Based on the study of the post-penitentiary period of the process of re-socialization of prisoners released from prison, the author of the article draws the following conclusions. The main problems of people after release are: socialization and adaptation in society, due to the lack of real opportunities to find a job, provide themselves with housing, and restore socially useful connections. In order to achieve the effectiveness of the process under consideration, it is necessary to adopt laws at the Federal level: On post-penitentiary resocialization of persons released from correctional institutions, On quotas for jobs for persons released from correctional institutions, On the post-penitentiary resocialization service for persons released from correctional institutions, which will comprehensively resolve complex issues and help reduce recidivism. In addition, it is necessary to increase the level of preventive work with prisoners in correctional institutions and apply differentiated social assistance programs for those released from prison.

The purpose of the article is to describe selected ethical dilemmas in the work of a family assistant, based on the typology of ethical dilemmas of Frederic Reamer. In accordance with the typology adopted in the article, in the area of cooperation with families, ethical dilemmas regarding direct work with families, implementation of social assistance programs and relationship between representatives of the profession arise. The information presented in the text is based on publications, studies and reports on family assistantship. The first group of ethical dilemmas is revealed when constructing supportive and helping relationship between assistants and families. It refers to such areas as: voluntary cooperation, limits of cooperation, the right to self-determination or limits of responsibility. The second group of ethical dilemmas is related to the planning and implementation of various solutions in the field of social policy and also support and assistance programs offered to the family. The last group of ethical dilemmas results from a different understanding of family assistantship in the structures of the social assistance system. They are also revealed in the construction of relationships with social workers. The text also includes solutions how to cope with these dilemmas.

This chapter sets out a theory of social assistance (including social cash transfers), which covers both the global North and South, and discusses the future of income security in the South beyond social cash transfers. It is argued that social assistance constitutes a small but vital component of social security and social citizenship—‘residual but fundamental’. It is further argued that social assistance is ‘fundamental but not comprehensive’, i.e. the challenge of universalizing social citizenship extends beyond relieving poverty. To confront the problem of inequality and get the middle classes on board, cash transfers need to be embedded in a broader, multi-tiered architecture of social security, which increases political support also for cash transfers. Still, despite the fundamental contributions of social assistance and the positive effects of cash transfers in many countries of the South, these programmes remain Janus-faced, entailing inclusions and exclusions, recognition and stigma, autonomy and social control.

Purpose – Similar to the recent emergence of food banks in other affluent nations, the genesis and ultimate entrenchment of food banks in Canada has been tightly intertwined with the dismantling of the welfare state. Through an examination of Canadian data, the authors elucidate the implications of entrenching voluntary, extra-governmental, charitable food assistance programs as an adjunct to publicly funded social assistance programs. The paper aims to discuss these issues. Design/methodology/approach – Publicly available food bank reports, population health survey data, and the results of a study of low-income families in Toronto are reviewed to examine the food security status of social assistance recipients and their use of food banks. Findings – In 2012, 70 percent of households in Canada who were reliant on social assistance were food insecure. Social assistance recipients comprise at least half of food bank clientele and have done so for as long as this information has been tracked, but the assistance provided by food banks appears insufficient to alter households’ food insecurity. Although food banks currently distribute over 200 million pounds of food annually, the scale of their operations pales in comparison to the food needs of those who seek their help. Originality/value – In the 30 years since food banks began in Canada, there has been considerable research into this response, as well as extensive population monitoring of food insecurity. Canada provides an informative case study of an affluent country's long-term dependency on charitable food assistance and the impact this has on the food insecurity of those reliant on social assistance programs.

Of the African countries that initiated social assistance programmes prior to the 2000s, Botswana stands out in that its policy-making was not the result of settler or immigrant populations. Reforms in Botswana stemmed instead from the imperatives of drought relief in an agrarian society, fuelled by the ruling party’s concern first to establish the authority and legitimacy of the post-colonial state and then to ensure re-election in the face of electoral competition from opposition parties. State-building was made possible also by extraordinary economic growth. The result was a system of social assistance that covered a large part of the population but was also distinctively conservative in terms of the value of benefits, a preference for in-kind over cash transfers, and the prioritization of workfare. Botswana’s path to social assistance prefigured the path followed by many other African countries in the 2000s.
