Abstract The presence of nonzero conjectural variations in pollution abatement and output make emission taxes less effective with respect to reducing emissions. This has implications for the characterization of the optimal emission tax, particularly in an international context where there are large asymmetries in pollution intensities. A higher degree of collusion in output between polluting firms results in higher emissions taxes in the non-cooperative equilibrium. In contrast, a higher degree of collusion in abatement between polluting firms results in lower emissions taxes in the non-cooperative equilibrium. These results rely on the presence of nonzero conjectural variations and large asymmetries in pollution intensities across countries. The analysis is relevant to the design of international environmental policy, including cases where countries face increasing global competition and damages from rising global emissions.

AbstractAgricultural production is strongly affected by and a major contributor to climate change. Agriculture and land-use change account for a quarter of total global emissions of greenhouse gases (GHG). Agriculture receives around US$600 billion per year worldwide in government support. No rigorous quantification of the impact of this support on GHG emissions has been available. This article helps fill the void. Here, we find that, while over the years the government support has incentivized the development of high-emission farming systems, at present, the support only has a small impact in terms of inducing additional global GHG emissions from agricultural production; partly because support is not systematically biased towards high-emission products, and partly because support generated by trade protection reduces demand for some high-emission products by raising their consumer prices. Substantially reducing GHG emissions from agriculture while safeguarding food security requires a more comprehensive revamping of existing support to agriculture and food consumption.

Abstract. High frequency, in situ global observations of HCFC-22 (CHClF2), HCFC-141b (CH3CCl2F), HCFC-142b (CH3CClF2) and HCFC-124 (CHClFCF3) and their main HFC replacements HFC-134a (CH2FCF3), HFC-125 (CHF2CF3), HFC-143a (CH3CF3), and HFC-32 (CH2F2) have been used to determine their changing global growth rates and emissions in response to the Montreal Protocol and its recent amendments. The 2007 adjustment to the Montreal Protocol required the accelerated phase-out of HCFCs with global production and consumption capped in 2013, to mitigate their environmental impact as both ozone depleting substances and important greenhouse gases. We find that this change has coincided with a reduction in global emissions of the four HCFCs with aggregated global emissions in 2015 of 444 ± 75 Gg/yr, in CO2 equivalent units (CO2 e) 0.75 ± 0.1 Gt/yr, compared with 483 ± 70 Gg/yr (0.82 ± 0.1 Gt/yr CO2 e) in 2010. (All quoted uncertainties in this paper are 1 sigma). About 80 % of the total HCFC atmospheric burden in 2015 is HCFC-22, where global HCFC emissions appear to have been relatively constant in spite of the 2013 cap on global production and consumption. We attribute this to a probable increase in production and consumption of HCFC-22 in Montreal Protocol Article 5 (developing) countries and the continuing release of HCFC-22 from the large banks which dominate HCFC global emissions. Conversely, the four HFCs all show increasing annual growth rates with aggregated global HFCs emissions in 2015 of 329 ± 70 Gg/yr (0.65 ± 0.12 Gt/yr CO2 e) compared to 2010 with 240 ± 50 Gg/yr (0.47 ± 0.08 Gt/yr CO2 e). As HCFCs are replaced by HFCs we investigate the impact of the shift to refrigerant blends which have lower global warming potentials (GWPs). We also note that emissions of HFC-125 and HFC-32 appear to have increased more rapidly during the 2011–2015 5-yr period compared to 2006–2010.

Abstract. In a globalised world, the transfer of carbon between regions, either physically or embodied in production, represents a substantial fraction of global carbon emissions. The resulting emission transfers are important for balancing regional carbon budgets and for understanding the drivers of regional emissions. In this paper we synthesise current understanding in two parts: (1) embodied CO2 emissions from the production of goods and services produced in one country but consumed in others, (2) physical carbon flows in fossil fuels, petroleum-derived products, harvested wood products, crops, and livestock. We describe the key differences between studies and provide a consistent set of estimates using the same definitions, modelling framework, and consistent data. We find the largest trade flows of carbon in international trade in 2004 were fossil fuels (2673 MtC, 37% of global emissions), CO2 embodied in traded goods and services (1661 MtC, 22% of global emissions), livestock (651 MtC, 20% of total livestock carbon), crops (522 MtC, 31% of total harvested crop carbon), petroleum-based products (183 MtC, 50% of their total production), and harvested wood products (149 MtC, 40% of total roundwood extraction). We find that for embodied CO2 emissions estimates from independent studies are robust. We found that differences between individual studies is not representative of the uncertainty in consumption-based estimates as different studies use different production-based emission estimates as input and different definitions of allocating emissions to international trade. After adjusting for these issues, results across independent studies converge to give less uncertainty than previously assumed. For physical carbon flows there are relatively few studies to be synthesised, but differences between existing studies are due to the method of allocating to international trade with some studies using "apparent consumption" as opposed to "final consumption" in more comprehensive approaches. While results across studies are robust to be used in further applications, more research is needed to understand the differences between methods and to harmonise definitions for particular applications.
