Transparency and timeliness: the monitoring of agricultural policies in the WTO using OECD data

AbstractTransparency in the multilateral trade system is fundamental. Monitoring the compliance of WTO members with their obligations is an important part of that transparency, and timeliness in the notification of compliance is crucial. In the case of domestic support to agriculture, the notifications of compliance with obligations has been slow and opaque. But another database exists that could both illuminate the extent to which policy instruments are correctly notified and provide a convenient way to ensure timely ‘pre-notifications’ in the event that delays occur in the future. This note shows how the OECD database can be used, for example, to shed light on the extent to which payments to producers that require production as a matter of eligibility are presently notified to the WTO as having no effect on production. We also demonstrate the feasibility of using OECD data to construct ‘pre-notifications’ by calculating the (as yet un-notified) domestic support notifications for the EU for the years 2009/10 and 2010/11.

The Eco-Management and Audit Scheme (EMAS) is the European Union (EU) voluntary scheme for organisations willing to commit themselves to evaluate, improve and report on their environmental performances. The scheme was launched in April 1995 and was originally restricted to companies of industrial sectors. EMAS II revision has opened the instrument since 2001 to all economic sectors including public and private services. In addition, EMAS was strengthened by the integration of parts of EN ISO 14001 standard as environmental management system requirement; by adopting an attractive logo to signal EMAS registration to the public; and by considering more strongly indirect environmental aspects such as those related to external traffic, financial services or administrative and planning decisions. Participating in EMAS is voluntary and extends to public or private organisations operating in the EU and the European Economic Area (EEA) – Iceland, Liechtenstein and Norway. In all new member states the EMAS Regulation came into force with the association to the EU in May 2004. On 15 November 2004 a revised version of ISO environmental management standard 14001 was published. The author takes this for opportunity to think about the future developments of EMAS. After ten years practice of a new and proactive instrument in voluntary environmental management a turning point is reached. The commission has to decide whether to give EMAS a permanent place within the canon of environmental policy instruments and to strengthen its use by different means or to restrain from EU management requirements and leave further decisions on development of environmental management tools to the private market.

This introductory chapter provides an overview of how the European Union has been affected by the United Kingdom’s decision to leave, and what this means for the future of European integration. The departure of a large, rich, and influential Member State must prompt a rethink of the EU constitutional settlement. Immediately after the Brexit referendum, the EU and its Member States started a debate on the future of Europe—and this process is now moving from rhetoric to reality with the institution of the Conference on the Future of Europe. The Conference on the Future of Europe can serve as an innovative means to reform the EU, tackling the transitional issues left by the UK’s withdrawal and addressing the more structural, substantive, and institutional weaknesses dramatically exposed by the plurality of other crises the EU has recently weathered. In fact, the Conference on the Future of Europe is made all the more urgent by Covid-19, and the exigencies of the EU post-pandemic recovery plan, which will entail important adjustments to the EU structure of powers and responsibilities. Ultimately, this book utilizes Brexit as a prism to shed light on the necessity and urgency of constitutional reforms in the EU.

The paper analyzes central banks macroprudencial policy and its instruments. The issues of their classification, option, design and adjustment are connected with financial stability of overall financial system and its specific institutions. The macroprudencial instruments effectiveness is evaluated from the two points: how they mitigate temporal and intersectoral systemic risk development (market, credit, and operational). The future macroprudentional policy studies directions are noted to identify the instruments, which can be used to limit the financial systemdevelopment procyclicality, mitigate the credit and financial cycles volatility.

In a resolution adopted on 1 February 2018, the European Committee of the Regions noted that a legislative proposal of the European Commission concerning a Regulation that changes the rules governing the EU regional funds for 2014-2020 did not comply with the principle of subsidiarity. Accordingly, the Committee considered challenging the legislative proposal before the Court of Justice if the proposal was formally agreed upon. Although at a later stage the European Commission decided to take into account the Committee’s argument and amended the proposal accordingly, such a context offers the chance to investigate more in detail the role of the Committee of the Regions in the legislative process of the EU and, more in particular, its role as a watchdog of the principle of subsidiarity. This paper aims to shed light on a rather neglected aspect of the EU constitutional practice, such as the potential of the Committee of the Regions to contribute to the legislative process, and answer the question of whether this Committee is the right body to guarantee compliance with the principle of subsidiarity.

AbstractThe paper investigates the relation between overeducation and self-employment, in a comparative analysis between immigrants and natives. Using the EU Labour Force Survey for the year 2012 and controlling for a list of demographic characteristics and general characteristics of 30 destination countries, it finds that the likelihood of being overeducated decreases for self-employed immigrants, with inconclusive results for self-employed natives. The results shed light on the extent to which immigrants adjust to labor market imperfections and barriers to employment and might help explain the higher incidence of self-employment that immigrants exhibit, when compared to natives. This is the first study to systematically study the nexus between overeducation and self-employment in a comparative framework. Moreover, the paper tests the robustness of the results by employing two different measures of overeducation, contributing to the literature of the measurement of overeducation.

The article analyses two distinct approaches that Western leaders have taken to relations with Putin’s Russia. It argues that the dominant approach of fostering good relations with Vladimir Putin, prioritising these over support for longer-term democratic change in Russia, has not brought any results and is damaging the interests of Russian society, neighbouring countries and the West. The article analyses the prerequisites for deep change in Russia and argues that there is a need for the EU to comprehensively review and change its strategy towards Russia, putting democracy at its core. It discusses in detail the deterrence, containment and transformation elements of a new EU strategy. The article emphasises that the strategic approach of ‘democracy first’ in relations with Russia also relates to the future of democracy in general and should be a priority of EU–US cooperation.

AbstractA problem for a circular economy, embedded in its policies, tools, technologies and models, is that it is driven by the interests and needs of producers, rather than customers and users. This opinion paper focuses on an alternative form of governance—agreements, which thanks to their bargaining approach brings actors from across the value chain into the policy process. The purpose of this opinion paper is to uncover and analyse the potential of such agreements for a circular economy. Circular agreements aim at increasing the circulation of materials and are an emerging form of political governance within the EU. These agreements have different names, involve different actors and govern in different ways. However, circular agreements seem to work when other types of regulations fail to establish circulation. These agreements bring actors together and offer a platform for negotiating how advantages and disadvantages can be redistributed between actors in a way that is more suitable for a circular economy. However, circular agreements are dependent on other policy instruments to work and can generate a free-rider problem with uninvolved actors. The agreements may also become too detailed and long term, which leads to problem shifting and lock-ins, respectively.
