39. In the first part of this paper, read to the Royal Society of Edinburgh in April 1862, and published in their Transactions, I explained the principles of a method devised by me in 1850 for ascertaining the absolute conducting power of substances capable of being formed into long bars; and I also stated the general results of experiments made in 1851 on the Conductivity for heat of wrought Iron.40. I explained in Art. 14 of that paper, that the publication of the results had been for ten years withheld, partly in consequence of the state of my health which completely interrupted the experiments, but still more from the defective graduation of some of the thermometers used, which made it necessary to submit the instruments to a careful scrutiny, and to repeat with the duly corrected numbers the whole of the elaborate projections of the curves and calculations from them, on which the accuracy of the final results of course depends.

Unlike the Academies of Science in most other countries where they exist, the Royal Society is not restricted by the terms of its Charters in the number of candidates which may be admitted to the Fellowship. The selection and election of candidates is left to the absolute discretion of the President, Council and Fellows of the Society. The manner in which they have carried out this duty in the past is of special interest in studying the growth of the Society. From its foundation the Society was absolutely dependent upon its own resources, for it had neither a subvention from the State nor were its publications printed by an official printing press, advantages which other national academies have usually enjoyed. The subscriptions of its Fellows and occasional gifts and bequests were all that the Council could look to for meeting the growing expenses of the young Society. The development of an adequate membership was therefore imperative, and long engaged the Councils attention.

Having, several years ago, in the course of a prolonged investigation of the geological structure of the Appalachian chain of the United States, conducted partly in co-operation with my brother, Professor W. B, Rogers, as a purely scientific inquiry, partly by myself, in connection with a Government Survey of the State of Pennsylvania, discovered what we deemed important laws, applicable generally to all corrugated tracts of strata; and being prepared, by observations since made in the United States and in Europe, to extend their application, and give them a more general expression, I have thought that I could not select a more suitable subject for my first communication to the Royal Society of Edinburgh, than this portion of descriptive and dynamic geology, which has engaged much of my attention, theoretically and practically, for these many years. In presenting an outline of the views already arrived at, and published by us as a necessary part of the further generalizations since reached, I will refrain from repeating, in historical detail, what we have already written, but will give our conclusions in the form and with the brevity most compatible with clearness, referring to the printed papers and communications where the special topics included in this more general summary may be seen.

For centuries, naturalists were aware that soon after hatching the common cuckoo (Cuculus canorus) chick became the sole occupant of the fosterer's nest. Most naturalists thought the adult cuckoo returned to the nest and removed or ate the fosterer's eggs and young, or the cuckoo chick crowded its nest mates out of the nest. Edward Jenner published the first description of cuckoo chicks evicting eggs and young over the side of the nest. Jenner's observations, made in England in 1786 and 1787, were published by the Royal Society of London in 1788. Four years before Jenner's observations, in 1782, Antoine Joseph Lottinger recorded eviction behaviour in France and published his observations in Histoire du coucou d'Europe, in 1795. The importance of Lottinger's and Jenner's observations is considered together.

Portugal has port, Spain has sherry, Sicily has Marsala –– and California has angelica. Angelica is California's original wine: The intensely sweet, fortified dessert cordial has been made in the state for more than two centuries –– primarily made from Mission grapes, first brought to California by the Spanish friars. Angelica was once drunk in vast quantities, but now fewer than a dozen vintners make angelica today. These holdouts from an earlier age are each following a personal quest for the real. For unlike port and sherry, which have strict rules about their production, angelica never gelled into something so distinct that connoisseurs can say, ““This is angelica. This is not.”” This piece looks at the history of the drink, its foggy origins in the Mission period and on through angelica's heyday and down to its degeneration into a staple of the back-alley wino set. Several current vintners are profiled, and they suggest an uncertain future for this cordial.

International agreements are agreements between international subjects that give rise to binding obligations in international rights, which can be bilateral or multilateral. Based on these opinions, an understanding can be taken that international treaties are agreements or agreements entered into by two or more countries as subjects of international law that aim to cause certain legal consequences. International agreements, whether ratified or through approval or acceptance or accession, or other methods that are permitted, have the same binding force as ratified international treaties established in the Ratification Law of International Treaties. Once again, it is equally valid and binding on the state. Therefore, the authors consider that the position of international treaties are not made in the form of the Ratification Act of the International Agreement but are binding and apply to Indonesia. Then Damos Dumoli Agusman argues that ratification originates from the conception of international treaty law which is interpreted as an act of confirmation from a country of the legal acts of its envoys or representatives who have signed an agreement as a sign of agreement to be bound by the agreement.

Business success is a dominant theme in the Asian American narrative. However, Asian American entrepreneurship is more complex and multilayered than commonly believed and requires careful scrutiny. This brief examines the state of Asian American business ownership between 2005 and 2007. Findings suggest that although Asian Americans form businesses at higher rates than other racial/ethnic minorities, Asian American business ownership and outcomes continue to trail those of non-Hispanic whites. Potential factors contributing to racial/ethnic gaps and policy recommendations are discussed.

A multidimensional analysis of the state of Russian studies on the education issues over 1993–2016 was carried out based on the materials of the data contained in the Web of Science (SSCI, A & HCI and SCI-E databases). There were determined the dynamics and trends of a number of relevant indicators, such as the number of Russian publications by year, the share of these publications in the global flow of publications on education issues, the dynamics of the share of publications made in co-authorship with foreign colleagues, etc. A number of distributions of Russian publications on educational issues was compiled and analyzed: by journals, by Russian regions and cities, by organizations and authors of the publications. It was found that most of these distributions were characterized by a high level of non-uniformity. A list of journals (125 titles) in which Russian works on education issues had been published was compiled. Russian organizations (308) and domestic researchers (about two thousand) engaged in studying the issues of education were identified. It was discovered that more than 200 organizations and about 400 academicians from 60 foreign countries had participated in Russian studies on the education issues.


The barometer, here alluded to, may in some measure be consi­dered as two separate and independent barometers, inasmuch as it is formed of two distinct tubes dipping into one and the same cistern of mercury. One of these tubes is made of flint glass, and the other of crown glass, with a view to ascertain whether, at the end of any given period, the one may have had any greater chemical effect on the mercury than the other, and thus affected the results. A brass rod, to which the scale is attached, passes through the framework, between the two tubes, and is thus common to both : one end of which is furnished with a fine agate point, which, by means of a rack and pinion moving the whole rod, may be brought just to touch the surface of the mercury in the cistern, the slightest contact with which is immediately discernible; and the other end of which bears the usual scale of inches, tenths, &c.; and there is a separate vernier for each tube. A small thermometer, the bulb of which dips into the mercury in the cistern, is inserted at the bottom : and an eye­piece is also there fixed, so that the agate point can be viewed with more distinctness and accuracy. The whole instrument is made to turn round in azimuth, in order to verify the perpendicularity of the tubes and the scale. It is evident that there are many advantages attending this mode of construction, which are not to be found in the barometers as usu­ally formed for general use in this country. The absolute heights are more correctly and more satisfactorily determined ; and the per­manency of true action is more effectually noticed and secured. For, every part is under the inspection and control of the observer; and any derangement or imperfection in either of the tubes is imme­diately detected on comparison with the other. And, considering the care that has been taken in filling the tubes, and setting off the scale, it may justly be considered as a standard barometer . The pre­sent volume of the Philosophical Transactions will contain the first register of the observations that have been made with this instru­ment.


In previous communications to the Royal Society, I have shown that if we consider the sun’s declination at the quarter-days of the May year and at the solstices, and also the changes due to precession in the places of five or six of the more conspicuous stars visible, at any epoch, in these latitudes we are able to account for the alignments investigated in the stone monuments in Cornwall and Devon. The present paper deals with a special class of circles in Aberdeenshire in which the method of indicating alignments shows a striking difference. The Cornish method was that still set out in the instructions for the erection of the Gorsedd circle of the Welsh Eisteddfod, the sighting, or directing, stones were placed some distance outside the circle. In Aberdeenshire the method employed was to place a long, recumbent stone generally between two of the upright stones of the circle itself and to obtain the direction of the rising sun or star by sighting across the circle at right angles to the length of the recumbent stone.
