The economic corridors paradigm as extractivism: Four theses for a historical materialist framework

Abstract Economic corridors are under construction across the planet. Trillions of dollars are being spent and they will have significant implications for international politics and, ultimately, world order. However, there has been limited conceptual work on them to date, especially in International Relations. This article contributes to that gap by explaining the dominant rationale before offering a conceptualisation of economic corridors as an essentially extractivist paradigm. This counter-hegemonic proposition revolves around four relational theses: (1) economic corridors are a ‘fix’ for crises of capitalism; (2) economic corridors exacerbate class struggle; (3) economic corridors are tools for exploitation; (4) economic corridors facilitate financial extraction. In so doing it unmasks the dominant rationale as ideological cover for valorisation and accumulation based on extractive and exploitative relations with human and extra-human nature. Rather than contributing to inclusive and sustainable development as proponents claim, the article contends economic corridors reinforce power asymmetries between states, countries, and classes, thereby extending and entrenching processes of uneven and combined development. The argument is substantiated with empirical reference to mainland Southeast Asia but aims to advance understanding of extractive dynamics integral to the concept of economic corridors and hence operative worldwide.

It first considers the basic liberal assumptions, including a positive view of human nature and the belief that IR can be cooperative rather than conflictual. In their conceptions of international cooperation, liberal theorists emphasize different features of world politics. The chapter explores the ideas associated with four strands of liberal thought, namely: sociological liberalism, interdependence liberalism, institutional liberalism, and republican liberalism. It also discusses the debate between proponents of liberalism and neorealism, and it identifies a general distinction between weak liberal theories that are close to neorealism and strong liberal theories that challenge neorealism. Finally, it reviews the liberal view of world order and the notion that there is a ‘dark’ side of democracy.

As Smith points out, Reinhold Niebuhr's political ethic is closely linked to his philosophy of history. This view of history blends a dualistic understanding of human nature and rigorous contingency of experience - all sobered by a creative sense of tragedy. Niebuhr's modest sensibility was forged amid the early catastrophes of the century and fell on fertile ground early in the Cold War. But in the ironic wake of that superpower struggle there is much in Niebuhr's anitriumphalism to commend to today's international relations theorists and practitioners. Following Augustine, Niebuhr offers no escape from the complexities and contingencies of history, but neither does he view history as gloomily fixed. Rather, Niebuhr's complex and often contradictory sense of historical destiny reflects a sober hope for a more just and peaceful world order.

The Yalta-Potsdam system of international relations, established by culmination of World War II, was created to maintain the security and cooperation of states in the post-war world. Leaders of the Big Three, who ensured the Victory over the fascist-militarist bloc in 1945, made decisive contribution to its creation. This system cemented the world order during the Cold War years until the collapse of the USSR in 1991 and the destruction of the bipolar structure of the organization of international relations. Post-Cold War changes stimulated the search for new structures of the international order. Article purpose is to characterize circumstances of foundations formation of postwar world and to show how the historical decisions made by the leaders of the anti-Hitler coalition powers in 1945 are projected onto modern political processes. Study focuses on interrelated questions: what was the post-war world order and how integral it was? How did the political decisions of 1945 affect the origins of the Cold War? Does the American-centrist international order, that prevailed at the end of the 20th century, genetically linked to the Atlantic Charter and the goals of the anti- Hitler coalition in the war, have a future?Many elements of the Yalta-Potsdam system of international relations in the 1990s survived and proved their viability. The end of the Cold War and globalization created conditions for widespread democracy in the world. The liberal system of international relations, which expanded in the late XX - early XXI century, is currently experiencing a crisis. It will be necessary to strengthen existing international institutions that ensure stability and security, primarily to create barriers to the spread of national egoism, radicalism and international terrorism, for have a chance to continue the liberal principles based world order (not necessarily within a unipolar system). Prerequisite for promoting idea of a liberal system of international relations is the adjustment of liberalism as such, refusal to unilaterally impose its principles on peoples with a different set of values. This will also require that all main participants in modern in-ternational life be able to develop a unilateral agenda for common problems and interstate relations, interact in a dialogue mode, delving into the arguments of opponents and taking into account their vital interests.

Subject. The article investigates financial flows. Objectives. The study is to determine directions of financial flows in global social and economic entities. Methods. I rely upon the systems approach and methods of descriptive statistics. Results. The article illustrates the importance of national interests in financial flows of global social and economic entities. I emphasize that finance is a factor determining the importance of national interests. Finance mirrors the national development and opportunities of a social and economic entity to protect its sovereignty. Sustainable development seems to be the ground for solving any issues of national interests as part of financial flows of social and economic entities. This may be feasible through fund raising. I determined directions of financial flows streaming to socialist and capitalist social and economic entities. In Russia capitalist social and economic entities emerge due to a positively-skewed distribution of values around the average growth rate of direct investment in non-financial assets and portfolio investment, and a negatively-skewed distribution, i.e. military spending, inflation, fiscal revenue and general reserves net of gold. The article highlights that Russia and China have similar economic views on poverty and equality. Conclusions and Relevance. As global economic ties transform and controversies concerning the world order escalate, capitalist economies disregard the specifics of the social and economic paradigm and national interests of other countries. Such controversies can be eliminated if multiple economic interests are simplified. Sustainable development and respective goals seem to offer a solution to national interests as part of financial flows of social and economic entities. The findings unveil opportunities for exercising national interests in global social and economic entities by regulating a source of financial flows, generating new competencies for managerial decision-making on sustainable development goals.

The article considers and analyses the basic principles and directions of Russian foreign policy activities during the presidency of V.V. Putin from the moment of his assumption of the post of head of state to the current presidential term. The authors determine the basic principles of Russia's foreign policy in the specified period and make the assessment to them. The study uses materials from publications of both Russian and foreign authors, experts in the field of political science, history and international relations, as well as documents regulating the foreign policy activities of the highest state authorities. The paper considers the process of forming the priorities of Russia's foreign policy both from the point of view of accumulated historical experience and continuity of the internal order, and in parallel with the processes of transformation of the entire system of international relations and the world order. The article notes the multi-vector nature of Russia's foreign policy strategy aimed at developing multilateral interstate relations, achieving peace and security in the interstate arena, actively countering modern challenges and threats to interstate security, as well as the formation of a multipolar world. The authors conclude that at present, Russia's foreign policy activity is aimed at strengthening Russia's prestige, supporting economic growth and competitiveness, ensuring security and implementing national interests. Internal political reforms contribute to strengthening the political power of the President of the Russian Federation and increasing the efficiency of foreign policy decision-making.

This article offers a reading of Plato in light of the recent debates concerning the unique ‘ontology’ of International Relations (IR) as an academic discipline. In particular, this article suggests that Plato’s metaphysical account of the integral connection between human individual, the domestic state and world order can offer IR an alternative outlook to the ‘political scientific’ schema of ‘levels of analysis’. This article argues that Plato’s metaphysical conception of world order can not only provide IR theory with a way to re-imagine the relation between the human, the state and world order. Moreover, Plato’s outlook can highlight or even call into question the post-metaphysical presuppositions of contemporary IR theory in its ‘borrowed ontology’ from modern social science, which can in turn facilitate IR’s re-interpretation of its own ‘ontology’ as well as its distinct contributions to the understanding of the various aspects of the social world and human life.
