to nuclear projects are critically described and analytically compared. The chronological framework covers the recent period: from the beginning of the 2000s to 2020. This period is noted as the most significant for the development of nuclear power in the world. Statistical data on changes in the attitude of the public in different countries to the prospects for the development of nuclear energy after the Chernobyl and Fukushima-1 disasters are presented. It is concluded that it is PR in its integrated application that contributes to government decision-making and public support in the construction of nuclear power plants in Russia and abroad.

Abstract The March 2011 nuclear accident (3.11) shook Japan’s nuclear energy policy to its core. In 2012, the Liberal Democratic Party (LDP) returned to government with a pro-nuclear policy and the intention to swiftly restart nuclear power plants. In 2020, however, only six nuclear reactors were in operation. Why has the progress of nuclear restarts been so slow despite apparent political support? This article investigates the process of restarting nuclear power plants. The key finding is that the ‘nuclear village’, centered on the LDP, Ministry of Economy Trade and Industry, and the nuclear industry, which previously controlled both nuclear policy goal-setting and implementation, remained in charge of policy decision making, i.e. goal-setting, but lost policy implementation power to an extended conflict over nuclear reactor restarts. The main factors that changed the politics of nuclear reactor restarts are Japan’s new nuclear safety agency, the Nuclear Regulation Authority (NRA), and a substantial increase in the number of citizens’ class-action lawsuits against nuclear reactors. These findings highlight the importance of assessing both decision making and implementation in assessments of policy change.
