E-Projects Challenges in India – Role of Human Resource Management and Technology

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

The aim of the paper is to provide an overview of the existing studies concerning the phenomenon of public trust in government. Low trust in government has been frequently defined as a key problem influencing the policy process in many countries. The economic crises reinforced the importance of trust and triggered public debates on the necessary reforms of the public sector. The paper examines the key theories and research conducted by social scientists with a particular emphasis on the role of trust in risk societies. The review of the existing literature concentrates on the drivers of trust, showing the importance of two interlinked logics: the logic of consequences (the performance approach) and the logic of appropriateness (the process approach). The first one explains trust as a result of outputs and outcomes of government policies and services. The logic of appropriateness claims that trust is built on values and identity and depends on the adoption by governments the rules of integrity, openness, responsiveness and transparency. Trust in government is also deeply rooted in a broader system of rules, norms andvalues known as the trust culture. The last part of the paper is an attempt to trace an impact of an economic crisis on public trust. Studies of public opinion do not fully confirm the opinions on low trust and a decline in trust in government and trust in public administration in times of crisis. Some studies reveal considerable fluctuations of public trust in selected countries. In other countries, the public evaluation of government and public administration is high and there are only slight modifications in citizens’ perception of the government.

Another new paradigm shift is in the offing and slowly becoming distinct from the amorphous shape of public administration. It is the ICT-blessed governance, or e-Governance. The adoption of ICTs and the new approach to management in symbiosis are e-Governance. E-governance speaks of a new way and style in every beat and pulse of the system of public administration. It brings about changes in the structure and functions of public services, ushering transformation through effectively engaging the government, businesses, and citizens—all stakeholders. It not only ensures efficiency in public service delivery but also offers unlimited potential to combat corruption and many other bureau-pathologies in the public administration system. Based on secondary sources, this chapter offers brief theoretical discussions of e-governance, including its emergence, types of service delivery, transformation stages, and relevant other issues.

Abstract Use of Innovation of ICT in activities of the public sector, referred to as e-Government, has helped governments to improve their services to citizens, to businesses and to government units by making them more qualitative and easily accessible. The initiative of e-Government in Kosovo was identified as a priority of the government in 2008 and since then a number of projects have been implemented, amongst them the System for Electronic Archiving of Document (SEAD). Since the partial or full failure of implementation of e-government projects is very frequent phenomenon in developing countries, the identification of success and failure factors of projects is necessary in order to address them on time. In this study are assessed the level of success of implementation of SEAD and are identified the critical success and failure factors of this system through seven dimensions ITPOSMO by using the Design Reality Gap Analysis. By measuring the design-reality gap across seven dimensions, we have assessed the success of the implementation of SEAD, which scored 18.05. Results from this study indicate that if no action is taken to reduce the size of gaps, particularly the gap in dimensions “Processes” and “Staffing and Skills”, project risks falling in the category “Partial Failure”. Findings from this research will serve to reduce the risks that may affect the successful implementation of e-governance in Republic of Kosovo, and also will serve other researchers in identifying the failure and success factors of e-Government in developing countries.

This article focuses on the central national government of Great Britain. It outlines the most important permanent features of the British administration, those which have remained constant over the past hundred years or so. It then describes the major changes in the public service between 1960 and 1970 and during the government of Margaret Thatcher. It also discusses some unresolved issues and identifies key lessons learned on how to reform and maintain an efficient public administration. Furthermore, it is explained that the British civil service has been altered by accession to the European Community, because their laws restrict the formulation or implementation of British public policies. Finally, thirteen essential elements for an effective civil service in a modern democratic state are mentioned.

Purpose Remittances to developing countries, especially less developed countries, have been growing tremendously as compared to the past few decades. Nevertheless, whether they can be a critical source of poverty alleviation in developing countries is yet to be conclusively studied. Therefore, this study investigates the implications of remittances on poverty in 44 developing countries from 2006 to 2014. Design/methodology/approach A dynamic panel estimator is applied to examine remittances – poverty nexus. Findings The results provide strong evidence that the level of poverty tends to be lower in countries with a higher flow of remittances. This may be because of the increase in the household incomes of the poor by virtue of the remittance, and/or the money remitted might be channeled to more productive activities, indicating the powerful role of remittances to maintain a sustainable reduction in poverty. Originality/value Although there is no direct policy applicable to remittances, several areas might be good to be assisted and improved by the government.

This article aims to analyze the internalization of local values of Bugis culture in the practice of government organizations, as well as the implications of these local values for the public service system. This study uses qualitative research methods, with data collection using observations, interviews, and tracking of related documents. The research location was in the government organization of the Department of Investment and One-Stop Service (Dinas Pelayanan Modal dan Pelayanan Satu Pintu - DPMPS) of Sinjai Regency. The results show that there is an internalization of local values; (1) 'lempu' (honest), (2) 'amaccang' (intelligence), (3) 'astinajang' (propriety), (4) aggatenggeng (firmness), (5) sipakatau and sipakainge, and (6) ajjoareng which have existed since the past and considered to be synergized in the principles of service and apply in the culture of the community that supports the implementation of public services. Then, adopting local values is in line with the principles of good governance namely transparency, accountability and legal certainty. In addition, public administration indicators are oriented to the benefits and effectiveness in achieving goals and as a study of governance and social order.

The rapid development of digital technology is considered the fourth industrial revolution causing various changes, especially in the science of state administration. By using a qualitative approach, this paper explains how the direction of the development of state administration in Indonesia is currently in the flow of technological change and what challenges it faces. Seeing from the history of the paradigm shift that occurred in the science of state administration, the focus and locus of this science is very important because it can affect the perspective of the development of the science of state administration. The rapid development of technology is feared to be able to shift the central role of humans. For this reason, scientists are required to be able to contextualize the science of state administration and at the same time utilize digital technology to answer the public interest

The current stage of digital transformation of public administration involves a combination of technological, economic, and institutional –political factors that are more focused on ensuring organizational readiness to implement changes. The institutional role of change agents is increasing. Digital transformation managers, digital commissioners, and professions that are fundamentally new to the public administration system are designed to ensure the successful implementation of digital technologies in the management process. The article is devoted to the study of the mission of specialists in digital transformation in the implementation of the state program "Digital economy". They are responsible for implementing the principles of agile project management, the core values of open government - service-orientation, self-support, self-organization, and proactive interaction with citizens. The results of the study show that the institutional role of change agents is to enhance reflexivity – the main feature of the digital public governance.

Ethics is an important element which determines the successful implementation of organizations activities and public administration actors. The importance to implement public administration ethics in the Indonesia government bureaucracy was based to the ethical problems which happened, such as corruption, collusion and nepotism. This research used qualitative method, where is primary data obtained from observations, and secondary data obtained from media and literature study. From the research that has been conducted, it is known that few of government officials in Indonesia are lack of accountability in performing their duties, authorities and responsibilities and as a result the public bureaucracy in the reform era was much highlighted by the public and got criticism. To solve this problem, besides by enforcing the laws, the government also must to cultivate and implement the public administration ethics for their bureaucratic apparatus.
