AbstractThrough a focus on liberal academic and policy networks, this article considers how ideas and practices central to an educational “war on poverty” grew through connections between postwar Puerto Rico, Latin America, and New York. In particular, it analyzes how social scientific ideas about education's role in economic development found ample ground in the colonial Commonwealth of Puerto Rico as the island assumed the role of “laboratory” of democracy and development after the Second World War. The narrative then considers how this Cold War programming came to influence education initiatives in both U.S. foreign aid programs in Latin America and New York City in the 1950s and 1960s, particularly as the number of Puerto Rican students grew amid the Puerto Rican Great Migration. Ultimately, the article suggests a broader hemispheric and imperial framework in narrating the evolution of postwar education policy in the nation's largest city.

This chapter looks at the significance of New York's Spanish-language press—specifically the weekly newspaper, Pueblos Hispanos: Semanario Progresista (Hispanic Peoples: Progressive Weekly, 1943–44)—exploring how Puerto Ricans employed journalism as a form of cultural and political transnational practice. Pueblos Hispanos promoted pan-Hispanism, the integration of Latin American countries, and socialist causes throughout the world, with a focus on Latin American countries such as Peru, Ecuador, Brazil, and Mexico. The paper offered detailed coverage of the politics of Puerto Rico and the Puerto Rican colonia while encouraging solidarity in the struggle for freedom and justice in countries across Latin America. In sharing news from Latin America and specifically Puerto Rico, the paper kept Spanish-speaking residents of New York City informed, establishing transnational connections as they tried to influence local politics.

Chapter 1 sets the scene in Osceola County, Florida. The chapter goes back to the 1970s, to the formation of an international consortium of real estate developers—“the Mexican Millionaires”—who used real estate marketing strategies and the visceral imagery of luxurious country club living to attract Puerto Ricans to the Buenaventura Lakes suburb. This historical chapter shows how instrumental these corporate partners were in fostering an awareness of Greater Orlando’s real estate opportunities on the island of Puerto Rico and in the Puerto Rican concentrated communities of New York and Chicago, and directing the flow of mainland and island Puerto Ricans towards Greater Orlando instead of the traditional gateway cities. As a result, they created one of the largest Puerto Rican-concentrated suburbs in Central Florida.

This chapter focuses on an in-depth study of Elio Osácar a.k.a. Sonny Bravo, whose career as an arranger and performer began in the 1950s. It examines the rise, fall, and return of Típica 73, a pan-ethnic salsa group representative of the period 1973–80 that featured musicians from Panama, Dominican Republic, Cuba, Puerto Rico, and New Yorkers of Cuban, Puerto Rican, and Mexican descent. The chapter recounts the story of a group who covered contemporary Cuban songs and pushed the boundaries of tradition through their instrumentation and performance. It introduces some key band members such as Sonny Bravo and Johnny Rodríguez who represented important New York–based familial and musical lineages. Their success was a direct result of musical innovation and negotiation. The band came to an abrupt end after a career-defining trip to Cuba, where they recorded with Cuban counterparts. Upon their return to the United States, they were branded as communist sympathizers. Ultimately, the chapter presents musical transcriptions of Bravo's arrangements and solos and places his music and his family, via his own father's musical career, within the historical context of early-twentieth-century Cuban migration to Tampa, Miami, and New York.

This concluding chapter explores the legacy of anarchism in Puerto Rico. While anarchist agitation and organizing came to an end in the early 1920s, individual anarchists continued to write to anarchist publications in New York and Havana. In addition, the global economic recession that began in 2008, coupled with efforts by the Puerto Rican government and the Universidad de Puerto Rico to impose new fees on university students in 2010, gave birth to new interest in anarchism on the island as anarchist groups took to the internet, the cafés, and the university grounds. They began working with other groups in cross-sectarian alliances, offering classes on anarchism, reviving anarchist theatre, and drawing attention to the ravages of joint state–corporate attempts to seize private lands. In short, these new Black Flag Boricuas were resurrecting in the present the very history of anarchist agitation and antiauthoritarianism developed a century earlier.

During his five years as chief US policy-maker towards Puerto Rico, Ernest Gruening strove to create a model – based on the anti-imperialist principles he had outlined in the 1920s – for a reformist policy which the United States could pursue towards the rest of Latin America. The initial support of Franklin Roosevelt allowed Gruening to position his Puerto Rican programme as one of the three ideological alternatives present in the early stages of the Good Neighbour Policy. The collapse of Gruening's scheme provided US policymakers with an early illustration of the difficulty of imposing reform with insufficient local support.

The challenge of correctly identifying gifted students is a critical issue. Gifted education in Puerto Rico is marked by insufficient support and a lack of appropriate identification methods. This study examined the reliability and validity of a Spanish translation of the Gifted Rating Scales-School Form (GRS) with a sample of 618 island-residing Puerto Rican students. Alpha values for the Spanish-translated version ranged from 0.98 to 0.99, comparable to those reported for the USA standardization sample. Scores on the Spanish-translated GRS correlated positively and significantly with classroom grades, Naglieri Non-verbal Test of Intelligence (NNAT) scores and with the island’s local norm-referenced achievement test. Confirmatory factor analysis supported the six-factor model. Overall, findings provide evidence supporting the use of a Spanish-translated GRS for Puerto Rican island students.
