O artigo discute o projeto de criação e implantação do Repositório Institucional da Universidade Federal do Tocantins, RIUFT. O objetivo é agrupar, armazenar, organizar, preservar, recuperar e divulgar a produção científica e acadêmica da UFT com vistas à gestão da informação cientifica, aumentando a visibilidade e o prestígio da instituição em âmbito nacional e internacional. Busca disponibilizar à comunidade universitária um espaço para armazenar e preservar a informação produzida na Instituição e ao mesmo tempo promover a transparência dos gastos públicos e apoio às atividades de pesquisa e criação do conhecimento científico no âmbito da UFT. A implantação do RIUFT será mediante adesão ao edital do Ibict, e será desenvolvido em duas fases: planejamento e implementação. Este estudo aborda também um histórico das ações implantadas pelo Ibict em prol do movimento de acesso livre ao conhecimento científico, bem como uma breve revisão de literatura sobre a sociedade do conhecimento e as tecnologias de informação e comunicação. Como técnica de pesquisa, adotamos uma abordagem qualitativa, utilizando-se de revisão bibliográfica e pesquisa exploratória. O método de coleta de dados adotado foi a partir de informações fornecidas pela universidade e seus programas de pós-graduação. Palavras-chave: Repositório Institucional; Comunicação científica; Acesso aberto. ABSTRACTThe article discusses the project of creation and implementation of the Institutional Repository of the Federal University of Tocantins, RIUFT. The goal is to gather, store, organize, preserve, retrieve and disseminate scientific and academic production of UFT with a view to the management of scientific information, increasing the visibility and prestige of the institution in the national and international levels. Search available to the university community a space to store and preserve the information produced in the institution and at the same time promoting the transparency of public spending and support for research activities and creation of scientific knowledge within the UFT. The implementation of RIUFT is through adherence to Ibict the notice, and will be developed in two phases: planning and implementation. This study also addresses a history of actions implemented by Ibict in favor of open access movement to scientific knowledge as well as a brief literature review of the knowledge society and information and communication technologies. As a research technique, we adopted a qualitative approach, using literature review and exploratory research. This contribution tries to assess how the Web is changing the ways in which scientific knowledge is produced, distributed and evaluated, in particular how it is transforming the conventional conception of scientific authorship. After having properly introduced the notions of copyright, public domain and (e-)commons, I will critically assess James Boyle's (2003, 2008) thesis that copyright and scientific (e-) commons are antagonistic, but I will mostly agree with the related claim by Stevan Harnad (2001a,b, 2008) that copyright has become an obstacle to the accessibility of scientific works. I will even go further and argue that Open Access schemes not only solve the problem of the availability of scientific literature, but may also help to tackle the uncontrolled multiplication of scientific publications, since these publishing schemes are based on free public licenses allowing for (acknowledged) re-use of texts. However, the scientific community does not seem to be prepared yet to move towards an Open Source model of authorship, probably due to concerns related to attributing credit and responsability for the expressed hypotheses and results. Some strategies and tools that may encourage a change of academic mentality in favour of a conception of scientific authorship modelled on the Open Source paradigm are discussed.

Representation of scientific knowledge in ontologies suffers so often from the lack of computational knowledge required for inference. This article aims to perform quantitative analysis on physical systems, that is, to answer questions about values of quantitative state variables of a physical system with known structure. For this objective, we incorporate procedural knowledge on two distinct levels. At the domain-specific level, we propose a representation model for scientific knowledge, i.e. variables, theories, and laws of nature. At the domain-independent level, we provide an algorithm which, given a system S with known structure and a relevant scientific theory T, extracts a constraint network, whose variables are state variables of S defined by T, and whose constraints raise from relevant laws in T. The constraint network is then solved, to build a system of equations whose unknowns are the output variables of S. The proposed representation model and reasoning algorithm are evaluated by applying them to classic analysis examples.

This article explores the Public Library of Science as a site that produces and disseminates open access scientific information and knowledge for the public good. Through this case study, issues of property ownership, the nature and political economy of biological information, scientific expertise and accessibility of information and scientific knowledge as a public good are considered. Drawing on a cultural industries perspective, I examine the various intermediaries and institutional arrangements that continue to impact and shape the production and dissemination of this open access knowledge. I suggest that Public Library of Science embodies a new mode for the social production of scholarly knowledge and its dissemination, with important implications for how scientific knowledge and expertise are created, certified and circulated.

Open and free access to scientific knowledge keeps scientists up to date with the latest achievements in their respective fields and to help set up appropriate solutions to health, environmental and technical issues. One of the efficient settings toward this purpose is the use of preprint servers- open repositories that allow authors to post their manuscripts ahead of formal peer review/publishing in traditional journals. The recognition of preprints as an essential part of science landscape are on the rise worldwide.In 2018, a European funder coalition, called Coalition S, has been formed and issued an open access plan, called Plan S, that requires authors of studies funded by the Coalition to publish their manuscripts- starting from January 2021- in open access journals or repositories that meet the guidelines of the Plan S. Many publishers and researchers welcomed the Plan S as a step forward to promote openness and free access to publicly funded research. To further enhance the open and free science movement, I'd propose a European preprint server called "European arXiv" (https://eurorxiv.eu) as a multidisciplinary and multilingual repository that will accept manuscripts (preprints and postprints) in the various European languages and beyond. The project is an individual initiative, but interested people are welcome to join.

<p>This study analyzes the concepts, attitudes, and practices of 327 pedagogy students from two major Spanish universities related to the process of finding academic information utilizing open access. A training program has been developed through an innovation project (PIMCD) to address the problem of the lack of university training designed to enable students to access reliable sources of scientific knowledge. A mixed questionnaire with a pretest-posttest design, applying a descriptive analysis, a factor analysis, and a Wilcoxon test was administered to students. The results show that it is essential to provide information and training to encourage university students to learn how to find and manage rigorous and reliable sources of information. While searching for academic information, Spanish students tend to focus on the use of Google and, to a lesser extent, Google Scholar. Although there are no significant limitations of access to Spanish language articles, students’ attitudes remain very positive towards the concept of open access. In short, in accordance with the study results, the promotion of educational activities relating to the search for and selection of information and the use of reliable and rigorous academic content is highly recommended in the university context.</p>

“If I have seen further it is by standing upon the shoulders of giants.” The famous statement of Sir Isaac Newton demonstrates that the progress of science relies on the dissemination of discoveries and scientific knowledge. Even though scientific progress is not strictly cumulative (Kuhn, 1970) information sharing is the heart of this progress. Nowadays, scientific knowledge is mainly spread through scholarly journals, that is, highly specialized journals where quality controls and certifications are achieved through peer-review. The first section of this chapter will present the specificity of the current economic model of scientific publications. The second section will introduce to the open access movement and to its emerging economic model. The third section will show the growing implication of governments in that movement.
