This article discusses the place of integrity in Ronald Dworkin's legal and political philosophy. It presents integrity as a response to certain problems that arise in any society in which more than one contestant view about justice is allowed to determine public policy and legal principle. It also analyzes the relation between integrity and justice, arguing that although integrity requires citizens and officials sometimes to uphold policies or positions they take to be unjust, Dworkin is nevertheless wrong to present them as competing political virtues. Instead, integrity operates as a second-level concept, addressing situations that arise in a society where there is disagreement about justice (and where, therefore, there is no uncontroversial account of what justice requires to set against the requirements of integrity). The article concludes with some reflections on the role of individual convictions about justice in context of law and social action.

High rates of unemployment among Indigenous Australians in comparison to non-Indigenous Australians have been rendered a public policy problem by successive Australian governments. The solutions are often coercive forms of neoliberal governance. However, where Indigenous people are driven by different motivations, ideas and aspirations in relation to work, Indigenous employment policies face the issue of epistemological dissonance. This article aims to contribute to understandings of unsuccessful Indigenous employment policy outcomes by introducing a new conceptualisation of policy and governance limitations and social action. An overview of governmentality literature is coupled with a review of the concept of metis knowledge – a form of know-how that comes from contextualised, practical experience – and its role in limiting the aims of governance. Indigenous employment policy that governs through pedagogical technologies applied to the Indigenous workforce demonstrates this limitation through its assumptions that the metis knowledge required to become ‘work-ready’ can be transferred unproblematically.

<p>Transnational domestic work is a billion dollar business that has a great impact to economic development of both sending and receiving countries. In fact, women are the main actors of this business that involve multiple stakeholders from governmental and non-governmental institutions and private sectors. Realizing the importance position of the women is necessary to enhance policies, programs and services that will bring positive impact to their lives. Islamic community development studies might provide religious perspective that integrates with other disciplines of studies such as social work, public policy and analysis, and social development. It might contribute ideas, principles and values used for improving social and economic conditions of transnational domestic workers. Therefore, it is necessary to extend the concept of Dakwah from communication (dakwah bil-lisan) into creating social action and  movement (dakwah bil-hal) for attain extensive social change.</p><p align="center"><strong>***</strong></p><p>Pekerjaan rumah tangga transnasional adalah bisnis miliar dolar yang memiliki dampak yang besar bagi pembangunan ekonomi kedua negara pengirim dan penerima. Bahkan, perempuan merupakan aktor utama bisnis ini yang melibatkan berbagai pemangku kepentingan dari lembaga pemerintah dan non-pemerintah, dan sektor swasta. Menyadari posisi pentingnya perempuan perlu meningkatkan kebijakan, program dan layanan yang akan membawa dampak positif bagi kehidupan mereka. Studi pengembangan masyarakat Islam dapat memberikan perspektif agama yang terintegrasi dengan disiplin keilmuan lain dari berbagai disilin kelimuan seperti kerja sosial, kebijakan publik dan analisis, dan pembangunan sosial. Pengembangan masyarakat Islam dapat menyumbang-kan ide-ide, prinsip-prinsip dan nilai-nilai yang digunakan untuk meningkatkan kondisi sosial dan ekonomi pekerja domestik-transnasional. Oleh karena itu, perlu untuk memperluas konsep Dakwah dari komunikasi (dakwah bil lisan-) dalam menciptakan aksi sosial dan gerakan (dakwah bil-HAL) untuk mencapai perubahan sosial yang luas.</p>

Art can be a potent force for political change, sometimes supporting and sometimes challenging established social institutions and ideology. The works of two contemporary artists a photographer, Kira Corser, and a poet, Frances Payne Adler address the need for public policy change in a number of controversial areas. In travelling exhibits and in their books, these artists attempt to awaken the public and public policy makers in the United States to the plight of the homeless, to the disastrous effects of drug addiction, and to the need for improved health care. By appealing to the emotions as well as to reason, the art of social action artists such as Adler and Corser has tremendous potential for effecting social change.

<p>Discourse legitimation is one of the studies that emphasize the analysis of a public policy. In this article, public policy becomes an idea of emphasis. Public policy is established by governments to meet social goals that are always linked to public and public interests. This policy is an action formed by an individual or group of people within a social environment. In the perspective of discourse, public policy is a representation of a communication process involving government and state apparatuses. In the process of its formation, policies are established to meet the needs of stakeholders. Therefore, the ideology of a policy reflects the view of the stakeholders. Public policy is the foundation used by society, individuals, and institutions in performing actions in accordance with applicable provisions. Public policy can be viewed as a social action. Therefore, the process of analysis of a public policy must take into consideration the social and cultural aspects of society. Contextual analysis must be done in order to understand the ideology behind the formation of public policy. The formation of public policy is a form of re-formulation of a number of foundations that can be used to solve a social problem. Understanding the roles of communication participants gives a clear picture of how the policy should be built. These generated alternatives reflect the choices that communication participants can take to resolve educational issues.
