Problem setting. Public policy is a complex phenomenon, because a number of actors are involved in its formation and implementation. The basis of this mechanism of publicity is the development of joint decisions by all participants in the public sphere and the search for compromises. In our opinion, such a mechanism is the basis of publicity of the policy itself as a phenomenon, because it provides openness, transparency of coordination of interests of different actors and the implementation of compromise solutions. At the same time, the theoretical foundations of public policy require constant analysis of new approaches to the principles of public policy by foreign and domestic scholars, study of features and components of this concept, their relationship and combination, highlighting the importance and role of theoretical justification of public policy in general. These questions are not so simple, because they require the study and analysis of a number of scientific papers. Recent research and publications analysis. Among the authors who have made the greatest achievements in the study of public policy are J. Anderson, P. Knopfel, H. Arendt, E. Arato, R. Dahl, H. Colebetch, J. Dewey, P. Durand, J. Keane, J. March, P. Mueller, L. Paul, K. Patton, J. Richardson, D. Savitsky, G. Simon, J. Habermas and others. Among Ukrainian scientists – S. Teleshun, O. Demyanchuk, I. Reyterovych, A. Kolodiy, V. Tertychka and others. Highlighting previously unsettled parts of the general problem. Currently, there are several hundred definitions of "public policy" in the scientific literature, but due to differences in approaches to the essence and components of key actors, they are very different from each other, which complicates their use for specific political systems, such as public policy analysis. Of Ukraine. In our opinion, this needs to be considered and analyzed in detail because of its weight and importance, as Ukraine is still in the process of building its own public policy on democratic principles and needs to be completely separated from the communist legacy of the Soviet Union. The aim of the article is to analyze the main approaches to the theoretical foundations of public policy by foreign and domestic scholars, study the features and components of this concept, their relationship and combination, highlighting the importance and role of theoretical justification of public policy in general. The scientific novelty lies in the substantiation of the importance for public policy of the presence of clearly defined goals of public policy, its continuity, the role of the processes of interaction of its actors. In our opinion, this definition most accurately reflects the essence of public policy, but it may be appropriate to add to the definition a clarification of its direction. Public policy can be defined as a form of political process that is implemented in public space with the support of information and communication resources, is a complex set of transparent vertical and horizontal interactions of its participants, acting within their own statutory powers, and aimed at solving certain socially important problems or achieving the goal in specific historical conditions and economic and political situation by influencing the behavior of actors. At the same time, public policy goals must be clearly defined and have criteria for assessing their achievement in the near and distant future. It should be as transparent as possible, logically intertwined with the system of social life and become part of the overall development plan of the state, characterized by continuity and ability to transform at any stage to make adjustments, increase efficiency and achieve the most socially significant goal. Public policy is a complex and multi-elemental phenomenon, which is openly formed by agreeing and finding compromises by the main actors in the public sphere. Este artigo procura elucidar o debate que se constituiu pela imprensa ao longo das décadas de 1870 e 1880 nas províncias brasileiras da Paraíba e de Pernambuco em torno do modelo francês de monarquia parlamentar que contrastava com o federalismo republicano dos EUA. Assumindo o lugar de formadora da opinião pública a imprensa procurou trazer destaque para a questão do Espaço Público na medida em que modos distintos de se lidar com ele estavam em jogo em cada um daqueles modelos políticos internacionais idealizados. Também foram mapeadas algumas relações que os jornais analisados indiciaram entre os debates sobre o Espaço Público e as retóricas de modernidade que os acompanhavam. Com frequência a questão da ciência e da técnica pareceu eclipsar a dimensão do conflito que é próprio do universo político e da esfera pública, unificando os olhares em torno de um deslumbramento com as benfeitorias materiais que o século prometia.Palavras chave: Espaço Público, Formação, Imprensa. AbstractThis article seeks to elucidate the debate that was constituted by the press throughout the 1870s and 1880s in the Brazilian provinces of Paraíba and Pernambuco around the French model of parliamentary monarchy that contrasted with the republicanism of the USA. Taking over the role of public opinion maker, the press sought to highlight the issue of the Public Space since that distinct ways of dealing with it was considered in each of those idealized international political models. This article also mapped some relations that the newspapers analyzed betrayed between the debates on the Public Space and the rhetoric of modernity that accompanied them. Often the question of science and technique seemed to eclipse the dimension of conflict that is proper to the political universe and the public sphere, unifying the glances around a dazzle with the material improvements that the century promised.Keywords: Public Space, Formation, Press.  ResumenEste artículo busca esclarecer el debate que se constituyó por la prensa a lo largo de las décadas de 1870 y 1880 en las provincias brasileñas de Paraíba y de Pernambuco en torno al modelo francés de monarquía parlamentaria que contrastaba con el federalismo republicano de EUA. Asumiendo el lugar de formadora de la opinión pública la prensa trató de destacar la cuestión del Espacio Público en la medida en que modos distintos de lidiar con él estaban en juego en cada uno de aquellos modelos políticos internacionales idealizados. También se han mapeado algunas relaciones que los periódicos analizados indiciaron entre los debates sobre el espacio público y las retóricas de modernidad que los acompañaban. The objective of this chapter is to provide an overview of the main mechanisms and processes observed in media discourses with the potential to shape political and economic responses to energy issues. By adopting the discursive approach to public policy analysis, the author attempts to answer these questions: How is energy is discussed? What is said and what is not said? Who speaks and who is absent in media discourse? The focus is on the problems of media communication that are crucial for public dialogue on energy. In conclusion, it is argued that the energy discourse in mass media is a post-hegemonic discourse, while the counter-discourses try to find their place in other dimensions of the public sphere, such as nonfiction literature or social media, and therefore their visibility is limited.

Based on the analysis of scientific resources on the theory of government, political process and public policy, the authors substantiate a conceptual model for assessing the stability and sustainability of state systems. The model is based on empirical analysis of the stability and sustainability of state systems obtained through semi-structured interviews with experts. The authors’ approach includes four main parameters for assessing the stability and sustainability of state systems with the focus on the role of state institutions in coordinating modern politics. The authors emphasize that the notion of ‘transition from government to governance’ often discussed in Russian and foreign scientific literature only demonstrates the possible changes in the role of state institutions in the public area and directions of transformation of public policy, without directly imply that. In this case, it seems promising to search for such conditions that would direct the transformation, and to develop a conceptual framework for diagnosing the state systems’ capacity to change.

<p class="Abstract"><em>This paper explains the role of the public sphere based on Jurgen Habermas’s concept and analyzes its relevance for multicultural societies in the Indonesian Context. The public sphere exists to present democracy, tolerance, friendship, inclusivism in diversity, unity in diversity, and education. Indonesia is a country that reflects multiculturalism, can realize peace and unity within a multicultural frame. This article was developed using the Systematic Literature Review (SLR) method.</em> <em>This paper explains the role of public space based on Jurgen Habermas for interdisciplinary scholarship and its relevance. His findings show Jurgen Habermas's approach through the public sphere can bring about unity and peace in all aspects of life, including differences in beliefs and multicultural contexts.</em></p><p class="Abstract"><em><br /></em></p><p><em><br /></em></p>

Abstract This essay explores the varieties of expressions of political violence during the revolutionary conjuncture, 1789 to 1821, across Spanish America from New Spain to Buenos Aires. It challenges some of the familiar ways in which historians have pointed to violence as an inevitable effect of the end of empire, and instead argues that violence became a means to engage in the political process that brought down empire. At the same time, it argues that the role of violence in bringing down the old regime and creating new institutions and habits of rule and protest was at least as important as the role of the public sphere and elections, which historians have recently accented. Indeed, the essay suggests ways in which historians of the public sphere might consider the rituals and languages of violence as part of public conduct, while it was the opening of the public sphere that created a means, or space, to push vindictive patterns of violence into more vindictive directions. Violence was not of a piece, a constant display of carnage. The essay accordingly seeks to illustrate the varieties of uses of political violence and its changes over time, from the first crises of the 1790s to the widespread savagery of the 1810s.

During the 2010s, there was a “utopian moment” as regards the structure of media, owing to the social space created by digital culture, transmediality, and the different ways of participating in public debate. What is expected from digital information transmitted via the Web and social media is action and interaction with subjects in the public space or square. Accordingly, this paper analyses the descriptive assertions and proposals of the viewers of newscasts of Spanish television between 2014 and 2017, as regards how they perceived and represented the public space, mediatised by information through spatial metaphors. Specifically, it is based on the analysis of the transcriptions of five discussion groups and four interviews, whose aim is to examine two polarised spatial metaphors—the traffic labyrinth and the open square—and a series of demands relating to the role of journalists, media ownership, viewers’ access, and the quality of democratic society.

Significant developments that occurred in the past two decades in the media and information system, such as the rise of the internet and social media or even the commentary based journalism that adopted a 24-hour coverage, led to a continuously rising process of creating, disseminating and consuming information. Nevertheless, the enormous amount of information that crosses the public space is not always supported by factual information, data, analysis or statistical representations. In fact, this large volume of information circulating in the public sphere is rather based on personal interpretation, misleading content, false assumptions or intentionally manipulated stories. Jennifer Kavanagh and Michael D. Rich, authors of the complex exploratory research called Truth Decay. An Initial Exploration of the Diminishing Role of Facts and Analysis in American Public Life argue in favor of the term ”Truth Decay” to define the current changes of political and civil discourse in the U.S.

RESUMO: Esteartigo tem po robjetivo apresentar, de maneira interdisciplinar, reflexões acerca da relação entre espaço público e linguagens. Trata-se de abordar o tema a partir: (i) das noções bakhtinianas de enunciado, significação, mundo da vida, mundo da cultura, responsabilidade e ética; (ii) das concepções ricoeurianas de atos de fala, de configuração do mundo habitável, dadupla estrutura da identidade, enquanto idem e ipse, da relação entre identidade e alteridade e da dimensão ética das narrativas ficcionais. Algumas dessas noções são aproximadas às definições de Arendt acerca do espaço público e do papel do discurso e da ação nesta esfera. Finalizando, o conceito de espaço público possibilita a discussão de uma certa concepção de ética, vinculada à relação (dialógica) dos sujeitos com a alteridade. PALAVRAS-CHAVE: discurso, espaço-público, linguagens, ética. ABSTRACT: This article aims at presenting, in an interdisciplinary way, reflections on the relation between the public space and languages. For this purpose,we shall discuss the following topics: (i) fromBakhtin’sperspective, the notions of: utterance, meaning, the world of life, the world of culture, responsibility and ethics; (ii) from Ricqueur’s perspective, conceptions of: speech acts, the configuration of the habitable world, the double structure of the identity – as idem and ipse –, the relation between self identity and otherness, and the ethical dimension in fictional narratives. Some of these notions are related to Arendt’s definitions of the public sphere and the role of discourse and action in this sphere. To conclude, the notion of public space leads us to a discussion of a certain conception of ethics connected to the (dialogic) subject-other relations.
