Recent scholarship has put forward two distinct interpretations of the origins of modern national and communal identity in South Asia. One sees colonial modernity as a radical epistemological break and judges the content of pre-colonial pasts irrelevant for understanding modern politics. According to this view, modern identities are responses to colonial constructions of Asian ‘tradition’. The other approach sees continuities between the late pre-colonial and early colonial periods. For these writers, the origins of modern national and communal identities lie not only in colonial interventions, but also in non-colonial eighteenth-century social formations and in early colonial interaction between the British and South Asians.

Ever since the late eighteenth century, no subject has been more prominent in histories of ‘the transition to colonialism’ in south Asia, than the issue of taxation. In particular, the complex system of agrarian taxation that was developed under the Mughal empire, and further elaborated by various post-Mughal regimes, has often been seen as the defining institution of both the pre-colonial and colonial states. What the British called ‘land revenues’, which included taxes on land proper (mal) and taxes on trade and markets (sair), were the main source of income for both Indian and British rulers. Assessments of the impact of colonial rule have often depended on supposed changes in the tax regime. Since the nineteenth century historians have tended to focus their attention on the relationship between the land tax and structures of agrarian property. They have generally argued that British rule both substantially increased the tax burden, and modified structures of agrarian tenure by splicing together rights of revenue collection and private property in land. But they have focused much more on early colonial policies with regard to private landed property, and less on the issue of the actual tax assessment. This paper takes up the issue of the land tax demand (known as jama in the terminology of Mughal and post-Mughal administration) tracing British debates about tax assessments through the first three decades of colonial rule in Bengal.


Early modern India—a period extending from the fifteenth to the late eighteenth century—saw dramatic cultural, religious, and political changes as it went from Sultanate, to Mughal, to early colonial rule. Witness to the rise of multiple literary and devotional traditions, this period was characterized by pulsating political energy and cultural vibrancy. Text and Tradition in Early Modern North India brings together recent scholarship on the languages, literatures, and religious traditions of northern India to highlight the importance of reconstructing multilingual literary histories. Focusing on the rise of vernacular languages, the volume underscores the manifold connections across regions, languages, communities, and traditions to reveal the diversity of literary and religious practices in this multilingual world. Analysing the emergence and development of literary cultures of north India, Text and Tradition also highlights processes of exchange and influence across these cultures. Spanning across various disciplines, the chapters here shed new light upon not only existing literary and religious traditions, but also those that may have disappeared but which should not be forgotten.

Britain's short-lived Province of Senegambia (1765–1783) was part of an expansion effort in the region driven by a desire to secure access to the gum trade of the Senegal river. Drawing on Britain's knowledge of France's dealings with the Upper-Senegal region it was complemented by the adoption of French cartography, edited to illustrate a new colonial identity. It is argued here that there was an additional motive of developing closer contact with the African interior. This pre-dates the establishment of the African Association in 1788 and its subsequent and better-known expeditions to the River Niger. In contrast to the French, however, the British struggled to engage with the region. This paper approaches the topic from a perspective of cartographic history. It highlights Thomas Jeffery's map of ‘Senegambia Proper’ (1768), copied from Jean Baptiste Bourguingnon d'Anville's ’Carte Particuliére de la Côte Occidentale de l'Afrique' (1751) and illustrative of several obstacles facing both British map-making and colonial expansion in mid-eighteenth century Africa. It is argued that the later enquiries and map-making activities of the African Association, which were hoped to lead to the colonisation of West Africa, built upon these experiences of failure in Senegambia.

Abstract This article studies two seismic decades in the history of the Garo community, marked out in colonial records as among the most violent and isolated people that British rule encountered in eastern and northeastern India. Through a densely knit historical narrative that hinges on an enquiry into the colonial reordering of the core elements of the regional political economy of eastern and northeastern India, it will train its focus on the figure of the rebellious Garo peasant and on the arresting display of Garo recalcitrance between 1807 and 1820. Reading a rich colonial archive closely and against the grain, the article will depart from extant historiography in its characterization of the colonial state in the early nineteenth century as well as of its relationship with ‘tribes’/‘peasants’ in eastern and northeastern India. A critique of the idea of primitive violence and the production of the ‘tribe’ under conditions of colonial modernity will occupy the latter half of the article. Here it will argue that the numerous and apparently disparate acts of headhunting, raids, plunder, and burning by the Garos on the lowlands of Bengal and Assam were in fact an assembling of the first of a series of sustained peasant rebellions in this part of colonial India—a powerful manifestation of a community's historical consciousness of the loss of its sovereign self under British rule.

This article looks at the process of state formation in Bengal in the second half of the eighteenth century when the English East India Company emerged as the paramount authority in the province. The article argues that compared with the previous regime of the Nazims who were content in exercising a loose sovereignty over the outlying regions of Bengal, the Company showed greater initiative in conquering and pacifying the remote areas of the province. In terms of its ecology, the province of Bengal could be divided into three distinct zones: the plains, the hills and the delta. The process of state formation varied in these three distinct eco-zones. While it was easy for the Company to establish its control over the Bengal plains, it became increasingly difficult for them to establish their power and authority in the hill forests (home to autonomous tribal communities who resented and resisted British interference) and in the deltaic tracts where the maze of rivers provided safe refuge and a means of escape to the Magh pirates and every other state fugitive. This article is an account of the Company’s struggles to establish its supremacy in Bengal, but it also looks at the resistance offered by autonomous tribal groups to retain and preserve their independence. Finally, this article attempts to link ecology with the process of state formation in early colonial Bengal.

This chapter examines the origins of a distinctive system of organizing military conquest in the final quarter of the eighteenth century. It seeks to de-centre the study of politics and military contestation by looking at the war against the Marathas (1778–82) from the vantage point of the region most directly affected by it—the western peninsular territory of the Bombay presidency. The advantage in shifting the focus away from the politically dominant Bengal presidency allows identification of a critical component in the political economy of conquest—the transfer of political authority from a civilian council to the commander of a military force. This shift in political power was essential to the success of the EIC regime of conquest even as it became a perennial source of conflict within the governing structures of the Company state. The debate and dissension that accompanied the deployment of military force both enabled the success of the machine of war and characterized the creation of a distinctive early colonial ideology of rule that subverted civilian control of the military.

A history of environmental, economic, and social change in the Meghna estuary from the late eighteenth century to the 1870s. A new frontier of alluvial land was being created along the edge of the Bay of Bengal, presenting opportunities for profit as well as great risks. The settlement of this frontier was not simply a natural outcome of the availability of new land: it was also encouraged by imperial policy. And just as British rule was not a product of nature, neither were the divisions within Bengali society that helped to determine who would be exposed to disaster.

In the last few years, modern historians of India have pushed the historical frontier of their field backwards in time. Colonialism is no longer considered the great watershed it once was thought to be. Historians who concern themselves with economic processes such as protoindustrialization tend in particular to minimize the impact of the consolidation of colonial rule in the late eighteenth century. Changes viewed as significant by these historians usually begin with the introduction of capitalism and the early encroachment of a world system, both of which predate the full political realization of colonialism. Historians who concern themselves with political changes tend in the other direction, although increasingly they have proposed major continuities between the ancien régime and the early colonial state. Historians concerned with social change view colonialism as significant but invoke various new forms of dualism to account for the limited effects of colonialism on local social forms. Whatever their differences, all of these historians agree that the seventeenth and eighteenth centuries are crucial for viewing later changes in economy, polity, and society, and, from their varying theoretical and ideological perspectives, delight in excoriating traditional views of India as static and “traditional” before the arrival of the British.

When it was established in 1788, New South Wales became the most remote, and most peculiar, of the British empire's overseas colonies. The founding colony of what would eventually become Australia, it was established as a penal colony, a place to send the unwanted criminals of Britain and Ireland. Britain lost more than the majority of its North American possessions in the late eighteenth century. It also lost its principal repository for unwanted felons. New South Wales filled the gap.
