Abstract This article explores grassroots practices of community safety and security in Brooklyn, New York through a framework that centers the abolitionist practices imbedded in Black neighborhood collective action. Literature on safety and security often conflates the two concepts, not considering how grounded applications of the two may produce different outcomes and approaches to community well-being. Additionally, we know little about how Black communities build safety and security from the ground up. And while academic scholarship on abolition provides a robust theoretical foundation, more examples of how communities could and do employ police abolition are needed. Utilizing archival research and oral history interviews, I argue that a crisis of police legitimacy compelled alternatives to formal policing in New York City during the urban crisis, or the postwar period of massive urban divestment and hyper-ghettoization. These efforts included masculinized security practices such as neighborhood patrols and protests, while community safety practices included forms of neighborhood sociality grounded in feminized and queer relationships of care and concern. These efforts, which critiqued institutional racism and neglect and emerged from the indigenous knowledge base and social networks of community members, provide considerations for recovering abolitionist practices in Black neighborhood collective action and implications for building alternatives to policing. This article contributes to literature on Black communities, collective action, and abolition by offering an intersectional analysis of the various ways Black social and political engagement centers on practices of safety and security and does not always fixate on conscripting a police response.

Civil rights pioneer Dorothy Foreman Cotton passed away on June 10, 2018, in Ithaca, New York, at the age of eighty-eight. On August 11, 2018, a Saturday afternoon, around seven hundred community members, friends, and local and national leaders gathered at Cornell University’s Bailey Hall to celebrate her life. Cotton was the highest-ranking woman in the Southern Christian Leadership Conference (SCLC) throughout the 1960s. She devoted her life to liberation and social justice. Remembered by many as an iconic feminist and grassroots innovator, she led an extraordinary life that undoubtedly transformed the lives of African Americans fighting for full citizenship and justice. Cotton was critical in opposing economic and social regimes of power, but she also ushered in a new sense of individual and collective subjectivity through political participation and mobilization in southern Black communities. Throughout her life, she reminded ordinary people of their vast power to effect change and transform society.

The current COVID-19 lockdown situation has had a negative impact on people’s connectedness which also has an influence on the well-being of the citizens (Canady, 2020; Hare-Duke, 2019; Oe, 2020). The enhancement of human interaction and networking is a key topic to sustain people’s health, and this has been on the emergent agenda during the current COVID-19 situation (Oe, 2020).To tackle this issue, one theory that could be employed is the efficacy of community members’ engagement, as proposed by McMillian and Chavis (1986), who summarised a key ‘sense of community’ model. This model suggests four main dimensions should be strengthened to engage community members in supporting vulnerable people: a sense of belonging, an emotional connection, fulfilment of needs, and influence (Bermea et al., 2019).This conceptual paper aims to enhance the discussion of how best to support vulnerable isolated citizens during the COVID-19 lockdown situation. A proposition framework suggests actionable implications with tangible recommendations for the relevant stakeholders. The authors propose two key themes to be considered: (1) how to meet needs and provide support in the virtual network community, and (2) how to implement assistive technologies as a ubiquitous network paradigm as a community safety net for all.

Community development, especially in developing societies, has focused on mobilizing community members for collective action. Little attention has been paid to creative efforts of individuals engaged in transformative activities that improve their lives and from which other members of a community can learn. This paper examines how individuals creatively engage in activities that improve their households. The research, done in a rural area of northern Malawi, Africa, involved in-depth unstructured qualitative interviews of a number of individuals and careful observations of what was going on in their households. The analysis reveals evidence that creative individuals improved their households’ well-being through meaning-making, learning, and acting while navigating structural imperatives. Some of their actions were counter to social and cultural expectations, others were behavioral outliers, but all were driven by choices each made. Community development facilitators ought to consider identifying creative individuals (could be Christians) in a community, enhancing their agency, and organizing communities of practice around these individuals for other members of a community to learn from or for them to engage in the spreading of the Good News. I term this constructivist community development / evangelism and argue that it is particularly relevant in subsistent, substantive, and allocentric communities where group norms are a significant factor in people’s behavior. These group norms are important for collective action but can stifle individuals’ creativity.

The work of the Welfare Warriors Research Collaborative (WWRC), a participatory action research (PAR) project that looks at how low income lesbian, gay, bisexual, transgender, and gender nonconforming (LG-BTGNC) people survive and resist violence and discrimination in New York City, raises the question of what it means to make conscientization, or critical consciousness, a core feature of PAR. Guishard's (2009) reconceptualization of conscientization as “moments of consciousness” provides a new way of looking at what seemed to be missing from WWRC's process and analysis. According to Guishard, rather than a singular awakening, critical consciousness emerges continually through interactions with others and the social context. Analysis of the WWRC's process demonstrates that PAR researchers doing “PAR deep” (Fine, 2008)—research in which community members share in all aspects of design, method, analysis and product development—should have an agenda for developing critical consciousness, just as they would have agendas for participation, for action, and for research.

Community Development is a process of collective action taken by the members of a community to generate solutions for common problems.  The aspects of community well being namely Economic, Social, Environmental and Cultural well being evolves from this type of collective action taken at multiple societal levels. (Weaver, 1971) defines community development as a process of “A public-group approach dedicated to achieving the goals of the total body politic.” Therefore, it is evident that a community can be developed through the effective participation of citizens. It is universally acceptable that community service is a vehicle for safeguarding the environment that is initiated from the participants of the community. In order to imbibe the community consciousness among the citizens, every country should “Catch them Young”. The purpose of the paper is to integrate Participative Model (Active Citizenship, Citizen Networks and Co-production) with Self-service Model (Social Governance, Societal Discipline and Accountability). National and international reviews show that the perception about the community and realisation has to be ingrained at the grass root level; this can be achieved through the participation of academic institutions. This paper is an attempt to highlight. The initiatives taken by educational institutions to imbibe social consciousness, The perceptions of students about their role in community development, and, To identify the effective Private Public Partnership areas for community building Factor analysis has been applied to identify the role of educational institutions and individual citizen’s( Students) in building community consciousness. Linear Regression had been applied in the study to measure the influence of Educational Institutions on the role of Students in building the community.  A weighted average score is awarded by the students for the potential areas of public private partnership for community development is highlighted. The results of the study provide an impact created by the institution over the students. The Study also, consolidates some of the successful community bonding and building activities carried out Academic Institutions.

This article examines the experiences of children, parents, and teachers in the New York and Los Angeles Chinatown public schools, as observed by two classroom educators, one based in each city. The authors document trends among the transnational East and Southeast Asian families that comprise the majority in the local Chinatown schools and discuss some of the key intersections of communities and identities within those schools, as well as the pedagogies that try to build upon these intersections in the name of student empowerment and a more holistic vision of student achievement. Ultimately, this article seeks to bring forth the unique perspectives of Chinatown community members and explore how students, families, teachers, school staff and administrators, and community organizers can collaborate to actualize a more transformative public education experience.

Preview of Himalayan perceptions: Environmental change and the well-being of mountain peoples by JD Ives Routledge, London and New York To be published in August 2004 Himalayan Perspectives returns to the enormously popular development paradigm that Ives dubbed the ‘Theory of Himalayan Degradation’. According to this seductive construct, poverty and overpopulation in the Himalayas was leading to degradation of highland forests, erosion, and downstream flooding. In the ‘Himalayan Dilemma’, Ives and Messerli exposed this “Theory” as a dangerous collection of assumptions and misrepresentations. While most scholars in the field promptly conceded Ives and Messerli’s points, the Theory has somehow survived as the guiding myth of development planners and many government agencies. In his new book, Ives returns to drive a stake through the heart of this revenant. His book not only reviews the research that, over the past 15 years, has confirmed the arguments of the ‘Himalayan Dilemma’; it also takes a close look at all those destructive factors that were overlooked by the conveniently simplistic ‘Theory of Himalayan Environmental Degradation’: government mismanagement, oppression of mountain minorities, armed conflict, and inappropriate tourism development. The COVID-19 pandemic has disrupted many older adults’ traditional sources of formal and informal supports, increasing demand for Area Agency on Aging services (AAAs). This study examines strategies used by AAAs to support older adults’ health and well-being during COVID-19 and identifies contextual influences on AAA pandemic response activities. Semi-structured interviews were conducted with representatives of 20 AAAs in New York State. A combined inductive and deductive approach was used to code and thematically analyze the data. AAAs rapidly expanded capacity and dramatically modified program offerings, communications activities, and service delivery protocols to address emergent needs and minimize COVID-19 exposure risk for clients. AAAs’ trusted relationships with older adults and community partners improved their capacity to identify priority needs and coordinate appropriate supports. Policymakers should ensure that AAAs receive sustained financial and technical support to ensure critical community-based services are available for older adults throughout pandemic response and recovery.

Gentrification’s racial consequences are garnering increased attention as the process advances into majority–minority urban neighborhoods. This study examines the EB-5 Immigrant Investor Program’s implementation in Brooklyn, New York to ground these trends in policies through which gentrification is promoted, histories of racism and uneven development against which they are unfolding, and their disparate impacts on Black communities. While the program purports to use foreign investment to promote job growth in high unemployment areas, its financing of multimillion and billion-dollar development projects facilitates the displacement of longtime residents of the very places the initiative was designed to improve. Central Brooklyn and its outlying areas, home to one of the largest contiguous Black communities in the United States, are host to numerous EB-5 projects that have failed to produce sustainable job growth for existing residents and heightened the growing crisis of unaffordability. My analysis shows how EB-5 projects have enabled investors to use distressed areas disproportionately inhabited by poor and working-class Black communities to qualify for funding, while redistributing benefits upward to wealthy developers and affluent residents and consumers. Ultimately, the EB-5 program and other neoliberal, colorblind urban development policies exacerbate existing racial inequalities in the organization and operation of urban space.
