Four Conceptions of Authority in International Relations

Abstract There is increasing agreement that states and other political actors on the world stage sometimes achieve international authority. However, there is less agreement about the nature and functioning of international authority relations. What determines whether an actor will be recognized as an authoritative actor? And what are the effects thereof? In this essay, we identify four distinct conceptions of authority in the study of international relations: authority as contract, authority as domination, authority as impression, and authority as consecration. Consideration of the typology leads to two important insights. First, the phenomenon of authority has an essentially experiential dimension. Subordinate actors’ emotional experience of authority determines their response to authority and thus also has a fundamental impact on the stability of authority. Second, the emergence of forms of international authority does not entail, at least not necessarily, the weakening of the sovereignty of states, but can equally be argued to strengthen it.

The article examines the development of the crisis manifestations of the Versailles system on the eve of World War II. Special attention is paid to how and under what circumstances the preparation and signing of the Munich Agreement took place. It is noted that the emergence of Nazi Germany’s European politics at the forefront undoubtedly stimulated a whole range of interstate contradictions. This led to a decrease in the stability of the Versailles system. The manifestations of the reaction of the great powers to the aggressive policy of Berlin are analyzed and attention is focused on the fact that the policy of appeasement was erroneous and led to the aggravation of the Versailles system crisis in the late 30s XX century. This study emphasizes that as a result of the policy of appeasement, the balance of forces on the continent changes dramatically, and the signing of the Munich Agreement in September 1938 was decisive in the development of the Versailles system crisis and determined the beginning of the collapse of this model of international relations. It was stated that the Western democracies did not understand the essence of dictatorial regimes, and such a misunderstanding led not only to the collapse of the international system, but also to the beginning of the World War II

Abstract Aspiration is an essential component of politics. It articulates goals, affirms identities and values, and structures action at all levels of social life. Yet political scientists have spent little time theorizing aspiration—what it is, how it relates to other concepts, and the kinds of effects it creates. In this article, we develop the concept theoretically and argue that aspiration creates a distinct “aspirational politics” that differs from our international relations models of both norm-driven social activism and interest-driven rational choice. We identify three core features of aspiration that undergird its theoretical utility: lofty goals, change over time, and transformation through imagination. In the hands of skilled political actors, aspiration does essential work in both facilitating agreement and mobilizing social action that create change in the world. However, aspiration also has a dark side and can be manipulated to dodge accountability, postpone action, and serve private, rather than public, goals.

The article deals with the key components of the Sino-German bilateral relations. Much attention is given to the successes achieved in cooperation in 2019. It is spoken in detail about the importance of "panda diplomacy" in bilateral relations between China and Germany, as well as in relations with Russia and the United States. The author comes to the conclusion that China and Germany are the guarantors of the stability of international relations and contribute to the multipolarization of the world.

The article evaluates the qualitative changes in world politics during 2014-2015.In the last two years the system of international relations encountered significant difficulties. Contradictions accumulated in different spheres of world politics that were usually treated as latent, arose in the agenda. The starting point of this transformation was the Ukrainian crisis. However, the further events force one to reassess not only its direct consequences but also wide processes at the global level. One of them is deterioration of relations between Russia and Western countries, increase of influence of large non-Western markets and strengthening of turbulence in developing countries. Project of the unipolar regulation, promoted by the US, demonstrates its ineffectiveness. The main point here is inability of the US to secure the stability of the international system without real consensus of all world powers. We witness an active blend of traditional and new challenges to the international security that decreases the controllability of the situation, first of all in regional segments of the world, Middle East and Europe in particular. These processes give ground for reformatting of the world development, and post-bipolar world politics is gaining a new face. We speak not about going back to pre-crisis order, but about step-by-step elimination of the American hegemony in global and regional decision-making. There will be deepening of the fragmentation of the world politics and growth of strife of the international relations that may continue in the mid-term perspective.

Traditionally, states were widely believed to be the only institutions claiming political authority. More recently, though, a number of authors have argued that we find various instances of political authority on the international level. We discuss three prominent proposals for conceptualizing international authority: Michael Barnett and Martha Finnemore’s account of the authority of international bureaucracies, David Lake’s extension of ‘relational’ authority to the international realm, and Michael Zürn’s recent proposal for ‘reflexive’ authority. These authors provide a nuanced and empirically rich picture of hitherto mostly overlooked forms of power in world politics. Yet, we argue that in doing so they lose sight of the distinctly normative character of political authority relations: these relations are built on the explicit normative claim to the right to rule. When such a claim is considered to be justified, authority relations generate content-independent reasons for compliance. Thus understood, authority serves an important function, namely, to facilitate broadly accepted and normatively justified forms of hierarchical coordination. From a normative perspective, therefore, broadening the concept of authority to include various other forms of power deprives us of a critical yardstick against which international organizations should be evaluated. Moreover, it creates a distorted picture of the scope of international authority. Our world is shaped by highly problematic power relations. Yet, in order to meet current challenges of global governance, we need more, not less authority. To illustrate this argument we examine the case of the World Bank, an organization that exercises considerable power while explicitly avoiding any claim to political authority.

A country needs to make contact with each other based on the national interests of each country related to each other, including among others economic, social, cultural, legal, political, and so on. With constant and continuous association between the nations of the world, it is one of the conditions for the existence of the international community. One form of cooperation between countries in the world is in the form of international relations by placing diplomatic representation in various countries. These representatives have diplomatic immunity and diplomatic immunity privileges that are in accordance with the jurisdiction of the recipient country and civil and criminal immunity for witnesses. The writing of the article entitled "The Application of the Principle of Non-Grata Persona to the Ambassador Judging from the Perspective of International Law" describes how the law on the abuse of diplomatic immunity, how a country's actions against abuse of diplomatic immunity and how to analyze a case of abuse of diplomatic immunity. To answer the problem used normative juridical methods through the use of secondary data, such as books, laws, and research results related to this research topic. Based on the results of the study explained that cases of violations of diplomatic relations related to the personal immunity of diplomatic officials such as cases such as cases of persecution by the Ambassador of Saudi Arabia to Indonesian Workers in Germany are of serious concern. The existence of diplomatic immunity is considered as protection so that perpetrators are not punished. Actions against the abuse of recipient countries of diplomatic immunity may expel or non-grata persona to diplomatic officials, which is stipulated in the Vienna Convention in 1961, because of the right of immunity attached to each diplomatic representative.

Abstract The quest for urgent solution to resolve the world liquidity problem has continued to generate enthusiastic debates among political economists, policy makers and the academia. The argument has focused on whether the World Bank Group was established to enhance the stability of international financial system or meant to enrich the developed nations. This study argues that the existing political interest of the World Bank Group in Africa may serve as lesson learned to other ambitious African Monetary Union.

The Yalta-Potsdam system of international relations, established by culmination of World War II, was created to maintain the security and cooperation of states in the post-war world. Leaders of the Big Three, who ensured the Victory over the fascist-militarist bloc in 1945, made decisive contribution to its creation. This system cemented the world order during the Cold War years until the collapse of the USSR in 1991 and the destruction of the bipolar structure of the organization of international relations. Post-Cold War changes stimulated the search for new structures of the international order. Article purpose is to characterize circumstances of foundations formation of postwar world and to show how the historical decisions made by the leaders of the anti-Hitler coalition powers in 1945 are projected onto modern political processes. Study focuses on interrelated questions: what was the post-war world order and how integral it was? How did the political decisions of 1945 affect the origins of the Cold War? Does the American-centrist international order, that prevailed at the end of the 20th century, genetically linked to the Atlantic Charter and the goals of the anti- Hitler coalition in the war, have a future?Many elements of the Yalta-Potsdam system of international relations in the 1990s survived and proved their viability. The end of the Cold War and globalization created conditions for widespread democracy in the world. The liberal system of international relations, which expanded in the late XX - early XXI century, is currently experiencing a crisis. It will be necessary to strengthen existing international institutions that ensure stability and security, primarily to create barriers to the spread of national egoism, radicalism and international terrorism, for have a chance to continue the liberal principles based world order (not necessarily within a unipolar system). Prerequisite for promoting idea of a liberal system of international relations is the adjustment of liberalism as such, refusal to unilaterally impose its principles on peoples with a different set of values. This will also require that all main participants in modern in-ternational life be able to develop a unilateral agenda for common problems and interstate relations, interact in a dialogue mode, delving into the arguments of opponents and taking into account their vital interests.

Since 2010 Middle East have many events or what they call "Arab spring events" which it result of overthrow governments and the rise of new political groups, all of this elements was resulting of many international and regional activities and making new regional and international axles, as well as the intersections of the different regional interests, therefore this research will try to study the stability and instability in the region as an independent variable not according to the neorealism or neoliberalism theories, but according to the constructivism theory which it base their assumptions on:  "In the international relations the non-physical structures of international interactions are determined by the identities of the players, which in turn determine the interests that determine the behavior of international players." So the research questions are: 1-What is the identity policy and haw affect in international relations? 2-How the social construct affect in international relations? 3-How the elite's identities for the main actors in the Middle East affect in the regional axles?

From ancient times till nowadays information plays a key role in the political processes. The beginning of XXI century demonstrated the transformation of global security from military to information, social etc. aspects. The widening of pandemic demonstrated the weaknesses of contemporary authoritarian states and the power of human-oriented states. During the World War I the theoretical and practical interest toward political manipulation and political propaganda grew definitely. After 1918 the situation developed very fast and political propaganda became the part of political influence. XX century entered into the political history as the millennium of propaganda. The collapse of the USSR and socialist system brought power to new political actors. The global architecture of the world has changed. Former Soviet republic got independence and tried to separate from Russia. And Ukraine was between them. The Revolution of Dignity in Ukraine was the start point for a number of processes in world politics. But the most important was the fact that the role and the place of information as the challenge to world security was reevaluated. The further annexation of Crimea, the attempt to legitimize it by the comparing with the referendums in Scotland and Catalonia demonstrated the willingness of Russian Federation to keep its domination in the world. The main difference between the referendums in Scotland and in Catalonia was the way of Russian interference. In 2014 (Scotland) tried to delegitimised the results of Scottish referendum because they were unacceptable for it. But in 2017 we witness the huge interference of Russian powers in Spain internal affairs, first of all in spreading the independence moods in Catalonia. The main conclusion is that the world has to learn some lessons from Scottish and Catalonia cases and to be ready to new challenges in world politics in a format of information threats.
