El gobierno constituyó la Junta Federal de Mejoras Materiales para administrar y controlar los recursos económicos y la construcción de obras públicas en las fronteras y los puertos de México. El objetivo general de esta investigación fue analizar cómo se instauró y funcionó dicho organismo en Ciudad Juárez, en el contexto de la centralización/federalización de los recursos hídricos del país, de 1931 a 1936; para ello se revisaron los archivos históricos. Una de las limitaciones del estudio fue el desconocimiento de los antecedentes de la administración de los recursos hídricos en este poblado. Por lo que su aportación amplía el conocimiento escaso que había sobre el funcionamiento de las juntas en las fronteras. Entre los descubrimientos se puede citar que en el Ayuntamiento de Juárez, la pérdida de autonomía en la administración de las aguas se sumó a un despojo material y económico, en el que intervinieron varias instituciones y dependencias de gobierno. Water management and the nation’s resources: the Federal Board of Material Improvements, Ciudad Juarez, Chihuahua, 1931-1936The government constituted the Federal Board of Material Improvements in order to manage and control the economic resources and the construction of public works at México’s borders and ports. The general purpose of this research was to analyze how this agency was established and operated in Ciudad Juarez, in the context of the centralization/federalization of the country’s water resources, from 1931 to 1936, and, to this end, the historical archives were reviewed. One of the study’s limitations was the lack of background information about the management of the water resources in this town. Its contribution broadens the scarce existing knowledge about the boards’ functioning at the borders. Among the findings made, it can be mentioned that in the municipality of Juarez the loss of autonomy concerning water management was accompanied by a material and economic dispossession, in which several government institutions and agencies participated.

A main theme of concurrent engineering is the effective communication between relevant disciplines. Any computer tools for concurrent engineering must provide sufficient constructs and strategies for this purpose. This paper describes the AGENTS system, a domain-independent general-purpose Object-Oriented Prolog language for cooperating expert systems in concurrent engineering design. Emphasis is placed on demonstrating the use of the AGENTS constructs for distributed knowledge representation and the cooperation strategies for communication, collaboration, conflict resolution, and control. A simple case study is presented to illustrate the balance between simplicity and flexibility.

In this paper, a novel integrated measuring and control system for hot box experiments is presented. The system, based on a general-purpose microcontroller and on a wireless sensors network, is able to fully control the thermal phenomena inside the chambers, as well as the heat flux that involves the specimen wall. Thanks to the continuous measurements of air and surfaces temperatures and energy input into the hot chamber, the thermal behavior of each hot box component is analyzed. A specific algorithm allows the post-process of the measured data for evaluating the specimen wall thermal quantities and for creating 2D and 3D thermal models of each component. The system reliability is tested on a real case represented by a double insulating X-lam wall. The results of the 72 h experiment show the system’s capability to maintain stable temperature set points inside the chambers and to log the temperatures measured by the 135 probes, allowing to know both the U-value of the sample (equal to 0.216 ± 0.01 W/m2K) and the thermal models of all the hot box components. The U-value obtained via hot box method has been compared with the values gathered through theoretical calculation and heat flow meter measurements, showing differences of less than 20%. Finally, thanks to the data postprocessing, the 2D and 3D thermal models of the specimen wall and of the chambers have been recreated.

PC-based data acquisition systems are used in a wide variety of applications. In laboratories, in field services and in manufacturing facilities, these systems act as general-purpose measurement and control tools well suited for measuring voltage signals. Teaching and learning experiences may be enhanced by integrating new-technologies in the engineering curriculum, particularly in experimental-type courses. By installing plug-in data acquisition boards and signal-conditioning hardware, and appropriate software, the general-purpose computers become enormously flexible virtual-instruments with data acquisition and analysis capability. This paper describes a Computer-Aided Testing System which uses a commercially available A/D board to offer users a wide array of measurement and control capabilities. It can be used for making repeated high speed measurement, controlling motors or teaching data acquisition.

In a previous study, Shapiro, Post, Lofving and Inglis (10) found that a modified version of the Bender Visual-Motor Gestalt Test differentiated, at a high level of confidence, three groups of elderly psychiatric patients: brain-damaged patients, functionals and a group of doubtful diagnosis. This level of confidence was far higher than that of any of the other 24 tests used. Furthermore, a number of recent studies have shown that the Bender test differentiated Organic from non-Organic subjects (2, 4, 6, 7, 8). In our own Department Yates (13) found significant differences on measures of the reproductions of other designs between Organics and Functionals. In view of these findings we decided to investigate our own results further. Our general purpose was to measure and control some of the variables appearing relevant in the performance of the task and in this way make possible testable explanations for the results.
