In the context of ecological civilization construction (ECC) and energy revolution strategy, there are many studies on ECC or electric power green development (EPGD). However, EPGD and ECC influence each other and are closely related, and there are few studies on the development relationship of EPGD and ECC. Therefore, this paper aims to study the coupling coordination relationship between EPGD and ECC to make them develop in harmony. Firstly, an evaluation index system of EPGD and ECC for their coupling coordination relationship is proposed. Then, this paper combines the coupling coordination degree model (CCDM), improved analytic hierarchy process (AHP) based on cloud model, and regression model to propose a coupling coordination relationship analysis model for EPGD and ECC. The improved AHP based on cloud model can fully reflect the will of decision-makers and effectively deal with the ambiguity and randomness of weight judgment. Finally, this paper conducts an empirical study on Beijing and verifies the applicability of the model proposed in this study. Policy recommendations to promote EPGD and ECC are proposed based on weight analysis, coupling coordination degree (CCD) analysis and regression analysis. This paper provides tools for the study on policies related to power development and ecological civilization.

This paper constructs a quality evaluation indicator system of four systems: economy, society, culture and ecological civilization to measure their coupling relationship and coordination degree indicator, taking Henan province and Zhengzhou city as the research objects, and taking the panel data of 42 specific evaluation indicators from 2000 to 2019 as the evaluation sample. The results show that the biggest contributors to the development quality of economy, culture and ecological civilization of Henan province and Zhengzhou city are the total business volume of posts and telecommunications, the application number of patents, the proportion of investment in environmental pollution control in GDP respectively. During the period of 2000 to 2019, the comprehensive evaluation values of economy, society and culture development quality of Henan province and Zhengzhou city improved constantly, and the change trend were highly consistent, while the changes of that of ecological civilization development quality were far from each other. The coordination degree indicators of the four systems in Henan province and Zhengzhou city were very low, and they are in a state of low disorder at present.

   The concept of implementing e-government systems is growing widely all around the world and becoming an interest to all governments. However, governments are still seeking for effective ways to implement e-government systems properly and successfully. As services of e-government increased and citizens’ demands expand, the e-government systems become more costly to satisfy the growing needs. The cloud computing is a technique that has been discussed lately as a solution to overcome some problems that an e-government implementation or expansion is going through. This paper is a proposal of a  new model for e-government on basis of cloud computing. E-Government Public Cloud Model EGPCM, for e-government is related to public cloud computing.

Abstract Cloud microphysics parameterizations for shallow cumulus clouds are analyzed based on Lagrangian cloud model (LCM) data, focusing on autoconversion and accretion. The autoconversion and accretion rates, A and C, respectively, are calculated directly by capturing the moment of the conversion of individual Lagrangian droplets from cloud droplets to raindrops, and it results in the reproduction of the formulas of A and C for the first time. Comparison with various parameterizations reveals the closest agreement with Tripoli and Cotton, such as and , where and are the mixing ratio and the number concentration of cloud droplets, is the mixing ratio of raindrops, is the threshold volume radius, and H is the Heaviside function. Furthermore, it is found that increases linearly with the dissipation rate and the standard deviation of radius and that decreases rapidly with while disappearing at > 3.5 μm. The LCM also reveals that and increase with time during the period of autoconversion, which helps to suppress the early precipitation by reducing A with smaller and larger in the initial stage. Finally, is found to be affected by the accumulated collisional growth, which determines the drop size distribution.
