Multi-objective competency-based approach to project scheduling and staff assignment: Case study of an internal audit project

Purpose The purpose of this paper is to develop a framework to optimize time, cost and quality in a multi-mode resource-constrained project scheduling environment. Design/methodology/approach A case study approach identified the activity execution modes in building construction projects in India to support multi-mode resource-constrained project scheduling. The data required to compute time, cost and quality of each activity are compiled from real construction projects. A binary integer-programming model has been developed to perform multi-objective optimization and identify Pareto optimal solutions. The RR-PARETO3 algorithm was used to identify the best compromise trade-off solutions. The effectiveness of the proposed framework is demonstrated through sample case study projects. Findings Results show that good compromise solutions are obtained through multi-objective optimization of time, cost and quality. Research limitations/implications Case study data sets were collected only from eight building construction projects in India. Practical implications It is feasible to adopt multi-objective optimization in practical construction projects using time, cost and quality as the objectives; Pareto surfaces help to quantify relationships among time, cost and quality. It is shown that cost can be reduced by increasing the duration, and quality can be improved only by increasing the cost. Originality/value The use of different activity execution modes compiled from multiple projects in optimization is illustrated, and good compromise solutions for the multi-mode resource-constrained project scheduling problems using multi-objective optimization are identified.

Shift to The Front II Komplek Sukamukti Banjaran Project is one of the projects implemented by one of the companies engaged in telecommunications. In its implementation, each project including Shift to The Front II Komplek Sukamukti Banjaran has a time limit specified in the contract. Project scheduling is an important role in predicting both the cost and time in a project. Every project should be able to complete the project before or just in the time specified in the contract. Delay in a project can be anticipated by accelerating the duration of completion by using the crashing method with the application of linear programming. Linear programming will help iteration in the calculation of crashing because if linear programming not used, iteration will be repeated. The objective function in this scheduling is to minimize the cost. This study aims to find a trade-off between the costs and the minimum time expected to complete this project. The acceleration of the duration of this study was carried out using the addition of 4 hours of overtime work, 3 hours of overtime work, 2 hours of overtime work, and 1 hour of overtime work. The normal time for this project is 35 days with a service fee of Rp. 52,335,690. From the results of the crashing analysis, the alternative chosen is to add 1 hour of overtime to 34 days with a total service cost of Rp. 52,375,492. This acceleration will affect the entire project because there are 33 different locations worked on Shift to The Front II and if all these locations can be accelerated then the duration of completion of the entire project will be effective

The development of the pharmaceutical industry is one of the priority tasks of our state, aimed at providing the population of the Russian Federation with modern safe and effective medicines. The solution to this problem is impossible without the formation of a highly qualified personnel potential that meets the demand and expectations of the pharmaceutical market and society as a whole. In this regard, in the system of training of pharmacists in recent years, quite dynamic and flexible transformations have been taking place, dictated by the urgent needs of domestic health care. It should be noted that in the process of implementing this educational standard, the competency-based approach to organizing the process of training modern pharmacists comes to the fore. One of the effective tools for the formation of professional competencies in various educational fields is the case study method. Case study is a training method based on the analysis of real situations from various areas of professional activity and contributing to the development of specialist competency. The competency-based orientation of the case study method is in line with modern ideas about the organization of the educational process for the training of pharmacists. The case study method is actively used in the process of teaching disciplines of the curriculum of the Federal State Budget Educational Establishment of Higher Education KubGMU of the Ministry of Health of Russia, specialty 33.05.01 Pharmacy. Examples of case study tasks as educational technology are presented in the work programs of the curriculum disciplines of the specialty 33.05.01 Pharmacy developed at the Department of Pharmacy. Depending on the content of the taught discipline, these tasks simulate a particular situation from the professional activities of pharmacists, offered to students for a comprehensive analysis and evaluation. The use of this educational technology contributes to the integration of knowledge, skills acquired in the learning process and their competency-based profiling in accordance with the current level of development of domestic health care.
