Basic principles of Russian foreign policy under Vladimir Putin

The article considers and analyses the basic principles and directions of Russian foreign policy activities during the presidency of V.V. Putin from the moment of his assumption of the post of head of state to the current presidential term. The authors determine the basic principles of Russia's foreign policy in the specified period and make the assessment to them. The study uses materials from publications of both Russian and foreign authors, experts in the field of political science, history and international relations, as well as documents regulating the foreign policy activities of the highest state authorities. The paper considers the process of forming the priorities of Russia's foreign policy both from the point of view of accumulated historical experience and continuity of the internal order, and in parallel with the processes of transformation of the entire system of international relations and the world order. The article notes the multi-vector nature of Russia's foreign policy strategy aimed at developing multilateral interstate relations, achieving peace and security in the interstate arena, actively countering modern challenges and threats to interstate security, as well as the formation of a multipolar world. The authors conclude that at present, Russia's foreign policy activity is aimed at strengthening Russia's prestige, supporting economic growth and competitiveness, ensuring security and implementing national interests. Internal political reforms contribute to strengthening the political power of the President of the Russian Federation and increasing the efficiency of foreign policy decision-making.

Agent-based computational modeling (ABM, for short) is a formal and supplementary methodological approach used in international relations (IR) theory and research, based on the general ABM paradigm and computational methodology as applied to IR phenomena. ABM of such phenomena varies according to three fundamental dimensions: scale of organization—spanning foreign policy, international relations, regional systems, and global politics—as well as by geospatial and temporal scales. ABM is part of the broader complexity science paradigm, although ABMs can also be applied without complexity concepts. There have been scores of peer-reviewed publications using ABM to develop IR theory in recent years, based on earlier pioneering work in computational IR that originated in the 1960s that was pre-agent based. Main areas of theory and research using ABM in IR theory include dynamics of polity formation (politogenesis), foreign policy decision making, conflict dynamics, transnational terrorism, and environment impacts such as climate change. Enduring challenges for ABM in IR theory include learning the applicable ABM methodology itself, publishing sufficiently complete models, accumulation of knowledge, evolving new standards and methodology, and the special demands of interdisciplinary research, among others. Besides further development of main themes identified thus far, future research directions include ABM applied to IR in political interaction domains of space and cyber; new integrated models of IR dynamics across domains of land, sea, air, space, and cyber; and world order and long-range models.

Status of Africa in Russian foreign policy is characterized by combination of high interests in multidirectional development of cooperation with some restrictions defined by geodistance, political instability, economic specifications of potential partners as well as unpreparedness of Russian business to manage projects within African realities. However development of cooperation between Russia and African states is in trend of Russian international strategy and shall be supported not only by practice of international relations but also by business and humanitarian cooperation and expansion of objective knowledge about African realities. After the period of reduction of Russian presence in Africa in the early 90-th, in recent 10-15 years we witness the inverse trend, that is controversially assessed by Russian and foreign experts. However the author of the article believes that the situation in 2018-2020 is positive, stable and predictable in general. That may be proved by system analysis of the system moments: role of Africa in current world order, cooperation of Russia with African states, promotion of Russian interests in the African region. That is worth mentioning that Russian policy at African direction increases its economic efficiency and material data of Russian-African economic cooperation is gradually growing.

In the light of China’s rise, it is of great interest to consider the views that are widespread in the PRC on the nature of Chinese state and the proper mode of international relations. Considering that Chinese leadership has proclaimed the goal of "rejuvenation" of the Chinese nation, modern assessments of China's historical past allow us to take a fresh look at the prospects for China's internal development as well as Chinese foreign policy in Asia. In this regard the era of the Qing Dynasty is of particular interest. During that period Chinese territory expanded  approximately to its modern borders, and the relations with the neighbors underwent a transition from the tributary system to the modern Westphalian type of international relations. There exist various interpretations of Chinese foreign policy’s traditions. Those interpretations are largely determined by the attitude to China's current behavior at the international stage. While the Chinese rulers have adopted the concept of traditional Chinese world order that is of Western origin, many Western researchers nowadays question this concept and tend to describe pre-revolutionary China as one of many expansionist empires in Eurasia. That point of view is subject to sharp criticism from Chinese authors. The portrayal of Qing China as one of the empires can entail serious consequences for international relations as well as the territorial integrity of the PRC. In order to achieve their goals in domestic and foreign policy, Chinese leaders strive to build a historical narrative in such a way that it combines the elements of various historical periods which are most profitable in the current circumstances, including the history of Silk Road.

Over the last four decades, Russia has been at the very center of peaceful change in international relations. Gorbachev’s conciliatory New Thinking (NT) fundamentally transformed international relations, ending the Cold War struggle and dismantling the Soviet empire and world communist movement. Contemporary Russia is at the forefront of the transition away from American unipolarity and toward what is believed will be a more equitable and just multipolar order. Over time, Russia has moved away from the idealism that characterized Gorbachev’s NT and toward a more hard-nosed and confrontational approach toward peaceful change. The chapter traces this evolution with a particular emphasis on the role that Russia’s unmet expectations of reciprocity and elevated status have played in the process. If they are to be successful, future efforts at peaceful change will have to find ways to address these issues of reciprocity and status, especially under circumstances where there are power asymmetries between the side making concessions and the side receiving them. Nevertheless, despite its disappointments, Russia’s approach to change remains (largely) peaceful. Elements of NT, including its emphasis on interdependence, collective/mutual security, and faith in the possibility of positive transformation, continue to be present in modern Russian foreign policy thinking.

The present study is an effort to analyze the mode and intensity of Chinese interests in Pakistan. By examining the policy of pursuit in finding another market in the region, the study aims to understand the current warmth of the relationship between China and Pakistan. Although maintaining a perpetually friendly relationship with China has always been a cornerstone of Pakistan’s foreign policy, yet strengthening this relationship into a structured partnership remained a gradual process in the light of their mutual interests. In the politics of international relations, the relationship between countries is a complex interaction of pragmatic national interests, which are multifaceted and could take an alternate course with changing regional and international scenarios. As both Pakistan and China share many common political, economic and strategic interests due to which both are giving their utmost priority to protect their interests related to the other. This paper will investigate the situation where it is commonly believed that China is inevitable by avoiding the vice-versa. No doubt common threats and challenges faced by both the nation is the major cause to unite them in terms of security, political, economic and strategic fronts.

Poverty in this country. During the reign of Chavez and Maduro the people felt a little prosperity again, but this is what America hates because America is finding it difficult to implement its neoliberalism policy in Venezuela. After the events that continue to happen, Maduro does not remain silent. Namely by continuing Chavez's socialist policies. Here the researcher uses the theory of foreign policy decision making by Alex Mintz to explain what factors influence Maduro policy and here the researcher uses the concept of national interest to explain what Maduro's interests are in this policy, this research methodology is qualitative explanatory using interviews as data. secondary and librarian as primary data. This research finds 4 main factors in Nicolas Maduro's foreign policy. From the social condition of Venezuela itself which is very crisis-ridden to the point where there is a split between the layers of society, Maduro finally does not listen to the people's complaints to him, then from a psychological point of view, Maduro, who really hates the United States, has a very tough mindset that he is too confident in his beliefs. In order to be able to fight America, in the end his belief was not in accordance with expectations and instead had a negative effect. Therefore, it is clear that emotions play an important role in important political decisions. From an economic point of view, Venezuela is no longer able to support its own country in economic terms. If this country supports itself, there will be greater destruction

An ever-growing body of scholarship on Russian foreign policy focuses attention to redefining concepts such as sovereignty and power. Aggressive and successful Russian foreign policy initiatives in the last decade give urgency and relevancy to such initiatives, from invading Georgia to deploying an aircraft carrier to support ground operations in Syria. While these proactive Russian foreign policies may characterize a reclamation of Russia’s great power status in the international community, I argue that the goal of Russia’s foreign policy is to create a new system, not beholden to the u.s.-led Western world. By undermining the legitimacy of Western style democracy and pushing the boundaries of existing norms in the international community, Russian President Vladimir Putin offers a new construct for international relations: the polycentric world order. Using Role Theory, I discuss the domestic and international pressures on the Russian state to create its identity and the evolution of Russian roles in previous international systems. Formal leader statements and official policy documents provide evidence of the changing roles Russia plays in the international arena, while role theory provides an explanatory context for the purpose of new Russian foreign policy.

In Polish political thought and foreign policy during the four-plus decades of Communist rule in Poland, the German question played a central role. Many aspects of the Conference on Security and Cooperation in Europe (CSCE) were connected with the German question, but it would be a simplification to construe the Polish regime's interest in the conference only in the context of the German problem. Polish leaders saw CSCE also as a chance for introducing changes in East-West relations and for extending Poland's leeway for maneuver in international relations. This article shows how Polish Communist leaders thought about these issues and traces the diplomatic activity aimed at promoting the Polish point of view and securing the country's (and regime’s) priorities.

While presidents have historically been the driving force behind foreign policy decision-making, Congress has used its constitutional authority to influence the process. The nation’s founders designed a system of checks and balances aimed at establishing a degree of equilibrium in foreign affairs powers. Though the president is the commander-in-chief of the armed forces and the country’s chief diplomat, Congress holds responsibility for declaring war and can also exert influence over foreign relations through its powers over taxation and appropriation, while the Senate possesses authority to approve or reject international agreements. This separation of powers compels the executive branch to work with Congress to achieve foreign policy goals, but it also sets up conflict over what policies best serve national interests and the appropriate balance between executive and legislative authority. Since the founding of the Republic, presidential power over foreign relations has accreted in fits and starts at the legislature’s expense. When core American interests have come under threat, legislators have undermined or surrendered their power by accepting presidents’ claims that defense of national interests required strong executive action. This trend peaked during the Cold War, when invocations of national security enabled the executive to amass unprecedented control over America’s foreign affairs.
