A multidimensional analysis of the state of Russian studies on the education issues over 1993–2016 was carried out based on the materials of the data contained in the Web of Science (SSCI, A & HCI and SCI-E databases). There were determined the dynamics and trends of a number of relevant indicators, such as the number of Russian publications by year, the share of these publications in the global flow of publications on education issues, the dynamics of the share of publications made in co-authorship with foreign colleagues, etc. A number of distributions of Russian publications on educational issues was compiled and analyzed: by journals, by Russian regions and cities, by organizations and authors of the publications. It was found that most of these distributions were characterized by a high level of non-uniformity. A list of journals (125 titles) in which Russian works on education issues had been published was compiled. Russian organizations (308) and domestic researchers (about two thousand) engaged in studying the issues of education were identified. It was discovered that more than 200 organizations and about 400 academicians from 60 foreign countries had participated in Russian studies on the education issues.

Subject/theme. SWOT analysis of the financial security of modern Russia is carried out herein to identify the prospects for the improvement of the financial security at the macrolevel.Purpose/objectives. The purpose of the article is to analyze the financial security of the state through the example of Russia. To achieve the purpose hereof, it is required to solve the following tasks:To provide the SWOT analysis matrix of the financial security of the Russian Federation. To determine the influence of the strengths on the opportunities and threats to the financial security of the Russian Federation. To determine the influence of the weaknesses on the opportunities and threats to the financial security of the Russian Federation. To quantify the elements of SWOT analysis. To identify the current threats to the financial security of the Russian Federation. To propose the measures to reduce the threats and to improve the level of financial security of the Russian Federation.Methods. The most common and high-quality strategic planning instrument – the SWOT analysis method – is used herein.Results.The imposition of anti-Russian sanctions made it possible to identify the problematic areas of the state, which are a threat to the financial security of the Russian Federation. The following can be identified as the current threats to the financial security of the Russian Federation: the outflow of domestic capital abroad and offshore; the quantitative restriction of money supply when issuing rubles for the growth of foreign exchange reserves; a high level of external public debt; high tax burden on business; weak investment activity and a slowdown in the rate of foreign investment; the instability of the banking system.Despite the considerable pressure from foreign countries, the Russian Federation is taking measures to neutralize the external threats to national security, reducing the possibility of external influence on its international position.Conclusion/relevance.SWOT analysis of the financial security of the state shows that the strengths prevail in the Russian Federation, but there are many weaknesses and external threats. In the aggregate, the field of strengths and opportunities prevails over the field of weaknesses and threats. Consequently, the Russian Federation has the prospects for development, but for further development the strength should be used to neutralize the threats.

One of the performance indicators of higher education institutions is publication activity of scientific and pedagogical staff in journals indexed by the international scientometric databases Web of Science and Scopus. Of particular interest is the study of the possibility of publications in foreign journals with a high quartile. The issue of foreign publications is acute for domestic researchers of library and information activities. The study identified 227 foreign journals that reflect the category “Library and information sciences” and publish information in English. There were selected for study 130 journals indexed in the Web of Science. The analysis of indicators of professional foreign periodicals allowed to make the rating of journals that are relevant for publishing scientific articles on teaching the library disciplines. The detailed analysis of the topics of publications in the identified journals helped to determine specialized foreign periodicals on library and information issues. During the analysis, there were selected the professional journals that reflect the results of research in the field of principal disciplines of the mandatory part of the bachelor’s degree program in “Library and information activities”.The article considers the topics of specialized professional periodicals of foreign countries. For the selected publications, the author compiled the comparative table of the thematic distribution of publications with chronological coverage of 10 years that allowed identifying thematic headings with high publication activity. The article presents the analysis of territorial distribution of journals and identifies the leading foreign publishers. The author briefly highlights the features of publication placement in foreign journals. Based on information provided on the information and analytical portal eLIBRARY.ru, the author conducted the assessment of placement of publications by leading researchers in the field of library science in identified periodicals. The article presents the results of analytical review of the main foreign journals indexed by Web of Science and related to the first and second quartile, which publish articles in English and reflect issues in library and information sphere. The author established that publication in foreign professional periodicals can be implemented by domestic researchers and teachers of library and information disciplines, both in the analysed journals and other specialized publications and journals in related scientific fields.

A grand number of ontologies have been developed and are publicly accessible on the Web making techniques for mapping between various ontologies more significant. Research has been made in the area of ontology alignment, a grand number of approaches, algorithms, and tools have been developed in recent years, but are still not “perfect” and excellent knowledge. In this article, the author makes an overall view of the state of ontology alignment, including the latest research, comparing many approaches, and analyzing their strengths and drawbacks. The main motivation behind this work is the fact that despite many component matching solutions that have been developed so far, there is no integrated solution that is a clear success, which can be used for ontology mapping in all cases, making knowledge about developed ontology mapping methods and their clear classification needed.

Objective: To describe the involvement of the interferon tau gene in the maternal recognition of pregnancy in sheep. Design/Methodology/Approach: A search and analysis of the scientific documents retrieved from the Web of Science and Scopus databases related to the functions of the interferon tau gene in the maternal recognition of pregnancy in sheep were conducted. Results: The interferon tau gene (IFNτ) participates in maternal recognition of pregnancy to avoid possible rejection of the embryo, and supports the secretion of progesterone involved in preparing the endometrium for implantation; it also inhibits myometrial motility to maintain pregnancy. IFNτ stimulates the transcription of so-called interferon-stimulated genes (ISGs), which are the effectors of cell-autonomous antiviral defense.  One of the representative members of ISGs is the interferon 15-stimulated gene (ISG15) which regulates endometrial receptivity at implantation, as well as survival, growth and development of the conceptus. Study Limitations/Implications: Most embryonic losses occur between fertilization and maternal recognition of pregnancy. Understanding this issue is essential to understanding the possible causes of early pregnancy losses. Findings/Conclusions: Considerable progress has been made in the discovery of how the IFNτ and ISG15 genes act in maternal recognition of gestation in sheep
