Harold Laski was a writer who exercised enormous influence in the turbulent environment of the early to mid-twentieth century. Though normally regarded as a political theorist, Laski frequently wrote on the problems of international politics. Certainly, his work was fully engaged with world issues in the inter-war and post-war periods. Like many critical and idealist thinkers of the time, he initially hoped that the League of Nations would usher in a new, international democratic system. However his early hopes gave way to a more pessimistic (and more radical) perspective, and from the late 1920s onwards he believed that the only way of transcending the existing system of sovereign states was by moving beyond capitalism. Combining a critique of both the Westphalian system and the market which he assumed underpinned it, Laski raised major questions – relevant to his own times and to ours too. Mainly ignored since his death, it is perhaps time that the work of this unduly neglected figure should be revisited.

This chapter analyzes the vibrant discussions of the early twentieth century over how to revive a caliphate best suited to the post-war era. While some advocated preservation of a traditional caliphal figurehead, many Muslim intellectuals were greatly persuaded by new models of internationalism embracing the nation-state and proposed international caliphal councils and organizations, similar to the League of Nations, or other purportedly spiritual institutions, similar to the refashioned papacy, to preserve the bonds of a transregional religious community. To varying degrees, all the participants in the debate over reviving a twentieth-century caliphate were influenced by an intriguing confluence of both the historic transregionalism of the Muslim community as well as the modern thrust of the new age of global internationalism.

The success of wartime governments in the twentieth century is determined not just by their effectiveness in waging war, but also by their ability to plan for peace. Mobilizing the population for total war and winning the benevolent neutrality or active support of major uncommitted powers require the projection of a vision of a better, peaceful world which will be the necessary consequence of victory. The reordering of international society is therefore proclaimed as a war aim of each belligerent. By December 1916, when Lloyd George displaced Asquith, the desirability of establishing a league of nations was already a matter of serious popular and diplomatic discussion. The new administration almost immediately had to state its attitude on questions of post-war international organization. In launching his peace initiative President Wilson called for the establishment after the war of a ‘league of nations to insure peace and justice’. The joint reply of the Entente powers endorsed the setting up of such a body. In a separate commentary, which was given wide publicity in America, the foreign secretary, A. J. Balfour, explained that, as a condition of durable peace, ‘behind international law, and behind all treaty arrangements for preventing or limiting hostilities, some form of international sanction should be devised which would give pause to the hardiest aggressor’.

Europe's history since 1945 has most commonly been seen through the prism of international politics and economic change, from post-war reconstruction to late twentieth-century deindustrialisation. Urban history has been tangential to these accounts. Hence Leif Jerram's call to arms in his book Streetlife, published in 2011: ‘it is time to put the where into the what and why of history’. The history of Europe's twentieth century, Jerram declared, happened ‘in the streets and factories, cinemas and nightclubs, housing estates and suburbs, offices and living rooms, shops and swimming baths of Europe's booming cities’.

The work of French ethnologist and prehistorian André Leroi-Gourhan (1911–86) represents an important episode in twentieth-century intellectual history. This essay follows the development of Leroi-Gourhan's relationship to the discipline of ethnology from his early work on Arctic Circle cultures to his post-war texts on the place of ethnology in the human sciences. It shows how in the pre-war period there is already a conscious attempt to articulate a more comprehensive form of ethnology including the facts of natural environment and material culture. The essay also indicates the biographical importance of Leroi-Gourhan's mission to Japan as a decisive and formative experience of ethnographic fieldwork, combining the learning of a language with extended immersion in a distinctive material and mental culture. Finally, it explores how in the post-war period Leroi-Gourhan's more explicit meta-commentaries on the scope of ethnology argue for an extension of the discipline's more traditional domains of study to include the relatively neglected areas of language, technology and aesthetics.

Chapter 3 investigates the process of party formation in France, Germany, Great Britain, and Italy, and demonstrates the important role of cultural and societal premises for the development of political parties in the nineteenth century. Particular attention is paid in this context to the conditions in which the two mass parties, socialists and Christian democrats, were established. A larger set of Western European countries included in this analysis is thoroughly scrutinized. Despite discontent among traditional liberal-conservative elites, full endorsement of the political party was achieved at the beginning of the twentieth century. Particular attention is paid to the emergence of the interwar totalitarian party, especially under the guise of Italian and German fascism, when ‘the party’ attained its most dominant influence as the sole source and locus of power. The chapter concludes by suggesting hidden and unaccounted heritages of that experience in post-war politics.

Brexit is likely to lead to the largest shift in Britain’s economic orientation in living memory. Some have argued that leaving the EU will enable Britain to revive markets in Commonwealth countries with which it has long-standing historical ties. Their opponents argue that such claims are based on forms of imperial nostalgia which ignore the often uncomfortable historical trade relations between Britain and these countries, as well as the UK’s historical role as a global, rather than chiefly imperial, economy. This book explores how efforts to promote a ‘British World’ system, centred on promoting trade between Britain and the Dominions, grew and declined in influence between the 1880s and 1970s. At the beginning of the twentieth century many people from London, to Sydney, Auckland, and Toronto considered themselves to belong to culturally British nations. British politicians and business leaders invested significant resources in promoting trade with Australia, Canada, New Zealand, and South Africa out of a perception that these were great markets of the future. However, ideas about promoting trade between ‘British’ peoples were racially exclusive. From the 1920s onwards colonized and decolonizing populations questioned and challenged the bases of British World networks, making use of alternative forms of international collaboration promoted firstly by the League of Nations and then by the United Nations. Schemes for imperial collaboration amongst ethnically ‘British’ peoples were hollowed out by the actions of a variety of political and business leaders across Asia and Africa who reshaped the functions and identity of the Commonwealth.

In examining the practice of socialist internationalism, this book has sought to combine three fields of historical scholarship (socialism, internationalism, and international politics) in the aim of contributing to each one. The contribution to the first area, socialism, is perhaps the most obvious. Contrary to numerous claims, socialist internationalism did not die in August 1914 but survived the outbreak of war and afterwards even flourished at times. Indeed, during the two post-war periods, European socialists worked closely together on a variety of pressing issues, endowing the policymaking of the British, French, and German parties with an important international dimension. This international dimension was never all-important: it rarely, if ever, trumped the domestic political and intra-party dimensions of policymaking. But its existence means that the international policies of any one socialist party cannot be fully understood in isolation from the policies of other parties. The practice of socialist internationalism was rarely easy: contention was present and sometimes rife. Equally pertinent, idealism could be in short supply. Often enough, European socialists instrumentalized internationalism for their own ends, whether it was Ramsay MacDonald with the Geneva Protocol during the 1920s or Guy Mollet, who hoped to discredit internal party critics of his Algerian policy during the 1950s. Nevertheless, the attempts to instrumentalize socialist internationalism underscore the latter’s significance. After all, such attempts would be inconceivable unless socialist internationalism meant something to European socialists....

To students of international relations it has become almost a commonplace that among the most significant and permanent results of the World War has been the changed international status of the republics of Latin America. As a result of the war and post-war developments in these states, the traditional New World isolation in South America, as well as in North America, is a thing of the past. To our leading sister republics is no longer applicable the half-contemptuous phrase, current in the far-off days before 1914, that Latin America stands on the margin of international life. The new place in the comity of nations won by a number of these states is evidenced—to take one of the most obvious examples—by the raising of the legations of certain non-American powers to the rank of embassies, either during or immediately after the war. In the case of Brazil, for instance, where prior to 1914 only the United States maintained an ambassador, at the present time Great Britain, France, Italy, Belgium, Portugal, and Japan maintain diplomatic representatives of this rank.Yet all things considered one of the most fruitful developments in the domain of international relations has been the share taken by our southern neighbors in the work of the League of Nations. All of the Latin American republics which severed relations with Germany or declared war against that country were entitled to participate in the Peace Conference. As a consequence, eleven of these states affixed their signatures to the Treaty of Versailles, an action subsequently ratified in all cases except Ecuador.

AbstractIn his Heretical Essays, Jan Patočka introduces the concept of the solidarity of the shaken. He argues that it emerges in the conditions of political violence—the frontline experience (Fronterlebnis). Moreover, Patočka brings into discussion the puzzling concepts of day, night, metanoia and sacrifice, which only further problematise the idea. Researching how other thinkers have examined the phenomenon of the frontline experience, it becomes obvious that Patočka did not invent the obscure vocabulary ex nihilo. Concepts such as frontline experience, sacrifice and the metaphors of the day and night were commonly used by thinkers in the inter-war and post-war eras in their examination of community (Gemeinschaft). This study aims to reconstruct the idea of the solidarity of the shaken as contextualized within a broader scholarly debate on the concept of community (Gemeinschaft). Through the critical dialogue between Patočka’s works and the works of Ernst Jünger and Pierre Teilhard de Chardin, this study will portray how Patočka, in his discourse on the frontline experience, follows the usual pattern of overcoming one’s individuality, transcending and opening up to the constitution of solidarity. This paper will argue that Patočka defined the solidarity of the shaken in an attempt to revive the positive aspects of a community and break with the regressive (if not sinister) uses to which it was put in the twentieth century.
