For over a decade microcomputers have been used to help students with special needs overcome physical, cognitive and emotional barriers to learning. In many cases microcomputers have extended the abilities of disabled students by the provision of alternative inputting devices and the use of programs that are highly interactive and individualised to suit the unique needs of students (Wood, 1986a). Rapid technological advances in recent years have opened up new horizons for disabled students. Powerful lap-top microcomputers with the capability of producing both printed and spoken output have provided speech impaired students with portable communication devices. Many students previously restricted to using software designed for special needs can now access a range of commercially available software through the use of devices such as the Apple Adaptive Firmware Card, and developments in the use of eye gaze and voice recognition as alternative input methods offer even greater promise for the future. While it is an almost impossible task to accurately predict all the technological developments likely to occur in the future, there is little doubt that as microcomputers become more powerful, portable and affordable, many physical barriers to learning will be overcome. There are, however, many disabilities that are less evident than the more visible physical disabilities yet ‘…more insidious in their effects on educational progress’ (Clark, 1986, p. 28). For students labelled as ‘slow learners’ the barriers created by underexpectations which can limit learning opportunities may not necessarily be overcome by technological change. One of the major challenges facing special educators therefore is to review traditional educational practices and explore innovative ways for using microcomputers to overcome these barriers and enhance student learning.

This study aimed to analyze peer tutoring in inclusive classes with character education approaches for elementary students. The target of this study were 30 teachers, 525 students, and 98 disabled students from nine elementary schools in East Sumba Regency. This research focused on changing the character of students with special needs or not using peer tutoring methods that are modified with various learning techniques. The results showed a change in the character of students with special needs and not with the peer tutoring method. Thus, peer tutoring can be recommended in improving learning skills and forming student character. Future studies are expected to show how peer tutoring shapes students' emotional intelligence in inclusive classes.

One of the central questions in international relations today is how we should conceive of state sovereignty. The notion of sovereignty—’supreme authority within a territory’, as Daniel Philpott defines it—emerged after the Treaty of Westphalia in 1648 as a result of which the late medieval crisis of pluralism was settled. But recent changes in the international order, such as technological advances that have spurred globalization and the emerging norm of the Responsibility to Protect, have cast the notion of sovereignty into an unclear light. The purpose of this paper is to contribute to the current debate regarding sovereignty by exploring two schools of thought on the matter: first, three Catholic scholars from the past century—Luigi Sturzo, Jacques Maritain, and John Courtney Murray, S.J.—taken as representative of Catholic tradition; second, a number of contemporary political theorists of cosmopolitan democracy. The paper argues that there is a confluence between the Catholic thinkers and the cosmopolitan democrats regarding their understanding of state sovereignty and that, taken together, the two schools have much to contribute not only to our current understanding of sovereignty, but also to the future of global governance.
