The investigation starts with the computation of the Socio-Economic Development Index (SEDI index) with data for Romania. Based on the index values, the long-run relationship between taxes and expenditure is assessed, for Romanian NUTS2 regions from 2000 to 2016. According to the results, there is a Granger causality relationship from budget revenue and expenditure to SEDI. The results emphasize the significant impact of taxes and expenditure on socio-economic development. The paper underlines the need for effective public strategies to be implemented by the authorities at the regional level, which may propel the socio-economic development. The results support the fiscal synchronization hypothesis.

Abstract We start from the assumption that the main problem, and at the same time the goal, is socio-economic development. We also assume that this pursuit is universal, development is the ambition of entities at all levels of aggregation, development is a desire of each country, as well as of business entities and individuals. From the other side, the governments create conditions for entities at the microeconomic level which generate additional value, that is, contribute to the creation of this development. Peculiar to them they are developmental paths. That’s why, the main hypothesis of this article, as stating that the choice of economic policy financed by excessive public debt does not, in the long run, serve well real socio-economic development. At the beginning of the 21st century, the vast majority of these countries had serious problems with public debt. These problems already had their history and were so serious that some efforts to discipline the forum of this group appeared. It is, in a sense, natural in the sense that integration itself is heading to a high degree of coordination and to the unification of all economic policies. The picture of public finances of the European Union does not look good despite the fact that this group can boast a long history of making efforts to control and monitor the budgets of its member states. Moreover, one can even talk about a certain intensification of this process, especially with respect to the euro area countries, but we still can not say that satisfactory results have been achieved.

This paper examines the short and long run Russia’s fiscal sustainability. It reveals the possible risks of the deterioration of the fiscal sustainability on the general budget level. The virtues and shortcomings of the new fiscal rules are analyzed, the comparison with the fiscal rules that had been suspended during the financial crisis is presented, and possibilities for further development of the new fiscal rules are discussed. The long run socio-economic development forecast is employed for these purposes.

Abstract The Warmińsko-Mazurskie Voivodship is a NUTS II region, which belongs to the least developed regions of Poland and the EU. One of the reasons of its underdevelopment is poor transport accessibility, which limits the level of competitiveness and investment attractiveness. For this reason the voivodship authorities made a decision to build a regional airport by modernising the military airport in Szymany near Szczytno. The investment, which is co-financed by the European Funds, is aimed to reduce the level of peripherality of the region, increase its competitiveness and, as a consequence, raise the socio-economic development level. This paper aims to answer three questions. The first one concerns the extent to which the existence of a regional airport is a factor stimulating socio-economic development of regions, including peripheral ones. The second one is related to the question whether the location of the planned airport is justified by economic factors, or, to put in another way, whether the airport will bring profits in the long run. The last question, related to the previous ones, is whether the realisation of the investment in the planned form will help to reduce the degree of peripherality of the Warmińsko-Mazurskie Voivodship and thus accelerate its socio-economic development.

The loss of country’s socio-economic development stability puts on the agenda the problem of finding solutions contributing to the maintenance of Russian households’ welfare. The authors believe that these solutions lie in the broader area than applying various instruments of monetary support. The most effective solutions are related to the actualization of own resources of households that can act as a safety margin as well as a source of social development. The attempt to evaluate the households’ resource provision and highlight the significance of each resource enabling or creating barriers to the growth of households’ welfare is made in this article. On the basis of received conclusions social policy areas directed at preserving or enhancing the welfare are defined.
