The current situation and national features of technical regulation (standardization) of preparation of planning solutions for the development of urban underground space are considered. The article describes the history of the issue and examines the wording of the draft Code of rules "buildings, structures and complexes underground. Rules of town-planning design". The purpose of the analysis was to assess the effectiveness of the draft Code of rules, identifying the problems of standardization at the planning level. The analysis was carried out in conjunction with the directions of improving legal regulation. It is concluded that before the removal of legal barriers, the approval of the draft Code of rules is premature. The results of the analytical stage showed the presence of system defects of standardization for this urban level and identified their causes. On this basis, General proposals for the elimination of such defects are given and the specifics of finalizing the draft Code of rules are proposed. These recommendations can be useful for the developer, the state customer, the executor of the draft Code of rules, as well as for representatives of the expert community.

This paper aims to trace the history of colonial urban planning in Nigerian cities, its legacies of urban design and beautification of the environment. In Nigeria the town planning institutional frame works was established under the colonial rule which persisted to the post colonial period. In this sense the colonial era was a phase in which European institutions and values systems were transferred to Nigeria, one of which is the concept of environmental beautification with the use of plants. An investigation is carried out on the influence of colonial rule on landscaping and urban design. Findings show that the introduction of deliberate landscaping to city planning have over the years systematically led to loss of valuable indigenous plants partly due to the introduction of exotic plants. These are plants that initially were seen as sources of cure for several ailments. There is therefore the need for a rethink as to the type of plants to be used for landscaping.

The features of legal and technical regulation are considered and the main shortcomings of these systems of public administration are identified. It is shown that they hinder the effective development of the underground space of Russian cities as a promising area of urban development. A related analysis of the results of the author's monitoring of regulatory documents in the field of integrated urban development of underground space, as well as the interim results of the legal research initiated by him, aimed at eliminating defects in federal legislation, is presented. In the context of legal regulation and trends in its development, a new Set of Rules (SR 473) concerning «underground urban planning»is analyzed in detail. The conclusion is made about the systemic shortcomings of this document, which are based on the subjective factor of the manifested «legal nihilism» in combination with the objective deficit and imperfection of the legislative sphere. Proposals are given for the harmonization of amendments and additions to SR 473 and other documents on standardization, depending on the nature and timing of the adoption of legislative initiatives. The topics discussed are of interest not only because of their novelty, but also because of the reality and prospects of the proposed administrative steps that can give impetus to spatial development on the model of a sustainable, viable and compact city.

Abstract The Tour de France, a three week bicycle race has a unique place in the world of sports. The 100th edition of the event took place in 2013. In the past of 110 years of its history, people noticed unique stories and duels in particular periods, celebrities that became legends that the world of sports will never forget. Also many places where the races unfolded made history in the Tour de France. In this article we tried to point out the spatial context of this event using advanced technologies for distribution of historical facts over the Internet. The Introduction briefly displays the attendance of a particular stage based on a regional point of view. The main topic deals with selected historical aspects of difficult ascents which every year decide the winner of Tour de France, and also attract fans from all over the world. In the final stage of the research, the distribution of results on the website available to a wide circle of fans of this sports event played a very significant part (www.tdfrance.eu). Using advanced methods and procedures we have tried to capture the historical and spatial dimensions of Tour de France in its general form and thus offering a new view of this unique sports event not only to the expert community, but for the general public as well.

In recent decades there has been a rapid expansion of assisted-living facilities for older people in many different countries. Much of this growth has occurred with only limited or no government regulation, but many problems have arisen, typically around the quality of care, which have led to demands that governments act to protect vulnerable residents. This paper examines whether formal legal regulation is the optimal policy to protect the needs and rights of frail residents, while respecting the legitimate interests of others, such as operators and owners. It presents the case for and against direct legal regulation (as in institutions), and suggests that no overall a priori assessment is possible. The analysis is based on the case of Israel, where proposed regulations for assisted-living have been introduced but not implemented. After a brief history of assisted-living in Israel – its recent dramatic growth and why this occurred – the paper concludes that formal direct regulation is not the best route to follow, but that the better course would be to develop totally new ‘combined’ regulatory legislation. This would define the rights of residents and encourage self-regulation alongside minimal and measured mechanisms of deterrence. Such an approach could promote the continued development of the assisted-living industry in Israel and elsewhere, while guaranteeing that the rights, needs and dignity of older residents are protected.

The article discusses two groups of problems in Russian statistics that still have no viable solutions. The frst one - the state of the statistics interface – is the set of channels through which users obtain statistical information. The second – metadata status – is the information on how the indicators are constructed. The problems are considered from the standpoint of consumers of statistical information, performing tasks of analyzing economic dynamics.It is concluded that with the transition from traditional printed materials to statistical information systems, interface development has come to a standstill, and in the development of metadata, there is no compliance with any standards, uniformity, and consistency. In the author's opinion, these problems seriously hinder the improvement of all Russian statistics, being a kind of blood clots. When an interface becomes a bottleneck, the value of statistics to users decreases. The unsatisfactory state of metadata leads to the fact that consumers of statistical information are not always able to use it adequately, and the problems of statistical methodology are conserved.The causes of the problems are determined, on the one hand, by the complex history of domestic statistics (extended period of development in a planned economy and the specifcs of economic transformation), and, on the other hand, by the lack of effective feedback.The author considers possible approaches to addressing the problems. The expediency of creating groups of specialists in the structure of the statistical department on the main problem blocks, acting as points of growth and centers of competence, accumulating knowledge, mastering domestic and foreign experience, attracting representatives of the expert community, directing and controlling the activities to solve problems, is substantiated.

They retrace the history of these proportional systems, the expectations with which they were associated, how they were introduced into design, and how contemporary practice builds upon this tradition—or allows new interpretations to unfold.
