The tradition of forty-five-day congregation was developed by the creativity of religious figures in Jatipurus Village as a persuasive approach in order to promote the sharia of congregational prayer within the society. To support the arguments of that tradition, they combined the hadith encouraging forty-day congregational prayer with the hadith commanding to increase worship during the sacred months (glorified months). The practice of this congregational prayer was established in one of the sacred months, it was arranged from the 20th of Dzulhijjah to the 30th of Muharram.  There was a strong correlation and combination between the charismatic religious figures and the hadith. It was proven by the enthusiastic involvement of Jatipurus society during the forty-five-day congregation that was arranged annually; as a sequence, it was recognized as a tradition. The fundamental part of that tradition was tasyakuran in which it was engaged in the activities of tahlil, religious talks, prayers, and then it was ended by having meals together.  That tradition was investigated and analyzed by implementing Karl Mannheim’s theory on the sociology of knowledge. The concentration of this research was related to three aspects of meaning. The first, the objective meaning: it showed that the people of Jatipurus believed that the tradition of forty-five-day congregation was a legacy of their predecessors. The second, the expression meaning: the society who joined the congregation believed that by consistently performing the forty-five-day congregation could save them from two things: the torment of the fire and hypocrisy. Finally, the third, the documentary meaning: they did not realize the implied meaning of the tradition, in which the implementation of the forty-five-day congregation was an expression of a religious culture.

The formulation of prayer times is based on the apparent daily circulation of the Sun by determining when the Sun occupies a certain position. One of these positions when the Sun is perpendicular to the position of the observer is called the Solar Culmination Time or called “istiwa’ ”. Time ‘istiwa defined as the starting point of the reckoning the beginning of prayer time with a time angle value equal to zero. One of the phenomena in istiwa’ is the shadow of istiwa’ which is used as a guide in making sundials. The phenomena of the ‘shadows’ has many variants depending on the latitude of the place and the declination of the Sun. The number of variants of changes in the condition of the idols ‘shadow becomes an interesting part to be studied and researched, especially the position of the idols’ time as the starpoint in the initial reckoning of prayer time. In addition, the implication of the shadow istiwa ‘phenomenon is closely related to the beginning of Zuhr and Asr, which use the sun’s shadow in their calculations. This paper will examine the implications of istiwa ‘shadows on the initial determination of prayer times which will be more focused on changes in the phenomenon of istiwa’i shadows to variations in latitude and sun declination. The research method uses qualitative methods with an astronomical approach. The data obtained were processed using geometric techniques to obtain data variants. The results of data processing were analyzed with descriptive comparisons to get a more comprehensive picture. The results of the study show that with changes in the variation in the value of the latitude and declination of the Sun, a change in the phenomenon of the length of the images’ image is obtained as follows: Without a shadow; b. The image ‘does not exceed the length of the object; c. The image ‘is equal to the object’s length; d. Istiwa length ‘is longer than the object length; e. Dark. The implication is in the formulation of Zuhr and Asr prayer times which refer to the length of the idols ‘shadows’ experiencing problems. Especially areas with latitude> 45 ° when declination is negative and latitude> -45 ° when declination is positive.

The quality of public policy in educational field seen from gender perspective can be divided into three levels: responsive, neutral, and potentially bias to gender issues. Among the policies of education in Banyumas Regency, which is stated in Strategic Planning (Renstra) of 2008-2013 and Renja of 2012, there was only one policy which could be categorized into responsive to gender issues, while others were neutral to gender issues. From this fact, it can be concluded that gender has not been a mainstream in Education Affairs Office (Dinas Pendidikan) of Banyumas Regency. The activities concerning gender issues have been just programmed and only incidentally realized by one section of the office. The success or failure of the integration of gender in educational policy in Banyumas regency is influenced by four factors of its formulation, namely the capacity of human resources, capacity building, the strength of networking, and organization culture.

This study was aimed at explaining comprehensively the social participation, especially from religious leader or Ulama in composing District Rules (Perda) on Traditions. This is a nondoctrinal study with a qualitative method. Data were collected through interviews, observations, and document studies with sociolegal approach. Data were analyzed using interactive cycles of Strauss and J Corbin. The result showed that: the participation of religious leaders (Ulama) in composing Perda was at the level of tokenism, meaning that it seemed they had a participation in the activity, but it was not a real participation. They were invited to at the dicussion on development planning and socialization of the Perda. The problem related to the application of this system of participation was that the government bureaucracy was still not transparent and participative. Culturally, there was a patron-client tradition, i.e. the government was the patron or designer that determined the pattern, while the society realized what had been patronized by the government. It is necessary to build a responsive and participative law of bureaucracy both from the government and ulama. It can be realized if there is a continuous communication between the government and ulama.
