AbstractThe relationship between state and absent citizens is becoming more important since the globalization of the 1990s. Countries usually try to increase the number of their citizens through two methods. The first is by increasing the number of nationals living abroad using a dual-nationality system. The second is by expanding national power through dual culturalism. These methods increase the international capacity of the home state through the expansion of the de facto state territory from the perspective of network-power theory. Latin American countries have been relatively passive in this diaspora-engagement policy, but recently they have begun to show an active attitude by revising their migration policy—amendments to the Constitution and migration law, dual nationality, dual culturalism, voting rights abroad, and upgrading the status of diaspora agencies, etc. However, it is still unclear how the multinational and multi-ethnic Latin American countries conceptualize diaspora. This paper analyzes the diaspora-engagement policy of Latin American countries from the standpoint of network-power theory and tries to find out what its theoretical framework is. This paper concludes that the theorization work on diaspora should continue to track and analyze these policy changes, since it is difficult to understand what the diaspora concept is and what policy objectives the state is pursuing under the current diaspora-engagement policy.

This article analyses the digital policies introduced in different Latin American countries during the first three months after the outbreak of COVID-19 reached the region (March–June 2020). This analysis has a three-fold objective: (a) to give an overview of the status of connectivity in five big Latin American countries – Argentina, Brazil, Chile, Colombia and Mexico; (b) to study comparatively the actions and regulations implemented on connectivity matters by the governments of each country to face the pandemic; and (c) to provide insights in relation with telecommunications policies in the context of pandemic emergence at a regional level. To that end, this study will consider legal regulations and specific public policies in this field, official documents from the public and private sectors, and statistics on ICT access and usage in the region.

It is proved that even despite economic problems, Russia is trying to demonstrate the status of a strategic partner for the African and Latin American countries through the conclusion of various types of partnership agreements. Therefore, since 2000, Russia has sought to reestablish its influence in these regions, which were the traditional sphere of the USSR’s presence during the Cold War. The Russian Federation also tries to win favor among the circle of African countries through the abolition of former Soviet debts and the establishment of economic ties, mainly of a commercial nature. Participation in peacekeeping missions in African countries is also considered by Russia as a demonstration of presence in the region. However, Russia risks to be pushed out of the region by China, which as a more powerful rival considers Africa as a landfill for the implementation of the geo-economic "conquest" strategy. The key countries for implementing the strategy of restoring Russia’s presence in the region are Cuba, Venezuela, Nicaragua and partially Brazil. On the background of the individual maneuvers of Russian Air Force and Navy, Moscow makes periodic declarations on the restoration of former Soviet military bases in the Latin American countries. However, such rhetoric of the Russian Federation can be considered more to a degree as geopolitical PR in order to represent Russia’s virtual grandeur.


Significance President Ivan Duque announced the policy on February 8, saying "we hope other countries follow our example". It will allow beneficiaries to live and work legally in Colombia for ten years and include them in the government's COVID-19 vaccination roll-out. Success may nevertheless be muted, at least in the short term. Impacts Colombia's efforts may encourage other Latin American countries to follow suit, particularly if international assistance is offered. Increased formal work opportunities for migrants would reduce reliance on illicit livelihoods. The status will not allow beneficiaries to vote in next year's presidential elections. High-profile praise from Pope Francis may boost the election prospects of Duque's Democratic Centre among Colombians.

Dr Karl B. Koford spent seven months last year studying the status and distribution of the spotted cats, especially jaguar and ocelot, in tropical America from Mexico south to Brazil and Argentina. This project, to which FPS contributed through the Oryx 100% Fund, is mainly funded by the International Fur Trade Federation (as part of the agreement in December 1970 that introduced a voluntary ban on the use of five endangered fur species, including leopards and the cheetah), the Frankfurt Zoological Society and WWF. The following is taken from Dr Koford's ‘interim conservation review’—his final report will come later this year—together with some points from his separate reports on ten Latin American countries.

Some interesting changes have been taking place in the urbanisation processes of Latin American countries in the past few decades, some of which are definitely related to global processes. The empirical evidence of this relation is hard to pin down due to the lack of data sources, but in this paper it is suggested that the growth in volume and diversity of mobility relations between cities can be indicators of an overlapping of urban phenomena and global processes. A diachronic analysis (1970—2008) of Latin American air transport connectivity is used to evaluate the growth and the degree of cohesion of the internal relational systems and changes and continuities in the external relational systems. Even though air transport is an indicator to be complemented with other indicators when analysing global relations, the results indicate a continuation of existing Latin American structures (centralism and polarisation) and the emergence of new forms of dependence (tourism and migration), which should not be overlooked in the study of global relational systems.

Summary: The two main sources of errors in educational and psychological evaluation are the lack of adequate technical and psychometric characteristics of the tests, and especially the failure to properly implement the testing process. The main goal of the present research is to study the situation of test construction and test use in the Spanish-speaking (Spain and Latin American countries) and Portuguese-speaking (Portugal and Brazil) countries. The data were collected using a questionnaire constructed by the European Federation of Professional Psychologists Association (EFPPA) Task Force on Tests and Testing, under the direction of D. Bartram . In addition to the questionnaire, other ad hoc data were also gathered. Four main areas of psychological testing were investigated: Educational, Clinical, Forensic and Work. Key persons were identified in each country in order to provide reliable information. The main results are presented, and some measures that could be taken in order to improve the current testing practices in the countries surveyed are discussed. As most of the tests used in these countries were originally developed in other cultures, a problem that appears to be especially relevant is the translation and adaptation of tests.
