Does green taxation drive countries towards the carbon efficiency frontier?

AbstractA country is on thecarbon efficiency frontierif its per-capita emissions of CO2are at least as low as any state that was at least as economically developed at a period when technology was no more advanced. Building on earlier work employing Data Envelopment Analysis to benchmark performance, we argue that a useful measure of whether a state adopts “good practice” in relation to climate change is how near it is to this frontier. We calculate efficiency scores for a sample of developed countries between 1994 and 2011, and model the impact of green taxation, next to a series of political and economic controls, on performance. We find that higher levels of environmental tax revenue are positively and significantly associated with higher carbon efficiency. The central contributions of this research are the introduction of an innovative measure for environmental quality and assessing how this is driven by green taxation.

AbstractThe influence of climate change on the ecological impacts of invasive alien species (IAS) remains understudied, with deoxygenation of aquatic environments often-overlooked as a consequence of climate change. Here, we therefore assessed how oxygen saturation affects the ecological impact of a predatory invasive fish, the Ponto-Caspian round goby (Neogobius melanostomus), relative to a co-occurring endangered European native analogue, the bullhead (Cottus gobio) experiencing decline in the presence of the IAS. In individual trials and mesocosms, we assessed the effect of high, medium and low (90%, 60% and 30%) oxygen saturation on: (1) functional responses (FRs) of the IAS and native, i.e. per capita feeding rates; (2) the impact on prey populations exerted; and (3) how combined impacts of both fishes change over invasion stages (Pre-invasion, Arrival, Replacement, Proliferation). Both species showed Type II potentially destabilising FRs, but at low oxygen saturation, the invader had a significantly higher feeding rate than the native. Relative Impact Potential, combining fish per capita effects and population abundances, revealed that low oxygen saturation exacerbates the high relative impact of the invader. The Relative Total Impact Potential (RTIP), modelling both consumer species’ impacts on prey populations in a system, was consistently higher at low oxygen saturation and especially high during invader Proliferation. In the mesocosm experiment, low oxygen lowered RTIP where both species were present, but again the IAS retained high relative impact during Replacement and Proliferation stages at low oxygen. We also found evidence of multiple predator effects, principally antagonism. We highlight the threat posed to native communities by IAS alongside climate-related stressors, but note that solutions may be available to remedy hypoxia and potentially mitigate impacts across invasion stages.

Global food insecurity is becoming more severe under the threat of rising global carbon dioxide concentrations, increasing population, and shrinking farmlands and their degeneration. We acquired the ISI Web of Science platform for over 31 years (1988–2018) to review the research on how climate change impacts global food security, and then performed cluster analysis and research hotspot analysis with VosViewer software. We found there were two drawbacks that exist in the current research. Firstly, current field research data were defective because they were collected from various facilities and were hard to integrate. The other drawback is the representativeness of field research site selection as most studies were carried out in developed countries and very few in developing countries. Therefore, more attention should be paid to developing countries, especially some African and Asian countries. At the same time, new modified mathematical models should be utilized to process and integrate the data from various facilities and regions. Finally, we suggested that governments and organizations across the world should be united to wrestle with the impact of climate change on food security.

Global environmental troubles are gaining significance because of the speedy and antagonistic speed of urbanization. Environmental degradation restricts the flow of environmental services. Dumping of pollutants in excess of its assimilative capacity into air, water, and soil results in deterioration of the quality of these vital resources. The nature of environmental problem depends upon the level of economic development and the geographical condition of the area under consideration. India being a developing economy with a low per capita income, high population density, agriculture-dependent labour force, and high percentage of rural areas, the problems here are different from those in developed countries. The chapter highlights the impact of knowledge regarding environmental protection issues on environmental degradation.

In developed countries, buildings are involved in almost 50% of total energy use and 30% of global annual greenhouse gas emissions. The operational energy needs of buildings are highly dependent on various building physical, operational, and functional characteristics, as well as meteorological and temporal properties. Besides physics-based energy modeling of buildings, Artificial Intelligence (AI) has the capability to provide faster and higher accuracy estimates, given buildings’ historic energy consumption data. Looking beyond individual building levels, forecasting building energy performance can help city and community managers have a better understanding of their future energy needs, and to plan for satisfying them more efficiently. Focusing at an urban scale, this research develops a campus energy use prediction tool for predicting the effects of long-term climate change on the energy performance of buildings using AI techniques. The tool comprises four steps: Data Collection, AI Development, Model Validation, and Model Implementation, and can predict the energy use of campus buildings with 90% accuracy. We have relied on energy use data of buildings situated in the University of Florida, Gainesville, Florida (FL). To study the impact of climate change, we have used climate properties of three future weather files of Gainesville, FL, developed by the North American Regional Climate Change Assessment Program (NARCCAP), represented based on their impact: median (year 2063), hottest (2057), and coldest (2041).

The current study illustrated the time variance of turning points in the relationship between carbon emissions and income to resolve heated debate on the different responsibility to climate change with 1950–2010 data of five development diversity countries—three developed countries (Germany, Italy, and Japan) and one developing country (India) and one newly industrialized economy (Taiwan). The article also examines the impact of the crisis on emission. The time-varying patterns in the turning points on environmental Kuznets curves (EKCs) were observed by a rolling regression technique with 1950–2010 data regarding the per capita CO2 emissions caused by fossil fuel combustion and the incomes of the countries. Several empirical findings were revealed from this analysis. Per capita CO2 emissions commonly decreased with varying magnitudes in the five countries over time. The EKC hypothesis regarding the CO2 emissions is affirmed again in this study. The announcement effects associated with the Kyoto Protocol was evidenced. As indicated by the occurring GDP of the turning point, there is a strong reduction trend in the income level of the turning points right before the years of Kyoto Protocol; and this decreasing trend nearly ended as the Kyoto protocol approached its end, except in Germany, where the occurring income of the turning points continued to have a decreasing trend. Although the global financial crisis had its effects in the world, the impacts on carbon dioxide emissions vary across countries.

The environmental Kuznets curve (EKC) is a hypothesized relationship between environmental degradation and GDP per capita. In the early stages of economic growth, pollution emissions and other human impacts on the environment increase, but beyond some level of GDP per capita (which varies for different indicators), the trend reverses, so that at high income levels, economic growth leads to environmental improvement. This implies that environmental impacts or emissions per capita are an inverted U-shaped function of GDP per capita. The EKC has been the dominant approach among economists to modeling ambient pollution concentrations and aggregate emissions since Grossman and Krueger introduced it in 1991 and is even found in introductory economics textbooks. Despite this, the EKC was criticized almost from the start on statistical and policy grounds, and debate continues. While concentrations and also emissions of some local pollutants, such as sulfur dioxide, have clearly declined in developed countries in recent decades, evidence for other pollutants, such as carbon dioxide, is much weaker. Initially, many understood the EKC to imply that environmental problems might be due to a lack of sufficient economic development, rather than the reverse, as was conventionally thought. This alarmed others because a simplistic policy prescription based on this idea, while perhaps addressing some issues like deforestation or local air pollution, could exacerbate environmental problems like climate change. Additionally, many of the econometric studies that supported the EKC were found to be statistically fragile. Some more recent research integrates the EKC with alternative approaches and finds that the relation between environmental impacts and development is subtler than the simple picture painted by the EKC. This research shows that usually, growth in the scale of the economy increases environmental impacts, all else held constant. However, the impact of growth might decline as countries get richer, and richer countries are likely to make more rapid progress in reducing environmental impacts. Finally, there is often convergence among countries, so that countries that have relatively high levels of impacts reduce them more quickly or increase them more slowly, all else held constant.

This paper examines the impact of climate change on rich and poor countries across the world. We measure two indices of the relative impact of climate across countries, impact per capita, and impact per GDP. These measures sum market impacts across the climate-sensitive economic sectors of each country. Both indices reveal that climate change will have serious distributional impact across countries, grouped by income per capita. We predict that poor countries will suffer the bulk of the damages from climate change. Although adaptation, wealth, and technology may influence distributional consequences across countries, we argue that the primary reason that poor countries are so vulnerable is their location. Countries in the low latitudes start with very high temperatures. Further warming pushes these countries ever further away from optimal temperatures for climate-sensitive economic sectors.

The objective of this paper is to determine the impact of climate change on Cote d’Ivoire’s economic performance via per capita gross domestic product (GDP) growth, change in agricultural value added, and change in the country’s cereal yield. The data ranged from 1960 to 2016. An autoregressive distributed lag (ARDL) model is used to investigate the long run dynamics between climate variables (precipitation and temperature) and the country’s per capita GDP, agricultural value added as % of GDP, and cereal yield. We found that climate change has not significantly impacted the economic performance of the country. However, precipitation has been found to have positively and significantly influenced the country’s cereal yield and agricultural value added contribution to GDP at large, and thus there is no need to worry more than it is necessary.

It is necessary for a country to make its agriculture sector efficient to enhance food security, quality of life and to promote rapid economic growth. The evidence from least developed countries (LDCs) indicates that agriculture sector accounts for a large share in their gross domestic product (GDP). Thus the development of the economy cannot be achieved without improving the agriculture sector. According to the Economic Survey of Pakistan (2011-12) its main natural resource is arable land and agriculture sector’s contribution to the GDP is 21 percent. The agricultural sector absorbs 45 percent of labour force and its share in exports is 18 percent. Given the role of agricultural sector in economic growth and its sensitivity to change in temperature and precipitation it is important to study the impact of climate change on major crops in Pakistan. There are two crops seasons in Pakistan namely, Rabi and Kharif. Rabi crops are grown normally in the months of November to April and Kharif crops are grown from May to October. These two seasons make Pakistan an agricultural economy and its performance depends on the climate during the whole year. Climate change generally affects agriculture through changes in temperature, precipitation.

Aims We assessed the scientific productivity in the field of cancer research of countries in the European Community (EC) and the most important non-EC countries by counting the number of papers published during the period 1988-1990 in 15 of the top scientific journals (as defined by the Journal Citation Reports, Oncology). The global and per capita data are presented for each country. Methods Qualitative parameters like the impact factor and the half-life were also considered in the analysis. The selection of cancer journals with a high average quotation rate gave significant results. Introducing the average impact factor and half-life of each journal modified the results only slightly. The per capita data for each country were not corrected for the number of investigators working in oncology (a datum difficult to obtain). The parameters thus do not define the performance of the average investigator but are more « economic » parameters specifically related to the field of cancer research. Results and conclusions Small, wealthy Western countries tended to have an advantage over large, less developed countries, as expected. However, additional individual differences that could be of interest were present in the group of developed countries.
