Educating Congress on the importance of investigator-initiated biomedical research: Role of individual investigators and professional societies

Although American biomedical science relies heavily on the Federal Government for research funding, individual scientists have traditionally shunned politics and public policy. In years past, scientists were not encouraged to mingle with politicians, most of whom viewed scientists as fuzzballs and eggheads with whom they had little in common. Scientists generally believed that government and society valued their services and would always provide substantial support for research and training. Today, biomedical research funding requires a keen knowledge of the U. S. Congress and the political process. Indeed, our professional survival and that of our students and trainees requires active involvement in Washington politics. We can no longer defer the task of justifying our role in society to institutions or blue ribbon panels of elite science experts. Democratic decision-making at its best is process-oriented, time-consuming, and bottom-up, not top-down. Through its proactive policies involving networking, congressional testimony, education and targeted funding goals, the Public Policy Committee of the American Society for Cell Biology has provided a model strategy for member-oriented commitment to science and public policy.

It is with great pleasure that I write this editorial to welcome you to the first issue of this new International journal, “Pakistan Biomedical Journal” (PBMJ). The topics covered by the journal are certainly broad and interesting. Biomedical science is a collection of applied sciences that help us understand, research, and innovate within the _eld of healthcare. It includes disciplines like molecular biology, clinical virology, bioinformatics, and biomedical engineering, among others. It's designed to apply the biological sciences to advance not only individual health but also the area of public health. Biomedical Research can help health professions better understand things like the human body and cell biology, making advances in our understanding of epidemics, health initiatives, and human health in the age of longer life expectancy. It aids our understanding of infectious disease and provides research opportunities into some of our most troubling health issues. The journal will continue to publish high quality clinical and biomedical research in health and disease later in life. Peer review will remain a vital component of our assessment of submitted articles. I am very happy to have a team of excellent editors and editorial board members from the top international league covering in depth the related topics. They will ensure the highest standards of quality for the published manuscripts and, at the same time, keep the process time as short as possible. We hope to bring best researches in the _eld of biomedical sciences that may serve as a guideline in health awareness, understanding the mechanisms and its management in future. Abstract Public policy formulation as a political process is a dynamic formulation of policies involving many actors, ranging from the executive, legislative, academic, to non-governmental organizations. The purpose of this study was to find out the political process of drafting the Oil and Gas Law and determine the model for the formulation of the Oil and Gas Law in the Republic of Indonesia’s House of Representatives. This research method uses a qualitative approach, through observation, in-interview techniques and documentation of secondary data in the process of collecting data. Data analysis using the Interactive Model method by Miles & Huberman's. The results of the study indicate that the political process of drafting the Constitution of Oil and Gas takes place in the following stages: planning, drafting and discussion. Politically, the planning of the Constitution of Oil and Gas comes from several sources: (1) the bill from the President; (2) the bill from the House of Representatives; and (3) the bill from the Regional Representative Council. The long political process in the public policy formulation in the House of Representatives starts from the process of inventorying input from factions, commissions, and the public to be determined as a Legislative Body decision, then the decision is to be consulted with the Government; afterwards, the results of the consultation are reported to the Plenary Session to make the decision.

ABSTRACTThe politics of public policy is a vibrant research area increasingly at the forefront of intellectual innovations in the discipline. We argue that political scientists are best positioned to undertake research on the politics of public policy when they possess expertise in particular policy areas. Policy expertise positions scholars to conduct theoretically innovative work and to ensure that empirical research reflects the reality they aim to analyze. It also confers important practical advantages, such as access to a significant number of academic positions and major sources of research funding not otherwise available to political scientists. Perhaps most importantly, scholars with policy expertise are equipped to defend the value of political science degrees and research in the public sphere.

Based on the analysis of scientific resources on the theory of government, political process and public policy, the authors substantiate a conceptual model for assessing the stability and sustainability of state systems. The model is based on empirical analysis of the stability and sustainability of state systems obtained through semi-structured interviews with experts. The authors’ approach includes four main parameters for assessing the stability and sustainability of state systems with the focus on the role of state institutions in coordinating modern politics. The authors emphasize that the notion of ‘transition from government to governance’ often discussed in Russian and foreign scientific literature only demonstrates the possible changes in the role of state institutions in the public area and directions of transformation of public policy, without directly imply that. In this case, it seems promising to search for such conditions that would direct the transformation, and to develop a conceptual framework for diagnosing the state systems’ capacity to change.

Problem setting. Public policy is a complex phenomenon, because a number of actors are involved in its formation and implementation. The basis of this mechanism of publicity is the development of joint decisions by all participants in the public sphere and the search for compromises. In our opinion, such a mechanism is the basis of publicity of the policy itself as a phenomenon, because it provides openness, transparency of coordination of interests of different actors and the implementation of compromise solutions. At the same time, the theoretical foundations of public policy require constant analysis of new approaches to the principles of public policy by foreign and domestic scholars, study of features and components of this concept, their relationship and combination, highlighting the importance and role of theoretical justification of public policy in general. These questions are not so simple, because they require the study and analysis of a number of scientific papers. Recent research and publications analysis. Among the authors who have made the greatest achievements in the study of public policy are J. Anderson, P. Knopfel, H. Arendt, E. Arato, R. Dahl, H. Colebetch, J. Dewey, P. Durand, J. Keane, J. Currently, there are several hundred definitions of "public policy" in the scientific literature, but due to differences in approaches to the essence and components of key actors, they are very different from each other, which complicates their use for specific political systems, such as public policy analysis. In our opinion, this needs to be considered and analyzed in detail because of its weight and importance, as Ukraine is still in the process of building its own public policy on democratic principles and needs to be completely separated from the communist legacy of the Soviet Union. The aim of the article is to analyze the main approaches to the theoretical foundations of public policy by foreign and domestic scholars, study the features and components of this concept, their relationship and combination, highlighting the importance and role of theoretical justification of public policy in general. The paper outlines the policy context and summarizes the numerous policy issues that AD raises from the more generic to the unique. It posits that strong public fears of AD and its future prevalence projections and costs, raise increasingly difficult policy dilemmas. After reviewing the costs in human lives and money and discussing the latest U.S. policy initiatives, the paper presents two policy areas as examples the demanding policy decisions we face. The first focuses on the basic regulatory function of protecting the public from those who would exploit these fears. The second centers on the well-debated issues of advance directives and euthanasia that surround AD. Although more dialogue, education and research funding are needed to best serve the interests of AD patients and families as well as society at large, this will be challenging because of the strong feelings and divisions AD engenders.

Biomedical research funding bodies across Europe and North America increasingly encourage—and, in some cases, require—investigators to involve members of the public in funded research. Yet there remains a striking lack of clarity about what ‘good’ or ‘successful’ public involvement looks like. In an effort to provide guidance to investigators and research organisations, representatives of several key research funding bodies in the UK recently came together to develop the National Standards for Public Involvement in Research. The Standards have critical implications for the future of biomedical research in the UK and in other countries as researchers and funders abroad look to the Standards as a model for their own policy development. We assess the Standards and find that despite offering useful suggestions for dealing with practical challenges associated with public involvement, the Standards fail to address fundamental questions about when, why and with whom public involvement should be undertaken in the first place. We show that presented without this justificatory context, many of the recommendations in the Standards are, at best, fragments that require substantial elaboration by those looking to apply the Standards in their own work and, at worst, subject to potentially harmful misapplication by well-meaning investigators. As funding bodies increasingly push for public involvement in research, the key lesson of our analysis is that future recommendations about how public involvement should be conducted cannot be coherently formulated without a clear sense of the underlying goals and rationales for public involvement.
