ABSTRACTAlthough Britain has never had a set of policies explicitly labelled ‘family policies’, most if not all social policies are implicitly family policies because they are based on certain assumptions about the nature of relationships between the sexes and the generations. By careful examination of the detail of the legislation and administrative rules, together with the way in which services are allocated and used, it is possible to expose these assumptions and show that they are not only consistent between policies but very persistent over time. This paper first examines the assumptions concerning the division of unpaid labour within the family whereby women care for the young, the sick and the old and for able-bodied adult men (their husbands). The examples are selected from a variety of income maintenance systems and services for children, the old and the disabled. Particular attention is focused on the extent to which it is recognized that women are at the same time workers in the labour market and unpaid domestic workers in the home. The second part of the paper analyses the impact on their participation and opportunities in the labour market of the ideology which accords to women the primary responsibilities for caring for other members of their family. The perpetuation of such an ideology favours the interests of men and frequently the interests of the economically powerful, but it is not assumed that these interests always coincide.

Since the millennium, the labour market participation of women and mothers is increasing across European countries. Several work/care policy measures underlie this evolution. At the same time, the labour market behaviour of fathers, as well as their involvement in care work, is relatively unchanging, meaning that employed mothers are facing an increased burden with respect to gainful employment and providing care. We propose a family working-time model that incentivizes fathers and mothers to both work in extended part-time employment. It provides a benefit in the form of a lump-sum transfer or income replacement for each parent if, and only if, both parents work 30 hours/week. Thus, it explicitly addresses fathers and – contrary to most conventional family policies – actively promotes the dual earner/dual carer paradigm. Combining microsimulation and labour supply estimation, we empirically analyse the potential of the family working-time model in the German context. The relatively small share of families already choosing the symmetric distribution of about 30 working hours would increase by 60 percent. By showing that a lump-sum transfer especially benefits low-income families, we contribute to the debate about redistributive implications of family policies. The basic principles of the model generalize to other European countries where families increasingly desire an equal distribution of employment and care. In order to enhance the impact of such a policy, employers’ norms and workplace culture as well as the supply of high-quality childcare must catch up with changing workforce preferences.

AbstractThe 2030 Agenda of the United Nations clearly sets the inclusion of persons with disabilities in the labour market as a main goal. However, especially in care welfare systems characterized by a low level of social services, disability not only impacts the labour market participation of disabled people themselves but may also affect the labour opportunities of other members of their household. Using EU-SILC data to compute individual work intensity-as a better measure of the actual level of labour attainment-this paper aims to disentangle direct and indirect correlations between disability and labour market participation in Italian households. In confirming the negative direct correlation between disability and labour market participation, the results also show a negative indirect correlation that depends on the family relationship between the disabled person and household members.

In this paper, we model the impact on the entry into poverty of a range of demographic and labour market events. Our analyses are based on longitudinal panel data from two countries belonging to a different regime type – Belgium and Britain. The results show that while in Belgium the impact of most life events is relatively small, in Britain most demographic and labour market events significantly raise the chances of becoming poor. We link the observed poverty entry patterns to the ways in which economic welfare in Belgium and Britain is distributed between the three main systems of resources distribution: the welfare state, the labour market and the family. We furthermore find that the combined influence of the interrelated parts of the welfare regime on the role of women in the household economy is a potentially important explanatory factor.

Following 1945, that is the Second World War, Europe faced a huge demographic increase in the number of births, known as baby-boom. Encouraged by the improvement of the living conditions after the devastating war, the return of the optimism, opening of the employment opportunities and the renewal of the idea about the family, this demographic trend entailed the so-called familism tide. In the mid 1960-ies however, demographic indicators in almost all European countries began to change suddenly. Massive development of contraception, increased birth control and family planning, as well as higher employment of women and their integration in the labour market, took place. As a result of these trends, in the 1970-ties European countries faced a considerable drop in fertility rates. This trend reached its peak during 1970-1980-ties when a dramatic drop in fertility rates took place, known as baby-bust. As a consequence, almost everywhere in Europe, the fertility rate dropped below the level needed for simple population reproduction or below 2.1 children per woman. Several related trends also contributed to the change in the demographic picture of Europe, such as: dropping birthrates, shrinking of the population, delay in births (increase in the age of birth of the first child), increase in the number of one-child families, as well as growth in the number of couples without children (universality of births is no longer present – at least 1 child per family). Similar trends are evidenced in the countries of Central and Eastern Europe (CIE), with one considerable difference – they took place around a decade later compared to the developed European countries. One common characteristic which shaped the demographic changes in CIE countries was the fact that they occurred simultaneously with the radical changes of the societal system from socialism towards democracy in the 1990-ties. Due to this, demographic changes in CIE countries gain in weight, are furthermore under the influence of the transitional processes and thus differ considerably compared to those in the developed countries. The differences are heavily attributable to two sets of factors: a) different institutional settings, especially in the family policies related to employment of women and child raising; and b) different effects of these family policies upon fertility rates and participation of women in the labour market. Given the above demographic trends, welfare states in Europe, adjust accordingly, predominantly through the policies and measures of family policy as one of the social policy domains. Following a detailed statistical analysis of demographic indicators in Europe, this paper will produce an analysis of the family policy responses to demographic trends based on the Esping-Andersens’ classification of welfare states: universal welfare states (Nordic countries); conservative welfare states (Continental European countries); liberal social states (Anglo-Saxon countries) and South-European social states (Mediterranean countries). A specific focus in the paper will be also given to the demographic trends and corresponding family policy developments in the Republic of Macedonia, as a country of South Europe. Cross-cutting issues in the analysis of the family policy models will be: the extent to which family policies are gender-neutral or gender-specific (are they women-friendly and do they promote active fatherhood?), measures for harmonization of work and family life (are women appropriately supported in performing their roles of mothers and active participants in the labour market at the same time) and the scope in which family policy is being designed to serve the purposes of population policy (how the concern and the interest of the state to increase fertility rates shapes family policy?).

This paper investigates two aspects of the paid employment relationship between female and male partners aged 23. It is argued that in order to understand women's position in the home and the labour market it is necessary to consider employment relationships in the context of the household. The impact of children on women's labour force participation is already well known and in this paper we show that marriage also has an independent effect on hours worked. The second aspect of the paper concerns the relative financial contribution of each partner to the family income from their labour market earnings. It is recognised that power and equality within the home are to some extent derived from the relative contribution of partners to the family income. It is shown that women are economically dependent on men even in the early stages of their partnership before children and that this dependence is greater among women with children.

This article reviews the prevalence of poverty in Latin America and the Caribbean discussing the cycle and culture of poverty, their links to violence and maltreatment among disabled children and youth, from 1990 to 2006. There is a discussion of child maltreatment both of typical and disabled children taking into consideration the disabled child's unique needs, the impact on the family and society and the availability of supports and resources. Finally, an agenda is set forth to address poverty and violence, seeking to diminish the prevalence of maltreatment of all children, but especially children with disabilities. In addition, there is the hope of breaking the cycle of poverty and supporting disabled and marginalized individuals. This agenda speaks to the need for multidisciplinary collaboration as well as collaboration regionally and locally among governmental and non-governmental agencies, advocacy groups and the community at large.

This article explores the impact of the Great Recession on migrant domestic workers in Spain. We argue that the domestic service sector’s relative resistance to job destruction has transformed it to some extent into a refuge activity for unemployed women from other sectors, both migrants and native Spanish workers. This leads to intensified competition over jobs and increasing stratification among domestic workers, with serious consequences both for migrant women’s opportunities to make a living in Spain and for their migration projects at an international level. Based on 90 in-depth interviews with female migrant domestic workers and stakeholders, we find that this group of workers has been seriously affected by unemployment, underemployment, and worsened job conditions. As a consequence, new and already settled migrants find the chances to gain their livelihood in Spain substantially reduced, and many of those who migrated in order to support the family back home through remittances, or to save some money and eventually return, are at present unable to do so.

<p><em><strong>English</strong></em></p><p>The purpose of this study was to explore fathers’ perceptions about their role in the family, and the characteristics of their involvement in their children’s lives in the Colombian context. The sample consisted of 12 Colombian fathers. The study used a qualitative methodology, one-hour in depth interviews were conducted with the participants. Results indicated important changes in the role of fathers and mothers in Colombian families. Fathers’ perceptions departed to some extent from the traditional pattern attributed to nuclear families, where men are considered as the only economic provider and authority figure in the family. This departure places fathers in a category we would call “in transition”, which includes perceptions of more equitable parental roles within the family and a combination of features from other typologies of fatherhood proposed in the literature. Fathers also reported a desire to participate more at home and to be more involved in their children’s lives; they also emphasized the importance of expressing love and affection to their children. Work-family conflict and the impact of the quality of the father-child relationship emerged as important categories in the fathers’ perceptions of their role and involvement in the family. In Colombia research on fathers is scarce and family policies mainly focus on mothers as the principal caregiver. A better understanding of fathers’ roles and involvement in the family and with children will contribute to the development of programs and policies oriented toward all family members and family relationship systems.</p><p><em><strong>Español</strong></em></p><p><span>El propósito de este estudio fue explorar las percepciones de los padres sobre su rol en la familia y las características de su involucramiento en la vida de los hijos en el contexto colombiano. La muestra estuvo conformada por 12 padres colombianos. El estudio siguió una metodología cualitativa en la cual se llevaron a cabo entrevistas en profundidad de una hora de duración con los participantes. Los resultados indicaron cambios importantes en el rol de los padres y las madres en las familias colombianas. Las percepciones de los padres se alejaron en alguna medida del patrón tradicional atribuido a las familias nucleares en las cuales los hombres son considerados como los proveedores exclusivos y las figuras de autoridad de la familia. Esta separación ubica a los padres en una categoría que nosotros llamaríamos “en transición”, la cual incluye percepciones de roles parentales más equitativos dentro de la familia y una combinación de rasgos de otras tipologías de la paternidad propuestos en la literatura. Los padres también reportaron un deseo por participar más en sus hogares y por estar más involucrados en la vida de sus hijos. Adicionalmente, ellos enfatizaron en la importancia de expresar amor y afecto a sus hijos. El conflicto entre el trabajo y la familia y el impacto de la calidad de la relación padre-hijo emergieron como categorías fundamentales en las percepciones de los padres sobre su rol e involucramiento en la familia. En Colombia, la investigación sobre los papás es escasa y las políticas de familia se centran principalmente en las madres como cuidadoras principales. Una mayor comprensión del rol de los papás y de su involucramiento en la familia y con los hijos contribuirá al desarrollo de programas y las políticas orientadas hacia todos los miembros de la familia y hacia los diferentes sistemas de relación en el contexto familiar.</span></p>
