This paper focuses on the application of systems thinking concepts to evaluate systems.  The terms systems and systems thinking concepts are first defined.  The use of systems thinking concepts in program and system evaluation are then highlighted.  It is noted that while there are methods available to assist evaluation practitioners in applying systems thinking concepts to program evaluation, there is a need for similar guidance in applying systems thinking concepts to evaluating systems.  System Evaluation Theory (SET) is then reviewed as one evaluation theory designed to apply systems thinking concepts to evaluating systems. A case illustration is presented to help teach practitioners how to apply SET’s three steps.  The discussion focuses on comparing the differences between evaluation questions answered by applying systems thinking concepts versus those using program logic models.

Premised on the idea that evaluators should be familiar with a range of approaches to program modifications, I review several existing approaches and then describe another, less well-recognized option. In this newer option, evaluators work with others to identify potentially needed adaptations for select program aspects in advance. In describing this approach, I note the general steps involved and present alternative techniques for identifying, a priori, adaptations that may come to be needed. In the final section, I discuss implications of the a priori adaptation planning approach for the fidelity–adaptation trade-off, past criticism of logic models as overly fixed and linear, potential research and evaluation questions, the development of more detailed views of programs in evaluation theory and training, and possible resistance to adaptation planning. Discussion also considers the potential future of program adaptations in the wake of the COVID-19 pandemic.

Cognitive Evaluation Theory: What nurtures our intrinsic motivation?

Abstract A new logic-model derivation method for leak faults observed by light-emission microscopy (LEM) or in liquid-crystal analysis (LCA) has been developed to verify those faults by comparing them with failures observed on an LSI tester. Since CMOS devices display various kinds of faulty behavior depending on leak resistance, it is essential to include the effects of this resistance in logic models. Considering that the resistance of leaks observed in LEM and LCA ranges from 10 to 10,000 ohm, the new logic models have been derived so that the leak fault could be easily incorporated into logic simulators without SPICE simulation. The feasibility of the proposed method has been demonstrated by using it to diagnose LEM and LCA faults causing logic failure in a 20k-gate logic LSI circuit.

The paper describes the theory of developing the heat-resistance criterion for disposable ceramic molds exposed to poured metal, creating a computational and experimental method for computing the heat resistance by rapidly heating the mold by an electric arc, as well as analysis of comparative data on quartz, dinas, and electric-corundum molds from the standpoint of the developed criterial-evaluation theory. In this case, the heat resistance is of one-time character, as this mold sustains only a single casting. Computational and experimental data indicate a low heat resistance of β-quartz, making them non-recommendable for annealing and metal pouring if there is not supporting filler. Molds based on electric-corundum or dinas fillers are free of such drawbacks, with the latter being considerably cheaper. The use of tridymited dinas powders is effective after grinding the spent dinas lining of electric furnaces.

After processed the signals obtained from monitoring system, one theory of condition evaluation was proposed on basis of a new evaluation parameter—index variation. One new condition grade division method was proposed from approximate statistic distribution of index variation, and as per the concept of confidence degree and confidence interval. Because the monitoring data and the standard of condition grade division were all interval numbers, interval extension evaluation theory was adopted to establish the model of condition evaluation. Set-Valued Statistics and gravity center based decision theory were introduced to divide weight into subjective weight and objective weight to make calculation. This evaluation method was found to be reasonable and had good project practicability.
