E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

Increasingly, the importance of e-government is growing owing to higher quality delivery of government services, improved citizen empowerment through access to e-information, and better interactions between governments and their stakeholders. Despite all this recognition and appreciation of e-government, there is slow uptake and high failure of e-government in developing countries. A huge imbalance still remains between developed and developing countries, specifically in Africa because of numerous impediments. Africa lags far behind all other regions in the world. Some African countries have initiated e-government, such as Ghana, Nigeria, and South Africa, yet others have not taken any initiative or are very slow in realizing its full take off, for instance, Tanzania, Botswana, and Zambia. In light of the above background, the main purpose of this chapter is to determine the challenges and based on the findings make recommendations for adoption of E-Government in Arica. The chapter reviews the theoretical underpinning of E-Government as a tool for modernizing public administration; examines the present state of e-government in Africa; highlights the challenges and barriers African countries encounter in their quest to develop E-Government; reviews the role of public libraries in E-Government, and finally, makes recommendations for E-Government adoption in Africa and other developing countries.

AbstractMobile money schemes have grown rapidly in some developing countries but failed in many more. This paper reports the results of an empirical study of mobile money schemes in 22 developing countries chosen based on prior evidence to include roughly equal numbers of successes and failures. It uses a combination of quantitative and qualitative evidence to determine why some countries succeeded in launching mobile money schemes and others failed. The analysis is guided by multi-sided platform economics and in particular recent work on the role of ignition and critical mass. It finds among other things heavy regulation, and in particular an insistence that banks play a central role in the schemes, which is generally fatal to igniting mobile money schemes.

This article presents findings from the 2006 Public Libraries and the Internet study and other research that demonstrate the impact of public Internet access in public libraries on the communities and individuals that the libraries serve. This article focuses on the importance of public library Internet access in times of emergencies and for a range of electronic government (e–government) services at the individual and community–wide levels. Public access computing and Internet access in public libraries function as a first choice, first refuge, and last resort in a range of emergency and e–government circumstances, allowing individuals to engage successfully in essential e–government services such as registering for Medicare or other benefits and filing tax information. With this key centrality as agents of government services, public libraries increasingly play significant roles in times of emergencies, like the aftermath of a hurricane, in which communities rely on the public library Internet access to request aid, try to find missing family and friends, file Federal Emergency Management Agency (FEMA) and insurance claims, and begin rebuilding their lives. This article also discusses the need to revise government policy related to the role of public libraries in their support of e–government as public libraries increasingly serve as agents of e–government.
