Commander Clissold (19, 109) has produced a very well considered argument to demonstrate that the Steering and Sailing Rules are inadequate for present-day use and that in the future they are likely to fall well short of traffic requirements.I agree entirely with this assessment and I agree in general with his proposed solution. His suggested Rule requires action to be taken by both parties to every encounter where there is risk of collision, and the most important objection to this is that it implies dual responsibility for manœuvre. This is something which many people consider highly undesirable despite the fact that it apparently succeeds in the case of Rule 18, and to proceed directly from the present Rules to Commander Clissold's Rules would, I believe, be too large a step to be generally acceptable.

Tsunami which was generated by the 2004 Aceh eartquake has beenhaunting our life. The building damage due to the tsunami could be seenthroughout Meulaboh Coastal Area. Appearing of the physical loss wasclose to our fault. It was caused by the use dan plan of the land withoutconsidering a tsunami disaster threat. Learning from that event, we haveconducted a research on the pattern of damage that caused by the 2004tsunami. Based on the analysis of tsunami hazard intensity and thepattern of building damage, it has been made a landuse planning whichbased on tsunami mitigation for Meulaboh. Tsunami mitigation-based ofMeulaboh landuse planning was made by intergrating some aspects, suchas tsunami protection using pandanus greenbelt, embankment along withhigh plants and also arranging the direction of roads and setting of building forming a rhombus-shaped. The rhombus-shaped of setting of the road and building would reduce the impact of tsunamic wave. It is expected that these all comprehensive landuse planning will minimize potential losses in the future .

<p>En este trabajo se concretan, para la provincia de León, las principales características del transporte, tanto en cuanto a las infraestructuras de las que dispone como a los servicios que ofrece. Revisamos la evolución de las inversiones realizadas en el sector ferroviario, de transporte por carretera y por avión, con especial atención a las responsabilidades de cada Administración y a las previsiones futuras basadas en distintos Planes de Infraestructuras  e Informes. En la última parte del trabajo abordamos el impacto de los servicios de transporte en la provincia, tanto en términos de Valor Añadido como en términos de Empleo y repasamos diversos indicadores que, indirectamente, informan de la evolución del sector. Finalmente, se aborda la estructura geográfica de las principales relaciones del transporte leonés con otras provincias.</p><p>In this work we specified, for the province of Leon, the main features of transport, both in terms of infrastructure as in terms of services offered. We review the evolution of investments in the railway sector, the road transport and the transport by air, with special attention to the responsibilities of each Administration and to the future projections based on different Infrastructure Plans and Reports. In the last part of the paper we address the impact of transport services in the province, both in terms of value added and in terms of employment and review several indicators that indirectly informed of the sector’s performance. Finally, the geographical structure of the main transport relations of Leon with other provinces are also addressed.</p>

The purpose of this article is to provide the basic model of Hofstede and Grays’ cultural values that relates the Hofstede’s cultural dimensions and Gray‘s accounting value. This article reviews some studies that prove the model and develop the research in the future. There are some evidences that link the Hofstede’s cultural values studies with the auditor’s judgment and decisions by developing a framework that categorizes the auditor’s judgments and decisions are most likely influenced by cross-cultural differences. The categories include risk assessment, risk decisions and ethical judgments. Understanding the impact of cultural factors on the practice of accounting and financial disclosure is important to achieve the harmonization of international accounting. Deep understanding about how the local values may affect the accounting practices and their impacts on the financial disclosure are important to ensure the international comparability of financial reporting. Gray’s framework (1988) expects how the culture may affect accounting practices at the national level. One area of the future studies will examine the impact of cultural dimensions to the values of accounting, auditing and decision making. The problem raised in this research is the implementation of ERP (Electronic Road Price) which will be applied in several street corners of the capital of Jakarta, many pros and cons that will occur in its application, ranging from its licensing to its application in the field, socialization to users the road in the capital is very important to do because it will directly intersect with motorized motorists in the capital of Jakarta, in its application also must be considered using what tools are best placed in every corner of the capital to help smooth the system to be applied, in this research the author will provide suggestions and frameworks so that the implementation of the ERP system (Electronic Road Price) can be carried out right away, with the suggestions that have been made are expected to influence the policies that will be made in terms of ERP (Electronic Road Price) in the future.
