In the last decade, almost all countries of the world have developed strategies for the transition to a digital economy. The introduction of digital technologies is observed in all spheres of our life: from simple household consumption to public administration. Latin American countries have not been left out of this process. However, the readiness for such a transition varies for the countries of the region. The purpose of this article is a comparative analysis of the infrastructure base of Latin American countries for the transition to a digital economy. The starting point for this transition is the provision of public access to the Internet and the ability of the population to take advantage of the opportunities provided by digital technologies. The basis for the study was the database of the World Bank, the online portal “Statista” and other open sources. Comparison and pattern matching methods were used in the process. The analysis showed that Chile, Argentina, Uruguay, Costa Rica are among the leading countries in the readiness of the infrastructure base for the transition to a digital economy. Countries lagging in this indicator - Haiti, Nicaragua, Honduras, Venezuela. It is noted that in these countries it is necessary to create new institutions, stimulate innovation. In general, the Latin American region at the moment belongs to the middle group of digitalization but has great potential and good prospects.

AbstractThe chapter is an introduction to the book that places the research perspective for the comparative analysis of social inequalities between Europe and Latin America in a theoretical and methodological framework. Particularly, we present the INCASI project, the objectives, and discuss the concept of social inequalities in Latin American countries in comparison with European countries in order to create a dialogue that fills the knowledge gap between these two different traditions. To do so, we propose an Analytical Model on Social Inequalities and Trajectories (AMOSIT). Finally, the structure and general contents of the book are presented.

Summary: The two main sources of errors in educational and psychological evaluation are the lack of adequate technical and psychometric characteristics of the tests, and especially the failure to properly implement the testing process. The main goal of the present research is to study the situation of test construction and test use in the Spanish-speaking (Spain and Latin American countries) and Portuguese-speaking (Portugal and Brazil) countries. The data were collected using a questionnaire constructed by the European Federation of Professional Psychologists Association (EFPPA) Task Force on Tests and Testing, under the direction of D. Bartram . In addition to the questionnaire, other ad hoc data were also gathered. Four main areas of psychological testing were investigated: Educational, Clinical, Forensic and Work. Key persons were identified in each country in order to provide reliable information. The main results are presented, and some measures that could be taken in order to improve the current testing practices in the countries surveyed are discussed. As most of the tests used in these countries were originally developed in other cultures, a problem that appears to be especially relevant is the translation and adaptation of tests.
