Applied Social Research? The Use and Non-use of Empirical Social Inquiry by British and American Governmental Commissions.

ABSTRACTGovernmental commissions are an established part of the British and American systems of government. To what extent are they a means by which social science can have an impact upon policy-making? To what extent do they use empirical research methods to gather evidence which influences the commissions' deliberations? What factors hinder the effective use of social science research by governmental commissions? Drawing on case studies of British Royal Commissions and Departmental Committees, and American Presidential Commissions, this article suggests that the potential effectiveness of social science is reduced by the political context in which commissions work, their preferred modes of taking evidence, the way in which commissions are staffed, and the internal dynamics of their workings.

This chapter looks at how social research gradually became organized through the work of our pioneers. It starts by looking at the growth of both universities and academic disciplines (like anthropology and sociology) as key backgrounds for understanding the growth of organized research. A major section discusses a range of early research agencies — the Colonial Research Council, Political and Economic Planning (PEP), the Institute of Community Studies, the CSO (Central Statistical Office), the SSRC, Social Science Research Council, and the UK Data Archive. Some new university-based centres are also considered: medical social science at Aberdeen, methods at Surrey and the BCCS (Birmingham Centre for Contemporary Cultural Studies). There are brief discussions of the Banbury Study with Meg Stacey and Colin Bell; and the Affluent Worker study. The chapter closes with some pioneering work on quantitative research, longitudinal studies and the rise of computing.

This chapter examines Young’s work as founding chair of the Social Science Research Council between 1965 and 1968 in the Labour government led by Harold Wilson. It describes how Young responded to increasing anxieties about the nature of planning and expertise in the British civil service by arguing that the social sciences should play a more prominent role in government policy making. The chapter focuses mainly on Young’s Committee on the Next Thirty Years, and his proposals for an Institute of Forecasting Studies, which he unsuccessfully sought to develop as part of a transnational forecasting movement with the support of foreign intellectuals such as the American sociologist Daniel Bell and the French futurologist Bertrand de Jouvenel. The chapter also discusses the intellectual networks associated with the popular social science journal New Society, showing that this group promoted libertarian and state-critical perspectives on urban planning, and radical economic ideas like negative income tax. While the Next Thirty Years Committee was short-lived, it reflected Young’s career-long conviction that public policy should be guided by interdisciplinary social science.

Social science research has been attacked by neoliberal thinkers who allege that such research lacks economic objectives. In the face of neoliberal and positivist criteria for evaluating the social impact of social science inquiry, social science researchers are developing qualitative evaluation methodologies through which we can have direct contact with citizens. These qualitative methodologies declare our social responsibility as social researchers in addressing relevant problems, especially those affecting the most vulnerable people. From these qualitative methodologies, the most vulnerable groups are included in the assessment of the social impacts of social research. Some examples of people who have participated in this qualitative evaluation include women, youth, immigrants, and Roma organizations. Participants perceived social science researchers as being far from their social reality, but in this research, they began to overcome their skepticism that social science research can help to solve those problems affecting their everyday lives.

This paper introduces the challenges of studying parliamentary institutions in Southeast Asia. My focus of research is in three countries’ institutions: national parliaments of Indonesia, Malaysia and Singapore. While in Southeast Asia, it is widely known that studying issues of politics and institutions face challenges – compared to studying culture, for example, this view is arguably no longer valid, however with certainqualification.The comparison of parliamentary tradition between three countries – based on observation of the plenary session - reveals that the effectiveness of parliamentary works is related to parliamentary procedure, and even to the culture of work in the countries. Parliamentary structure, procedure and their political culture matters. Therefore, acknowledging these factors will give rise to more research opportunities, if a researcher plans to study the political institution in other countries in Southeast Asia.

The focus of this chapter is the use of video-diaries in social research. The aim is to examine and reflect upon the particular ethical terrain and situated ethics of using visual diary method in social science research with different participant groups who arguably present specific ethical concerns, including children and older people, people with disabilities (either physical, cognitive, or psychiatric), and older people. The authors present a discussion of the specific ethical considerations arising from the use of this method due to the particular type of data it generates, namely audio and moving visual data. As such, the process of creating a video diary and the procedures involved in collecting and analysing video diary data are fundamentally different from a paper-based (non-digital) diary. For these reasons, it is important to step back and reflect on the situated ethics, including the digital ethics encountered when using this method.

The authors discuss «judicial» policy-making in the seventies by such various actors as police authorities, local and national government, the Bar associations, legal aid agencies, the judiciary, and prison  authorities.  They stress the quasi-absence of reliable statistical information, of good annual reports, and of the minimum goodwill of the authorities that would open this area for social science research. They also analyse some of the major decisions that have been made by the Belgian department of justice in the last ten years.
