In “On the Concept of ‘Felicitas Publica’ in Eighteenth-Century Political Economy,” a recent paper in this journal, Federico D’Onofrio strongly criticizes the interpretation that Luigino Bruni and Stefano Zamagni have offered of the eighteenth-century Neapolitan tradition of civil economy and public happiness, as articulated by Antonio Genovesi. D’Onofrio claims that Bruni and colleagues have not fully explored the political meaning of public happiness within eighteenth-century economics, and that Bruni unfairly criticized methodological individualism on the basis of the intrinsically social character of happiness. This paper is a reply to D’Onofrio.

This article presents some observations on “public happiness” in order to clarify the idea’s meaning in the eighteenth-century Italian context. It examines Lugino Bruni’s interpretation of this concept, and criticizes his understanding of public happiness as the continuation of Artistotle’s eudaimonia. Bruni stresses the social and collective nature of happiness in the civil economy of the Italian eighteenth century. By examining the works of Ludovico Antonio Muratori and Antonio Genovesi, this article addresses instead the political meaning of public happiness for absolute monarchies, and underlines its origins in the German tradition of natural law.

Markets are often criticized for being amoral, if not immoral. The core of the “political economy” that arose in the eighteenth century, however, envisioned the exchanges that take place in commercial society as neither amoral nor immoral but indeed deeply humane. The claim of the early political economists was that transactions in markets fulfilled two separate but related moral mandates: they lead to increasing prosperity, which addressed their primary “economic” concern of raising the estates of the poor; and they model proper relations among people, which addressed their primary “moral” concern of granting a respect to all, including the least among us. They attempted to capture a vision of human dignity within political-economic institutions that enabled people to improve their stations. Their arguments thus did not bracket out judgments of value: they integrated judgments of value into their foundations and built their political economy on that basis.

Antonio Genovesi’s economic-political treatise on civil economy was a major contribution to debates in the mid-and late eighteenth century on the nature of political economy. At that time, Genovesi’s book was extensively translated and discussed across continental Europe and Latin America, where it was read as a foundational text of political economy similar to Adam Smith’s Wealth of Nations. The aim of this article is to contribute to the analysis of the mutual implication between the economic and the political order of society by revisiting Genovesi’s theory of civil economy, which he defined as “the political science of the economy and commerce.” First, the article retraces Genovesi’s conception of civil economy as a branch of political science and the role of “virtue” in ordering the polity according to “the nature of the world.” Second, it explores Genovesi’s theory of production as an inquiry into the proportionality conditions that productive activities should meet for a well-functioning polity to persist over time. Third, our argument emphasizes the importance of Genovesi’s analysis of production structures for his theory of internal and foreign trade. In this connection, the paper investigates Genovesi’s idea that the maintenance of a country’s “trading fund” should be the fundamental objective for its internal and external trade policies. These policies, according to Genovesi, should be consistent with the context of the body politic under consideration and the economy’s proportionality requirements for any specific stage of development.

Among the stunning changes in material and intellectual life that transformed eighteenth-century Europe, perhaps none excited as much contemporary consternation as the twin-headed growth of a modern commercial economy and the fiscal–military state. As economies became increasingly based on trade, money, and credit, and states both exploded in size and forged seemingly insoluble ties to the world of finance, intellectuals displayed growing anxiety about just what kind of political, economic, and social order was taking shape before their eyes. Two important new books by Michael Sonenscher and John Shovlin, Before the Deluge: Public Debt, Inequality, and the Intellectual Origins of the French Revolution and The Political Economy of Virtue: Luxury, Patriotism, and the Origins of the French Revolution, tackle these apprehensions and the roles they played in forging French political and economic writings in the second half of the eighteenth century. Both authors also take the further step of demonstrating the impact of the ideas they study on the origins of the French Revolution.

<p>This article is an analysis of the Swedish abolitionist and Swedenborgian Carl Bernhard Wadstr&ouml;m&rsquo;s (1746&ndash;1799) writings in the British anti-slavery debate in the years between 1788 and 1795. Previous historical scholarship has seen Wadstr&ouml;m primarily as a Swedenborgian visionary on a quest for religious fulfilment in Africa. An alternative perspective on Wadstr&ouml;m&rsquo;s writings is offered in this article by highlighting his comparatively overlooked polemical publications and Parliamentary testimonies in the British anti-slavery debate. Instead of treating Wadstr&ouml;m&rsquo;s writings and colonial plans as manifestations of his Swedenborgian dreams, they are reassessed as contributions to the contemporary anti-slavery debate. The focus is on how Wadstr&ouml;m participated and argued in this debate in order to show the ideological tenets underlying his views. Wadstr&ouml;m is linked to the Scottish Enlightenment discourse by showing how he uses the concepts of classical political economy in his argumentation for the abolition of the Atlantic slave trade. Through this alternative reading of Wadstr&ouml;m&rsquo;s writings, it is possible to gain another entry point into the complex and motley character of late eighteenth-century political thought in Northern Europe.</p>

This chapter briefly discusses three insights into early modern British engagement with risk: the presence of a distinct conceptual refinement in late seventeenth-century sources; the tight relationship between risk and trust in seventeenth- and eighteenth-century political thought and political economy; and the character of the political subject, which is worked out in the early modern engagement with risk. Beyond these three observations, the chapter also argues that early modern British engagement with risk offers two narratives—views of risk that persist in our own time and shape our orientation toward an unknown future. These include accounts of risk as a threat to security, as well as depictions of risk as an opportunity to be exploited for profit or gain.

Abstract In the late eighteenth century, Montevideo evolved from a small colonial town dependent on Buenos Aires into the main Atlantic port in the region. Networks connecting Montevideo to Luso-Brazilian merchants turned Montevideo into a hub for trans-imperial trade. Between 1778 and 1810, thousands of Spanish and foreign ships entered the port of Montevideo. As a result, although economically dependent on Buenos Aires’ commercial community, Montevideo merchants and authorities managed to use their privileged port, newly created institutions and trans-imperial networks to advance the city's commercial and political role within the estuary. The emergence of Montevideo as an Atlantic port city with global connections was not an isolated event, but a part of a broader process of growing global trade and political transformation.
