Because fish populations are the classical examples of common-property resources, Garrett Hardin's ‘tragedy of the commons’ is frequently cited as the cause of their decline. However, it has now been shown that many small community fisheries, as well as a number of larger commercial fisheries, are not managed according to the ‘commons’ model but rather are subject to internal limitedentry restrictions which prevent resource overexploitation. Further, Hardin's model ignores critical relationships which exist between common-property and private resources in many Third World rural societies. Changes in these relationships have significant implications for sustained yield management of common-property resources, such as fisheries, in these societies.In Amazonia, the current changing relationship between common-property and private resources on the terra firme uplands profoundly affects the degree of exploitation that is experienced by the region's fisheries. It also has important implications for the survival of Amazonia's flood-forests which play a critical role in the region's fisheries ecology.

The chapter assesses the notion of local scale and decentralization that emanates from the IWRM principles. Evaluation of the benefits of decentralization was done through the political ecology lens that critically examines fairness and power struggles across spaces. Sanyati catchment was used to draw empirical evidence in light of the theoretical expectations of decentralization towards catchment water security. Qualitative approach was used to collect data. Interviews were the main sources of data collection. The findings showed that decentralization has failed to produce the desired results compared to what is assumed in the dominant narrative that highly esteems the decentralization management approach. The chapter showed that what brings results are not local scales and suggests that probably fair and transparent resource distribution and allocation at any scale may bring about water protection that does not trigger the tragedy of the commons.

Tunisia A has long been regarded as a model of political development and stability in the Third World. There is no doubt that the charismatic Habib Bourguiba, the aging (71) yet indefatigable leader of an effective nation-wide party apparatus, has helped ensure Tunisia's development from the period of the pre-independence struggle until today. It is not unnatural, therefore, given the critical role of Bourguiba in the operation of the political system, to question the degree of institutionalisation, stability, modernity, and democracy that Tunisia could retain after the passing of its dynamic leader.

After decades of mangrove deforestation for the development of shrimp farming, the Ecuadorian state began to officially recognize the ancestral rights of traditional users of coastal mangrove resources in the late 1990s. This article traces the trajectory of coastal policy change and the transformation of mangrove tenure regimes from an implicit preference for shrimp aquaculture to a focus on conservation and sustainable development with greater community participation through the establishment of community-managed mangrove areas called custodias. I argue that while the custodias have empowered local communities in their struggle to defend their livelihoods and environment against the marginalizing forces of global shrimp aquaculture, the implementation of common property arrangements for mangrove fishery management has changed the nature of property rights, the distribution of resources, and social relations among collectors of mangrove cockles (Anadara tuberculosa and A. similis). I suggest a need to develop a political ecology of the commons, an analytical approach applied here to examine the fundamental shift in the nature of the struggle over mangrove resources, from artisanal fishers versus shrimp farmers to a struggle between compañeros: members of associations versus independent cockle collectors. Such a shift in the struggle over resources threatens to undermine the sustainability of the fishery. This chapter critically examines the class dynamics of land control and the influence of the elites and absentee landlords who take decisions on behalf of the subsistent peasantry. Yet another layer of control over land, the inter-dependence of the poor on the elites and vice-versa, has been analysed in detail. Simultaneously, the chapter also illustrates the peasant narrative about subordination, subalternity, and powerlessness. It mainly elucidates the peasant’s interpretations of loss caused by dispossession and displacement. It also discusses the viewpoints of the state, the corporate, and the political parties on the concept of the micro picture of who gets what and how. The chapter argues that HEP construction in Gurez has caused destruction of ecology and has adversely impacted the common property resources. Therefore, land-grabbing leads to a phenomenon where land is needed while labour is not.

Abstract This paper provides a formal analysis of the evolution of cooperation in the management of common property resources. We develop a dynamic model that includes moral norms or a sense of 'identity,' and show that cooperation may – but need not – be an equilibrium outcome in the absence of intervention by a managing agency or punishment by peers. We demonstrate that outside intervention has ambiguous effects when identity matters – it may reduce welfare of the agents harvesting the stock.

Recent debates in social anthropology on land acquisitions highlight the need to go further back in history in order to analyse their impacts on local livelihoods. The debate over the commons in economic and ecological anthropology helps us understand some of today’s dynamics by looking at precolonial common property institutions and the way they were transformed by Western colonization to state property and then, later in the age of neoliberalism, to privatization and open access. This paper focuses on Africa and refers to the work of critical scholars who show that traditional land tenure was misinterpreted as customary tenure without full property rights, while a broader literature on the commons shows that common-pool resources (pasture, fisheries, wildlife, forestry etc.) have been effectively managed by locally-developed common property institutions. This misinterpretation continues to function as a legacy in both juridical and popular senses. Moreover, the transformation of political systems and the notion of customary land tenure produced effects of central importance for today’s investment context. During colonial times a policy of indirect rule based on new elites was created to manage customary lands of so-called native groups who could use the land as long as it was of no value to the state. However, this land formally remained in the hands of the state, which also claimed to manage common-pool resources through state institutions. The neoliberal policies that are now demanded by donor agencies have had two consequences for land and land-related common-pool resources. On the one hand, states often lack the financial means to enforce their own natural resource legislation and this has led to de facto open access. On the other hand, land legally fragmented from its common-pool resources has been transformed from state to private property. This has enabled new elites and foreign investors to claim private property on formerly commonly-held land, which also leads to the loss of access to land related common-pool resources for more marginal local actors. Thus, the paper argues that this process does not just lead to land grabbing but to commons grabbing as well. This has furthermore undermined the resilience and adaptive capacity of local populations because access to common-pool resources is vital for the livelihoods of more marginal groups, especially in times of crisis. Comparative studies undertaken on floodplains in Botswana, Cameroon, Mali, Tanzania and Zambia based on a New Institutional Political Ecology (NIPE) approach illustrate this process and its impacts and show how institutional transformations are key to understanding the impacts of large-scale land acquisitions (LSLA) and investments in Africa.

This chapter provides an introduction to the Oxford Handbook of Water Politics and Policy. The politics of water is shaped by several factors, including its critical role in life-sustaining processes, its challenging physical properties as a flowing and often unpredictable resource that declines to “sit still” for governance, and the tensions among its many different social meanings—valuable commodity, lynchpin of cultures, foundational symbol in the world’s major religions, and secular symbol of national progress and global human rights. The chapter sketches some of the main historical trajectories in water politics, shaped not only by local hydrologic and socioeconomic circumstances but also by powerful transnational political, economic, and ideational forces. The chapter also sketches the development of social-science scholarship on water, including clustered research on irrigation development, managing common property resources, transboundary water relations, environmental history, cultural studies of water, and climate-driven challenges of resilience and adaptive capacity.

<p>This thesis explores narratives of property and ownership in natural resources, particularly common property resources such as the foreshore and seabed. Using the Ōhiwa Harbour as a case study, I investigate property relations between Māori, Pākehā and official agencies in respect to the natural environment in an evolving ‘third space’ in Aotearoa New Zealand. In this space, conflicting narratives on the ‘ownership’ of common property resources hold centre stage. This research addresses a gap in the literature concerning everyday Māori-Pākehā relations in owning and governing natural common goods, taking both the community and local government levels into account. Its principal questions are: How do property relations inform people’s capacity to act collectively across cultural meanings? How might intercultural communities utilise legal pluralism to facilitate decolonisation in natural resource governance? Can nature be given the agency it is sometimes declared to have? Overarching these and other research questions is an investigation of how far commoning has progressed in the case-study area and whether this might form the basis for new developments for the concept of the commons.  Informed by theories relating to both the commons and institutions which embody collective action, I employ a three-layered approach to property that distinguishes cultural ideologies, legal-institutional frameworks of rights, and actual social relationships and practices. I show that this mixed theoretical and empirical approach can be usefully tested through in-depth ethnographic fieldwork. In particular, my participation in everyday interactions of kaitiaki, care groups and the Ōhiwa Harbour Strategy partnership has revealed important nuances, synergies and differences between the different layers of property relations.  I propose separate institutions for collective action are emerging at the community level that have started to borrow cultural concepts from each other, although their practices remain largely disconnected. At the local government level, too, the Ōhiwa Harbour Strategy partnership embodies common and intercultural ownership and offers an important stage for iwi and hapū representation. There are rich ‘commoning’ opportunities at both the community and the local government levels for the exercise of transformative power regarding the local normative order. The self- and multi-level governance of common properties such as the Ōhiwa Harbour could be fostered if ideas of the commons would be embraced more broadly, including at a national governmental level. The sense of shared ownership in the landscape that tāngata whenua and Pākehā express provides, moreover, opportunities to move beyond the formal Crown-Māori reconciliation processes that have largely excluded Pākehā.  For these reasons alone, future research into the knowledge commons is crucial. The thesis contends that commons research in Aotearoa New Zealand needs to critically engage with concepts such as rangatiratanga, kaitiakitanga and stewardship, both per se and because their realisation appears to be a quest not only for Māori but for a growing number of Pākehā who question ongoing marketization and seek alternatives to public and private ownership. The thesis findings also point to other areas of research which could benefit from a commons approach, such as Pākehā and Māori memory of the transformation of landscapes, and issues related to farming, forestry and particularly freshwater.  Based on an in-depth study of both the current imaginary of the commons, and practical progress on institutionalising collective action at Ōhiwa Harbour, this thesis contributes to and opens the way for future thinking on shared, socially and ecologically sustainable landscapes.</p>

This paper starts from the perspective that resource management approaches are based upon a body of environmental knowledge. By analysing fisheries management in Mweru-Luapula, Zambia, I argue that this body of environmental knowledge has 1) remained largely unchanged throughout the recent shift to co-management and 2) is to a great extent based upon general paradigmatic conventions with regard to common property regimes. The article outlines the historical trajectories of both resource management and the political ecology of Mweru-Luapula's fishing economy. Using a relational perspective – by looking at interaction of the local fishing economy with external developments, but also by examining socioeconomic relations between individual actors – this article exposes constraints and incentives within the local fishing economy that are not absorbed in the current co-management regime. These findings challenge both policy goals and community-based resource management itself. I argue that governance of small-scale fisheries – in order to close the gap between locally based understandings, policy and legislation – should always be built upon all dimensions (social, economic, ecological, and political) that define a fisheries system.Keywords: co-management, common-property resource management, political ecology, Mweru-Luapula fishery, Zambia.
