Voluntary management in an inshore fishery has conservation benefits

The management of fisheries in European Union (EU) waters has generally been regulated through government institutions and agreed quota allocations. This top-down management approach may have contributed to the continued decline of targeted fish stocks by forcing fishers to compete for limited resources without engendering a sense of resource stewardship. In attempting to reverse this decline, scientists and managers should examine management systems that do not solely depend on top-down approaches, and the Inshore Potting Agreement (IPA) is an example. The IPA is a voluntary fishery management system designed and operated by inshore fishers of south Devon, England. The IPA was conceived to reduce conflict between static-gear (pot and net) and towed-gear (trawl and dredge) fishers, and is regarded as a successful fisheries management regime by fishers and managers because it has effectively allowed fishers from both sectors to operate profitably on traditional fishing grounds. Another study determined that the IPA has incidentally protected benthic habitat complexity. Fishers from the static-gear and towed-gear sectors were interviewed to determine the evolution and function of the IPA, and to establish the factors that ensure the high level of regulatory compliance amongst fishers from both sectors. Towed-gear fishers gave significantly different responses to the same questions asked of static-gear fishers, and were generally less satisfied with the existence of the IPA. Multivariate analyses of the interview data suggested that fishers who thought the IPA was a good system also thought the system provided pot protection, but had experienced inter-sector conflict. Fishers who thought the IPA provided no personal benefit also thought that static-gear fishers should be more restricted, and that towed-gear corridors or more seasonal-use areas should be established within the existing IPA area. However, fishers from both sectors agreed that the IPA has maintained traditional practices of the local fishing industry, and that the system has conserved target finfish and scallop species. A number of factors were identified as critical to the success of the IPA. These included the voluntary nature of the agreement, the limited number of organizations representing fishers and very high level of membership of those organizations, and the simplicity of the system. Regulatory compliance is enhanced through the ability of fishers' organizations to respond rapidly to inter-sector conflict issues.

AbstractThe 1995 UN Straddling and Highly Migratory Fish Stocks Agreement is designed to implement the management principles of the LOS Convention applicable to these stocks. This contribution focuses upon those aspects of the 1995 Agreement related to surveillance and enforcement, dispute settlement and the role and competence of regional fisheries management organisations (RFOs). The Agreement seeks to delegate fisheries management authority over straddling stocks to the RFOs. A key issue that will confront an RFO will be compatibility of management measures inside and outside the 200-nautical mile zone. An RFO will have to choose between a "top down" (the RFO managing the entire stock) or a "bottom up" (the coastal state having independent authority within 200 nautical miles) approach. While the 1995 Agreement is careful not to trample upon coastal state jurisdiction within 200 nautical miles, the preferred resource management approach supported by the 1995 Agreement and this contribution is the "top down" model.

Abstract A major claim in the constructionist approach to language acquisition is that grammar is learned by pairings of form and function. In this study we test this claim by examining how L2 learners of Mandarin Chinese acquire the bei passive construction, a construction that is associated with the meaning of adversity. Our goal is to find out whether L2 learners make the association between the passive and adversity. Participants performed a sentence choice task under four conditions: an adversative context with an adversative verb, an adversative context with a neutral verb, a neutral context with a neutral verb and a positive context with a neutral verb. In each context participants were asked to select either the bei passive construction or its active counterpart. We found that high-level learners consistently chose the bei passive significantly more in adversative contexts than in non-adversative contexts regardless of the connotations of the verbs, while low-level learners made the distinction half of the time. In addition, while low-level learners did not yet associate adversity with the form of the construction, high-level learners did. We conclude that L2 learners do learn the bei passive construction as a form-meaning pair. The constructionist approach is supported.

To make feasible and scalable the verification of large and complex concurrent systems, it is necessary the use of compositional techniques even at the highest abstraction layers. When focusing on the lowest software abstraction layers, such as the implementation or the machine code, the high level of detail of those layers makes the direct verification of properties very difficult and expensive. It is therefore essential to use techniques allowing to simplify the verification on these layers. One technique to tackle this challenge is top-down verification where by means of simulation properties verified on top layers (representing abstract specifications of a system) are propagated down to the lowest layers (that are an implementation of the top layers). There is no need to say that simulation of concurrent systems implies a greater level of complexity, and having compositional techniques to check simulation between layers is also desirable when seeking for both feasibility and scalability of the refinement verification. In this article, we present CSim 2 a (compositional) rely-guarantee-based framework for the top-down verification of complex concurrent systems in the Isabelle/HOL theorem prover. CSim 2 uses CSimpl, a language with a high degree of expressiveness designed for the specification of concurrent programs. Thanks to its expressibility, CSimpl is able to model many of the features found in real world programming languages like exceptions, assertions, and procedures. CSim 2 provides a framework for the verification of rely-guarantee properties to compositionally reason on CSimpl specifications. Focusing on top-down verification, CSim 2 provides a simulation-based framework for the preservation of CSimpl rely-guarantee properties from specifications to implementations. By using the simulation framework, properties proven on the top layers (abstract specifications) are compositionally propagated down to the lowest layers (source or machine code) in each concurrent component of the system. Finally, we show the usability of CSim 2 by running a case study over two CSimpl specifications of an Arinc-653 communication service. In this case study, we prove a complex property on a specification, and we use CSim 2 to preserve the property on lower abstraction layers.

AbstractThe genes encoding for neuregulin1 (NRG1), a growth factor, and its receptor ErbB4 are both risk factors of major depression disorder and schizophrenia (SZ). They have been implicated in neural development and synaptic plasticity. However, exactly how NRG1 variations lead to SZ remains unclear. Indeed, NRG1 levels are increased in postmortem brain tissues of patients with brain disorders. Here, we studied the effects of high-level NRG1 on dendritic spine development and function. We showed that spine density in the prefrontal cortex and hippocampus was reduced in mice (ctoNrg1) that overexpressed NRG1 in neurons. The frequency of miniature excitatory postsynaptic currents (mEPSCs) was reduced in both brain regions of ctoNrg1 mice. High expression of NRG1 activated LIMK1 and increased cofilin phosphorylation in postsynaptic densities. Spine reduction was attenuated by inhibiting LIMK1 or blocking the NRG1–LIMK1 interaction, or by restoring NRG1 protein level. These results indicate that a normal NRG1 protein level is necessary for spine homeostasis and suggest a pathophysiological mechanism of abnormal spines in relevant brain disorders.

In an environment where cost, timeliness, and quality drives the business, it is essential to look for answers in technology where these challenges can be met. In the Novartis Pharmaceutical Quality Assurance Department, automation and robotics have become just the tools to meet these challenges. Although automation is a relatively new concept in our department, we have fully embraced it within just a few years. As our company went through a merger, there was a significant reduction in the workforce within the Quality Assurance Department through voluntary and involuntary separations. However the workload remained constant or in some cases actually increased. So even with reduction in laboratory personnel, we were challenged internally and from the headquarters in Basle to improve productivity while maintaining integrity in quality testing. Benchmark studies indicated the Suffern site to be the choice manufacturing site above other facilities. This is attributed to the Suffern facility employees' commitment to reduce cycle time, improve efficiency, and maintain high level of regulatory compliance. One of the stronger contributing factors was automation technology in the laboratoriess, and this technology will continue to help the site's status in the future. The Automation Group was originally formed about 2 years ago to meet the demands of high quality assurance testing throughput needs and to bring our testing group up to standard with the industry. Automation began with only two people in the group and now we have three people who are the next generation automation scientists. Even with such a small staff,we have made great strides in laboratory automation as we have worked extensively with each piece of equipment brought in. The implementation process of each project was often difficult because the second generation automation group came from the laboratory and without much automation experience. However, with the involvement from the users at ‘get-go’, we were able to successfully bring in many automation technologies. Our first experience with automation was SFA/SDAS, and then Zymark TPWII followed by Zymark Multi-dose. The future of product testing lies in automation, and we shall continue to explore the possibilities of improving the testing methodologies so that the chemists will be less burdened with repetitive and mundane daily tasks and be more focused on bringing quality into our products.

Proteins in the post-genome era impose diverse research challenges, the main are the understanding of their structure-function mechanism, and the growing need for new pharmaceutical drugs, particularly antibiotics that help clinicians treat the ever- increasing number of Multidrug-Resistant Organisms (MDROs). Although, there is a wide range of mathematical-computational algorithms to satisfy the demand, among them the Quantitative Structure-Activity Relationship algorithms that have shown better performance using a characteristic training data of the property searched; their performance has stagnated regardless of the number of metrics they evaluate and their complexity. This article reviews the characteristics of these metrics, and the need to reconsider the mathematical structure that expresses them, directing their design to a more comprehensive algebraic structure. It also shows how the main function of a protein can be determined by measuring the polarity of its linear sequence, with a high level of accuracy, and how such exhaustive metric stands as a "fingerprint" that can be applied to scan the protein regions to obtain new pharmaceutical drugs, and thus to establish how the singularities led to the specialization of the protein groups known today.

ABSTRACT Aim: To describe an approach for the diagnosis and management of patients presenting with crooked nose. Background Patients with crooked nose suffer from functional ailments, most significant nasal obstruction, as well as esthetic concerns which may impact their self-image as well as others’ perception of them. As such, management of the crooked nose is an especially challenging task in that it demands careful attention to both nasal function and appearance. There are a plethora of surgical techniques which may be utilized, and the surgeon's approach must be tailored to each individual patient's presentation. Technique Accurate diagnosis is imperative for a successful outcome and relies on a thorough history and careful physical examination. Surgical intervention may be addressed by either an endonasal or open approach based on the location and severity of the deformity. It is helpful to break down the nose in vertical thirds when planning your surgical approach. Different techniques are used to address the upper third comprising the nasal bones, middle third composed of the upper lateral cartilages and septum, and the lower third composed of the lower lateral cartilages and caudal septum. Conclusion Management of the crooked nose is a technically challenging endeavor that highlights the need to address both form and function for a successful outcome. Effective treatment can significantly improve a patient's quality of life leading to a high level of satisfaction for both the patient and the surgeon. This contribution presents the design and function verification of additional filtration. It is intended for the common transmission and hydraulic oil filling of tractors. The main role of this filtration concept is to ensure a high level of oil cleanness as a condition for the application of ecologic fluids in tractors. The next one is to decrease the wear of lubricated tractor components, the degradation of oil and eventually to extend the interval of oil change. The designed additional filtering is characterized by ease installation through the use of quick couplings and hoses to the external hydraulic circuit. Therefore, the filtration is suitable for various tractor types. Filter element has been designed with the filter ability 1micron and the ability to separate to 0.5 dm3 of water from oil. Function of additional filtration was verified during the 150 engine hours of tractor operation. During this time period the oil contamination was evaluated on the basis of chemical elements content such as Fe, Cu, Si, Al, Ni, Mo and Cr. The additive concentration was evaluated on the basis of chemical elements content such as Ca, P and Zn. During the test operation of tractor the concentration decrease of chemical elements reached the values 25.53 % (Fe), 23.53 % (Si), 25 % (Al) and 5.5 % (Cu). The decrease of additive concentration reached only medium level (6.6 %). Therefore, the designed additional filtration doesn’t remove additives from oil. Based on the evaluation of the content of chemical elements (that representing contamination and additives), we can say that the designed filtering method is suitable for use in agricultural tractors.

ABSTRACTTo generate adaptive movements, we must generalize what we have previously learned to novel situations. The generalization of learned movements has typically been framed as a consequence of neural tuning functions that overlap for similar movement kinematics. However, as is true in many domains of human behavior, situations that require generalization can also be framed as inference problems. Here, we attempt to broaden the scope of theories about motor generalization, hypothesizing that part of the typical motor generalization function can be characterized as a consequence of top-down decisions about different movement contexts. We tested this proposal by having participants make explicit similarity ratings over traditional contextual dimensions (movement directions) and abstract contextual dimensions (target shape), and perform a visuomotor adaptation generalization task where trials varied over those dimensions. We found support for our predictions across five experiments, which revealed a tight link between subjective similarity and motor generalization. Our findings suggest that the generalization of learned motor behaviors is influenced by both low-level kinematic features and high-level inferences.
